THE BIG STORY
The big news story today is likely to be the proposal by congressional Republicans, and specifically a plan from Senate Republicans, calling “for Iraqi forces to take the lead next year in securing the nation and for the Bush administration to lay out its strategy for ending the war.” I will update with more on this later.

Update:
Hugh Hewitt doesn’t like the move, but Captain Ed thinks it might be a smart tactical move by Republicans with the exception of the part of the proposal which would allow terror detainees some access to federal courts.
