As someone who is responsible for analyzing and entering police reports and data into the computer for a Campus Police Department, which is ultimately used for the FBIs National Incident Base Reporting [NIBRS] , I think I can answer that question. NIBRS gathers data from over 17,000 Police Departments nationwide.

Incident reports are submitted with 2 classifications: Race and Ethnicity.

Race can be White, Black, Indian, or Asian. Hispanic is not considered a race. Hispanics can be W, B, I, or R, based on their family origins. Many races settled in areas where people are considered “Hispanic” today. As an ethnic subcategory, you have 3 selections, Not of Hispanic Origin, Hispanic, or Unknown.

It’s just one of the statistical elements used by the FBI, and state authorities such as SLED here in South Carolina.

The issue of the arrest is indeed debatable. Time will tell on that point.

I agree with you on the use of force.

After careful review of the reports, they acted properly in using the taser to handcuff him provided they are allowed to use if for pain compliance.Probably the best tool in their kit in this situation.

The videos I reviewed did not show that they only had one cuff hooked up and it appeared they had used the taser inappropriately.

I also agree that having a guy only half hooked presents a severe danger to the officers and others present.

You were correct yesterday when you thought he was not cuffed.

I also agree they were acting on the supervisors orders to make an arrest which is subject to debate.

The only thing that I still maintain is that the officers are not well trained in the use of force and need some additional training on take downs and arrest techniques.

One note, since I do not have to be politically correct is the physical agility requirements of their officers specifically the female that told him he is under arrest for “inciting a riot”.

She is a danger to her fellow officers-IHMO due to her size and apparent lack of physical fitness.
