The purpose of TARP was to get financial institutions lending again.  And not just to each other.  

The $15 billion of TARP money can go to an agreeable bank who will lend the Big 3 $14.5 billion and pocket $500 million for themselves for a quick day&#039;s work.  Seems compliant with the rules to me.  

That is actually what TARP was meant to do.  It wasn&#039;t meant to for financial institutions to sit on or invest for their internal benefit.</description>
