I've lived a lot of different places in the USA and DMV is universally bad everywhere, usually because the county only wants to keep One Big Central Office. The worst experience was in Dallas, where you waited in line for forty-five minutes to get to the other side of a curtain hung down the middle of a former grocery store. When you finally got around the curtain, you found another forty-five minute line to get to the teller. Generally, you were in and out in less than twenty minutes. This is such an easy problem to solve but the big problem is that government doesn't care if it's easy for you.
