It already has in my case. After the riots myself and a lot of the people I worked with started looking for a way out. Dallas PD proved a popular destination, so much so that the DPD eventually said you would have to come to Texas and establish residency for one year before they would do your application. They said their background investigators were practically living in LA because of all the applicants.

I ended up heading north instead of east. Even with all the moonbats in Oregon, I preferred it over LA by a galactic sized margin.
