I would think a NGO (non government organization) would want a continuous monetary steam rather than a few grandiose attacks that are only drawing the attention of the worlds navies. With these specifc Somoli pirates, their days left in this world are numbered. I doubt the Russians are going to let them walk away clean.

Islamic charities, smuggling cigarettes, kidnapping rich people, those are continuous streams. 

Balance that with that terrorist attacks are political in nature.What political statements are Somoli pirates trying to make?</description>
