Sure you are going to throw out a very few "babies with the bathwater" but the new congressmen, regardless of party, will certainly get the clue if 99% of them are replacing incumbents. My Representative does a good job and I am generally quite pleased with her. However, I would vote her out in an "anyone but an incumbent" campaign. It wouldn't matter which party we ended up voting into majority. If 99% of all incumbents were replaced, (D) or (R) is irrelevant. They will certainly be listening to the will of the people after a housecleaning like that. Heck, we might even get back to having a competitive bid process for military equipment and supplies. Simply need an “Anybody but an Incumbent” campaign.
