Pretty smart move attaching to the HHS appropriations - all sorts of programs in there that if a Republican were to vote against it because of DREAM, his Democratic opponent could make it appear he was voting against kids, old people, the poor, and any other interest group that would make the Congressman look like a heartless monster.
