		<description>My first exposure to the environmental movement was back in the 60&#039;s.  The goal then was to clean up the rivers and do something about air pollution.  That was a noble cause because the water and air back then were truly filthy.  At least that was what the liberal media was telling us.  But like all crusades, the save-the-environment movement has become a runaway freight train.  Now the enviro-nuts along with their cohorts in the US government have assumed the right to tell free born Americans how they should live, even to outlawing certain types of light bulbs.  Well, contrary to what Obama says, I WILL drive my SUV, I WILL eat what I want, and I WILL keep my house comfortable.  And as a free born American I will defend my rights with a gun if I have to.</description>

(a) In General- Taking into account the report prepared under section 3702(a), the Secretary of Agriculture shall establish, by regulation, a program under which agricultural and forestry allowances may be distributed to entities that carry out projects on agricultural and forest land that achieve real, verifiable, additional, permanent, and enforceable greenhouse gas emission mitigation benefits.

(b) Nitrous Oxide and Methane- The Secretary of Agriculture shall ensure that, during any 5-year period, the average annual percentage of the quantity of remainder emission allowances that is distributed to entities under the program established under subsection (a) specifically for achieving real, verifiable, additional, permanent, and enforceable reductions in nitrous oxide emissions through soil management or achieving real, verifiable, additional, permanent, and enforceable reductions in methane emissions through &lt;em&gt;&lt;strong&gt;enteric fermentation and manure management shall be 0.5 percent.&lt;/strong&gt;&lt;/em&gt;
(c) Requirement- The Secretary of Agriculture shall distribute emission allowances under this section in a manner that maximizes the avoidance or reduction of greenhouse gas emissions.
