This kind of idiocy is explained away as "making contacts in the Muslim community so they will cooperate in the War on Terror." The chances of a Muslim in Dearborn turning in another Muslim to the Feds is as close to zero as you can get. There have been threats and even beatings against anyone displaying any willingness to cooperate with the authorities at all. Most Dearborn Muslims are terrified of the extremists - loyal to the US though many may be, there is no way they would trust the Feds to keep their cooperation quiet. Those few who have come forward have been persecuted so the question of outreach is moot as far as I'm concerned. Unbelievable.
