Clinton had just spent a full 8 years depleting our military and creating roadblocks to keep our intelligence agencies from being able to share the information that many study groups have said might have been able to warn us about 9/11 and give us a chance to perhaps prevent it ... 

I am not a big Rumsfeld fan ... but he could only work with the military forces and equipment that was in place ... changes should have been done more quickly ... but even that takes time to identify what needs to be changed and then how to accomplish those changes ...</description>

Roosevelt floundered for years in WWII until he put MacArthur and Eisenhower in charge ... 

it is part of what is called war ... 

when a war starts the right people are not always in charge ... but that is where one must start from ... 

the courage to recognize that fact and make the necessary changes to get the right people in place is why the President is in charge instead of the military establishment ...

My problems with the Iraq War are that Bush floundered for four years before putting Gen. Petraeus in command (longer than it took Lincoln to put Grant in charge) and the Iraqis have proven to be unworthy allies. Anyway, we must look out for the security of the USA and base our strategy with that objective first and foremost.</description>
