		<description>Not trying to go OT here, but just to throw out an additional aspect to this equation: anyone who is familiar with Newark, NJ (besides having grown up in NJ, a few years ago I worked on a very large project at IDT there) knows that except for a tiny oasis (housing companies like IDT) it&#039;s as bad a case as urban blight as exists in the US; there&#039;s a particular nastiness to some aspects, like crime and grafitti, that you find only on the worst street of Harlem. Yes, the world has always had the homeless and bad underground situations (the greeks wrote about the beggars and smell of urin in the tunnels 2,000 years ago), but just as you need to keep a clean house to help keep out the rats, if we&#039;re going to fight groups like MS-13 and the terrorists, we need to make a solid, successful effort in reversing urban blight. Guliani did it in Times Square/42nd street, and while there were advantages in that situation (location, location, location, as they say in realty) it&#039;s been done well enough that we know we really have the resources in 2007 to go after this problem.
