Report To Congress On The Eb-5 Investor Visa Program

The Omnibus Consolidated and Emergency Supplemental Appropriations Act for Fiscal Year 1999, Public Law 105-277

The Immigration Act of 1990 created the immigrant investor program as the fifth preference within the employment-based category (EB-5), marking the first time a category specifically facilitating the admission of investors as lawful permanent residents was included in U.S. law. This preference category allots up to 7-1 percent of the worldwide level of immigration (approximately 10,000 visas annually) to qualified investors and their spouses and children. At least 3,000 of the visa numbers are reserved for investments in targeted areas, defined as rural areas or areas of high unemployment. An investment of at least $1 million in a new commercial enterprise that is established by the immigrant investor, and that employs at least 10 U.S. workers, is required; the required investment is lowered to $500,000 in targeted areas.

Supporters of the program claimed it would attract substantial overseas investment to aid struggling American businesses.

That is a laugh. I was a “struggling American business” who finally gave up because I just couldn’t take paying more taxes. I kept hearing how owning your own business was “the great American tax break”. It should have been termed: “the great American business breaker – tax”. Now the Dimocrates want to control the White House and people want to vote them in? Good-by economy if that happens!

Anything short of a complete overhaul of our government at every level spells certain doom for this county. Our elected officials have turned our government into a joke with the sole purpose of increasing their own wealth and wellbeing.

Having elections every couple of years to decide whether to keep or reject 40% of our leaders is ridiculous. 60% of these jackoffs get to keep their jobs.

The most interesting thing I read during the last election cycle was that ‘Most people thought that their representative or senator was doing a great job and that it was the other guy who was doing a poor job’. What does that mean: Status quo….

Michelle, this was one of my–and my blog buddy Geoff’s–main objections to the Shamnesty bill. Rather than a priceless gift, American citizenship was being more or less automatically conferred upon whoever paid the fines for a Z visa.

The E5 scandal here is just a much more expensive version of the same commercial transaction.

I don’t mind charging processing fees to defer the cost of investigating and officializing citizenship, but I think a visa-for-cash or citizenship-for-cash program cheapens the importance of citizenship.
