The “surge” was not the winning element, but rather our working by, with, and through Iraqi units. Just posting additional Soldiers in the middle of an insurgency does not accomplish anything. GEN Abizaid had been calling for and was implementing that strategy while Petraeus was stateside at Ft. Leavenworth.
