11:00pm Eastern update. Late-breaking update…despite heavy open-borders pressure, the city of Waukegan will proceed on its partnership with the feds to deport criminal aliens. The Sun Times reports:

Officials will not reconsider a proposal that could lead to local police enforcing federal immigration laws, a measure that has galvanized activists on both sides of the issue in this city north of Chicago.

The 8-2 vote by the Waukegan City Council Monday night allows police to apply for a special program through U.S. Immigration and Customs Enforcement as early as Tuesday. Once trained, officers could identify, process and detain immigration offenders they come across on the job.

The council voted 7-2 in June to apply for the program, but a member who voted for it then tried to call it back for reconsideration. Monday’s majority included Mayor Richard Hyde, who did not vote in the previous meeting.

Seats at the council meeting were in such demand that police distributed 400 tickets for admission. But the chambers held less than 200 people, and so about 100 people waited in line outdoors, hoping for a seat.

A news conference, prayer vigil and rally before the vote drew hundreds of people opposed to Waukegan joining the federal program. About 50 supporters of the measure — some singing songs like ”God Bless America” through bullhorns — demonstrated across the street.

Police Chief William Biang said being part of the program would streamline the deportation process and cut down on bureaucratic hurdles.

”It has nothing to do with race,” Biang said. ”This has to do with getting criminals out of Waukegan.”

Thousands of pro-illegal immigration activists are expected to descend on Waukegan, Illinois today. Why? Because the City Council is voting on a measure that would allow the city to partner with the feds to deport criminal aliens. This is the 287(g) program I have been telling you about–the one that every state legislature and local government should be joining. The one the Bush administration should be aggressively promoting in the name of public safety and national security. The anti-enforcement lobby is fighting tooth and nail to prevent the program from spreading:

Waukegan authorities say they are preparing today for thousands of people expected to descend on the downtown area to protest the city’s proposed extension of immigration enforcement.
Waukegan Police Chief William Biang said his department is working with other local agencies to beef up enforcement for an announced rally that will coincide with the City Council’s vote to reconsider application for 287(g) authorization.

Though thousands are expected, only about 175 will fit in council chambers. Admission will be granted only to those who have tickets, which will be distributed at Waukegan’s south beach, beginning at 4 p.m.

The first 400 people will be given tickets, but only 174 are guaranteed admission.

If the council supports moving forward with 287(g), ultimately Waukegan police could obtain authority to begin deportation proceedings for illegal residents convicted of violent crimes.

That’s something that many in the Hispanic community say would go too far.

Yeah. God forbid we enforce existing laws and kick out violent illegal alien criminals!

Turns out the scheduled vote is a “revote.” The program was initially approved by a 7-2 vote last month:

At issue is a federal training program for local and state law-enforcement agencies that would allow officers to enforce immigration laws and initiate deportation proceedings.

What started out with a whisper — no members of any activist group were at the June 18 meeting when the Waukegan council voted 7-2 to authorize police to apply for the program — has turned into a roar.

Mayor Richard Hyde and other officials have said the program, referred to as 287(g) after a section of the federal Illegal Immigration Reform and Immigrant Responsibility Act, would allow officers to start deportation proceedings for immigrants — legal or illegal — convicted of crimes such as murder, rape and drug-related felonies. The goal is to oust criminals, not persecute immigrants obeying the law, Hyde said.

The open borders lobby is organizing boycotts of Waukegan. The Freedom Folks bloggers are there to cover the story, and have posted photos of businesses that are supporting the pro-illegal alien crowd. Unfortunately, the local Dunkin Donuts has chosen the wrong side.

Things are expected to heat up today around 4-5pm. If you’re in the area, stop by and support the city.

    This story in the local paper says it all. And read between the lines of what the protest organizer says:

    Jose Guzman, a leader of the Labor Council for Latin American Advancement in Waukegan, said his people cannot stand idly by while Waukegan leaders try to push them around.

    Later he says “We don’t do violence.” But it sounds to me like they’re going to do their best to intimidate the lawmakers into repealing their vote.

    Lost cause for the state, no doubt. I wonder what would happen if we acted county by county…? Most of the Calif. counties are Republican, but the most populous counties are Dem. What would happen if the majority of counties passed anti-illegal laws?     I think on a county-by-county basis, that might work. However, the problem is the activists here have a louder voice than everyone else and because our legislature is so heavily liberal and the Republicans have virtually no power (and are wimpy for the most part anyway), no matter what the people say, we’re ignored.     There are many recent studies backing this statement up from a fiscal standpoint. It has been found that illegal immigrants with less than a high school diploma’s education are a substantial net burden on public services, drawing substantially more services than they pay for in taxes. The majority of legal immigrants, on the other hand, have a high school diploma or greater education, and contribute more than they demand in services.

    In fact, I’d be willing to bet it wouldn’t take too much looking to dig up some of those links here, or at a dozen other ‘blogs. Those of you who question us who have an enforcement stance should read them, and decide for yourself if they are credible. I believe they are.

    Enlisting in the military as an illegal alien is known as enlisting under false pretenses and can result in disciplinary action followed by dishonorable discharge and return to country of origin. Unlike the private sector, new recruits must PROVE their identity and legal status. If you do happen to find an illegal in the military rest assured they are far and few between. Please don’t think they are an overwhelming percentage of the force by any stretch of the imagination.

    Our town is no longer a safe, friendly, and clean place to live. Property values have decreased in most areas due to the high rate of illegals renting and keeping these areas filthy.

    Yes, I am bitter about illegals. They flood the roads driving erratically, mostly men that have consumed alcohol, increase in crime, drugs, and welfare…..taxes are some of the highest on the East Coast.

    We have had many law abiding citizens killed in recent months by illegals with a criminal record and the very least, a few convictions.

    I so love paying taxes…. and for what?
    To support/enable a corrupt government and illegals. I so want to QUIT giving the government MY MONEY.

    Our liberal governor and cronies turn a blind eye. I have written complaints and nothing is being done.

    This state needs help to deal with this problem. We need more media coverage to keep stating what NC will not do about this ongoing illegal travesty.

    Our hands are tied. I moved out of town, into the fringe area… higher end area of the county….fortunately there are NO ILLEGALS residing in this neighborhood.

    However, they do most of the construction, landscaping, and are stealing from homes under construction.
    That was reported in the paper, but nothing was done about it.

    I previously lived in a quaint neighborhood where everyone knew each other, a great place to rear kids…..however those days are long gone! My home sold last year for about $20,000 less than it would have been valued at five years earlier.

    Thank you illegals and those that employ them. Those in the city council hire them for their own purposes, so what good does it do?

    A friend of mine was having some remodeling done on her house. Of course the contractor had illegals doing some of the labor. One man used HER TRASH can as a toilet….not the liquid waste either.

    She noticed a strong odor and opened the lid and there it was.

    HOW REPULSIVE! She almost vomited.

    This is how they live. This guy could have gone to the local gas station and used their bathroom.

    I am an immigrant myself, came in with proper papers in 1983, later applied properly for a green card, and was almost deported because I served an hour a week in a church to fulfill a requirement of the Bible college I was attending. This would not have been of any consequence if I did not apply for permanent residence. According to INS, I did not secure permission to engage in this “unauthorized employment” even though I was not paid by the church. The school never informed me that I needed such permission from INS. I was NOT the first foreign student who attended this school and they had this requirement long before I came. Thankfully, the matter was sorted out but it took me 5 whole years and lots of legal fees. I finally got my green card, then was naturalized in 1994. God Bless America!

    I did it properly and waited my turn. I have no sympathy for those millions who want to cut in and push back those who have been patiently waiting in line. And I’m just talking here about those without criminal records.

    If you have done crime and you are here illegally anyway, why should my adopted country not deport you?
