A reader who attended the SOTU speech e-mails:

Regarding the sleepyheads item on your blog, I think a lot of them were reading the President’s address along with him as he gave it. …. Every attendee gets a bound and printed copy of the address on their chair – and when you look down to read, it looks like you’re eyes are closed.

Sounds plausible to me, though it may not explain all of the downward gazing. Mark Steyn writes at the Corner:

Re John McCain’s slumbers, I heard from a reader in the gallery last night that he saw someone on the Republican side of the aisle during the SOTU with a certain book called America Alone. It seems far more likely that that’s what all those downward eyelids were reading along with. Except for Senator Obama, who was probably correcting the paperback proofs for The Audacity Of Hype.
