I agree with you on the use of force. 

After careful review of the reports, they acted properly in using the taser to handcuff him provided they are allowed to use if for pain compliance.Probably the best tool in their kit in this situation.

The videos I reviewed did not show that they only had one cuff hooked up and it appeared they had used the taser inappropriately.

I also agree that having a guy only half hooked presents a severe danger to the officers and others present.

You were correct yesterday when you thought he was not cuffed.

I also agree they were acting on the supervisors orders to make an arrest which is subject to debate.

The only thing that I still maintain is that the officers are not well trained in the use of force and need some additional training on take downs and arrest techniques.

One note, since I do not have to be politically correct is the physical agility requirements of their officers specifically the female that told him he is under arrest for &quot;inciting a riot&quot;. 

She is a danger to her fellow officers-IHMO due to her size and apparent lack of physical fitness.

I enjoyed our exchange and kudos for getting it right yesterday.</description>
