Document drop: The story behind Change.gov
I’ve obtained documents sent to a reader in response to his FOIA request regarding the creation of Barack Obama’s Change.gov website. It gives you the rest of the story. You’ll recall last month that I blogged several questions about the propriety of allowing the perpetual Obama campaign to use a .gov domain name for what appeared to be a fund-raising front. Readers and industry observers noted that the decision appeared to violate General Services Administration rules governing government domains.
Guess what? They were right. The FOIA documents sent to Lance O., which he forwarded to me, reveal that the GSA initially rejected Obama’s application for “Change.gov.” On Oct. 21, Peter Alterman, Deputy Associate Administrator of Technology Strategy at the GSA, denied the Obama campaign’s request for a government domain because:
1) It would be a a violation of the government’s naming conventions (too generic); and
2) using ‘change’ in the domain name would be political, since it was the trademark slogan of the Obama campaign.
The day after the election, on Nov. 5, GSA Chief Information Officer Casey Coleman overruled Alterman after apparently receiving a waiver from Chris Lu, Executive Director of Obama’s Transition Project. As reader Lance discovered through his FOIA request, Ms. Coleman did not elaborate on the granting of this waiver except to say that she had “determined that it is in the best interest of the Federal Government to register the subject domain name.”
As another GSA official who facilitated the convenient change in policy regarding change.gov exulted to the Obama campaign after the domain was granted, “Rock and roll!”
Thanks to reader Lance for filing the FOIA request and giving us a peek into the GSA bureaucracy for change.
***
Here’s the initial denial:

***
Here’s Obama transition director Chris Lu’s waiver request:

***
Here’s GSA internal email discussing the decision to proceed with the domain main conferral. And yes, that does say “Rock and roll!:”

***
Here’s the notice of an official GSA point of contact being assigned to the domain on Nov. 5 and a determination that it’s in the “best interest of the federal government” to register change.gov:

***
And here are internal notes and public feedback records by GSA showing the change in policy and attitude:

From a concerned citizen, who wrote GSA:

Yes, apparently he was mistaken. The strict rules do not apply when you invoke CHANGE.
And now you know…the rest of the story.

Thanks to Lance and to you Michelle for not letting this go away unchallenged … those of us in the computer and internet fields chimed in on the illegality of this website’s domain name just as you did because we also knew the site did not meet the qualifications for a .gov classification …
Just more proof of the number of liberal kool-aid drinkers that infest the governmental bureaucracy at virtually every level imaginable …
Keep up the good work … and thanks again …
What this tells me is that I can no longer trust a “.gov” domain to be a legitimate website of the Federal Government.
Absolutely ridiculous.
Michelle
On a related note there is something of a major change over at the Presidential Inauguration Website
The particular change they have done is in effect hiding the disclosure they promised last month.
In the prior month they made available for download the entire donor listings for all who had given to the effort
But this month they have converted it to a database and eliminated the download capability.
The first report made available had 1777 donors listed in the data.
With the new database page they have you can only see maybe 50 or so results and can’t scroll to browse the entire data set.
You can sort on various headings but still only get a peek at the data.
They have a search function , but that is useless since you would have to know what you were looking for in advance.
OK so what are the actual ramifications of such a change.gov site, does it disappear the moment Obama is sworn in or does it help usher in a President still in campaign mode? This is totally wacked out, what does this mean? Can someone enlighten me please? Actually we need to be scared of this.
But, but but, it’s all for the common good. The law shouldn’t apply to THE ONE. /sarc
Please. This is not going to help Michelle’s children. The Change is in power now. You will cease to question Him.
Great job, MM!
As usual, MSM – not interested. These media idiots spent 20 million dollars for Florida “Recount”.
Explains why they lose viewers & circulation.
I have made the initial download of data available online so those who wish can validate my position.
I can’t thank Lance enough for filing the FOIA request to get the facts and our lovely hostess for posting it to us. Without the alternative media we would never know what our out of control crooked bureaucrats would be up to. The big question is when will those that violated GSA policy be reprimanded or better yet fired? Knowing how hard it is to get rid of a non-productive simple servant in DOD I won’t be holding my breath.
ΜΟΛΩΝ ΛΑΒE (mo-lone lah-veh) Translation: Come and take them!
The key phrase here is:
If the status has changed from a political campaign to a federal program, what is the name of the new federal program?
I didn’t notice any area that solicit’s donations anymore, but I’m sure if you register, you’re name will get put on a list of potential donor’s to be contacted (especially for HIS next election.)
Also, if it really WAS a federal program, they wouldn’t NEED an ‘exception’.
This is the greatest B.S. email in the history of web-addresses.
This is an example of how “Rulers” and their minions operate. Because a “Ruler” is the “law” they are therefore exempt from the “law”. All praise the “One”, King Barack the First!
To continue with DesertLover’s (and we all do love the desert) theme: This Federal Government, and most state and local governments, are so full of Big Government Liberal apologist that our legislatures are becoming moot points.
From Judges spouting political views from the bench in swearing in ceremonies and civil/criminal cases to this monstrosity government HIREES are out of control and need to replaced or reigned in.
That and the Civil Service on the Federal Level is entirely too big. Those people may be busy but they are busy doing things that should not be done. For that we do need a CHANGE.GOV.
Like Nixon once famously said: “Well, when the President(-Elect) does it, that means that it is not illegal.”
Odopey is the 2nd biggest scam the United States has ever seen, number one going to Al Gore.
What I find interesting are the dates. Rather presumptuous of “The One” to request this domain name, before the elections!
Thanks……
Under “employer” there sure are a lot of
Self
Self-Employed
None
Hummmmm
With the BO campaign people being so Internet savvy, that tool is gonna enable the BO people to enlist millions of people to speak as one voice when the broadcasted call for help goes out.
The Internet has changed the world of political campaigns forever.
Is there anyone on the payroll at the RNC that is Internet savvy?
/cricket sounds/
Silly movie, bad history. David Frost was not that important.
Thanks Michelle …
Hopenchange not what it seems.
See Venezuela for details.
Mr VIBEMAN … #10 …
Better yet … if it is now a “program” … there are some additional questions to be answered …
What Legislative Bill created this “program”?
Which house of Congress generated this legislative bill?
When was this bill passed by Congress?
Which Representatives and Senators voted for this bill?
When did President Bush sign this bill into law?
How is this “program” funded?
What is this “program’s” budget?
What department or agency administers this new “program”?
What are the stated goals and purposes of this new “program”?
Who amongst the U.S. citizenry does this new “program” serve?
Any chance we can get these basic questions answered?
DUH!!!! … Doubt it …
that’s exactly right WaterBoyz. Obama is going to campaign, as President, and use all tools available to galvanize, organize his troops to push his agenda. IS THIS LEGAL? For sure we need to counter this infamy big time!
The estimate is 13 million on their mailing list.
If any congress critter does not toe the line the district / state will have their chain pulled and that person will be flooded with emails/faxes etc to get with the program.
It will chill the chance of another wanting to step out of line after a few examples a made.
Full duplication of the left side net effort is not really as workable ,since most of the active types are young libs anyhow.
Remember the guy who invented FaceBook is on the campaign staff and is behind the whole web 2.0 outreach thing.
Plus they have the Google guys fully in their pocket.
We need to pick the best parts that fit our demographics and implement those , but it is unlikely that a full cloning of their effort would have the desired results.
It will be easier to deal with things if we just accept the fact that the rules only apply to the responsible. Most conservatives value responsibility. Most liberals think the rules apply on a case-by-case basis.
This is hysterical. The current administration has committed numerous felonies and violations of international law, and your panties are in a bunch because the incoming administration got a waiver on a domain name.
Wingnuts.
TXGator …
Remember the liberal mantra …
“For every action there must be an equal and opposite government program”
(My humble apologies to all the applicable laws of physics being parodied)
Online Jihadists Plan for ‘Invading Facebook’
And they are all named Hussein
Change.gov you can believe in.
Felonies??????
Felonies?????? International law.
Who is going to do the punishing?
eaglehaslanded said: enough to prove he is more two for a penny sparrow than eagle.
Who is going to do the punishing?
Oh I know it’s the UN. /sarc
In marketing, the first one there, be it a widget or gadget or program usually wins everything and all of the other johnny-come-lately’s play h_ll in the catchup game.
How about these demographics for starters:
michellemalkin.com
nra.org
foxnews.com (sorta)
What a pile! Government bureaucracy and red tape at its best. We pay these bureaucrats to sit behind a computer and put up excuses and firewalls so they can pretend to be important.
No, strict rules will not apply. This administration will be a liberal wet dream, “rules for thee, but not for me!”
Postal workers properly sent home for weating ‘Obama’ t shirts the day after Obama’s election were given a pass by the Government Office of Special Council- acknowledging that they were in techincal violation of the Hatch Act,(candidates are still candidates till the Electors vote January 6th) then proclaiming that the employees are not in violation.
Here we go again. Remember how Bill and the gang immediately began to change or ignore the rules/regs/laws to suit their own desires. Like greedy little kids who think they can have all the candy.
DesertLover, how about other laws:
An object in motion will stay in motion until a liberal sues it (ACLU assisted)for discrimination against the immobile.
I reckun you should never trust anything you read on any site.. including one with a .gov extension
TXGator …
Mr. Personality, Henry Waxman (D) California 30, has already called for Special War Crimes trials for Bush, Cheney, General Petraus and anyone else he can think of.
It is a true echo of the calls for War Crimes Trials during Viet Nam-all returning soldiers were to be tried. I imagine William Ayers and eaglehaslanded would be lining up to be the prosecutors.
See the point of the Second Amendment?
Repeat after me…
Rules are for losers.
Rules are for losers.
Rules are for losers.
If the Repubs are waiting to pick their battle (battlesS?) I wonder when it will begin?
DesertLover, if it were just ONE more, I would be thrilled. Or maybe I need to adjust my idiot count approximation.
I’m trying real hard to not be sad about the direction of the country. How can any liberal look at the facts on paper and think we are progressing?
TXGator …
Experience is supposed to help you not make the same mistakes again … or at least recognize that you had a Britney moment of “Oops I did it again” … but when we have brain-dead college kids and others coming out to vote for the first time with no understanding of the real world this is what we get …
The “change” is going to happen … but not as all the kool-aid drinking Obama-ites expect … the change is going to be when they all realize that they are not going to get their plethora of individual benefits from having voted for an illusion …
Reality sucks sometimes … and reality is on the menu for a lot of young, naive, ill-informed voters …
I give it until Labor Day 2009 … by then all the disillusionment will have taken hold and all hell will be breaking loose everywhere in the liberal world …
You know, America was founded on the principle of equality under the law. As we can see, this no longer applies. The Democratic Party gets away with this out of public apathy, and for no other reason.
This decision by a GSA administrator is but a foretaste of what is to come, once all of The One’s flunkies get into their appointed positions of power. It will be the Clinton administration all over again. Opponents audited by the IRS, FBI files maintained, political ideology driving policy decisions, etc.
Bend over, America, it’s gonne be a bumpy ride.
I’m going to disagree with DesertLover – my stand is that there will be no disillusionment except for the extreeme left. The rest will be chugging Kool-Aid that’s not even being offered.
Obama will be able to nuke Canada and won’t have to give a word of explination, his mind numbed robotic drones will be making excuses for him and calling him “heroic” before the missiles even hit.
They did it for Roosevelt, they did it for Truman, they did it for Kennedy, they did it for Johnson, they did it for Carter, they did it for Clinton. There’s no reason to believe that they’ll do anything different now.
Anyone else noticed how the 501(c)(3) designation and COPYRIGHT notice has been removed for the bottom of each page hosted at Change.Gov? Seems someone finally wised-up and realized the government is barred for copyrighting anything…
I now realize that the corrupt ruling class is above the law. Now that is a real change. May God help our country.
To quote Blago: “[I have] personal knowledge that I have not done anything wrong.”
This works because half the population is stupid, and many in the other half don’t care, as long as they get their free stuff – food, medicine and automobile companies.
Katie Couric is in the Pike Position and couldn’t be reached in time to add this story to the news…
We will hear this a lot in the next four years.
PKAmmoTrop … Understand your view …
The extreme left and the MSM was a given … in fact they are already screaming they were used by Obama and he isn’t doing what they expected when they voted for Obama … and he hasn’t even been inaugurated yet …
I am mainly referencing:
1. The liberally brainwashed college kids who can’t even answer basic questions about current affairs let alone understand the real world outside their college classroom environment
2. All of the members of those multi-generational families of welfare recipients who have no intention of getting off their fat behinds and going to work for a living
3. All those hood-winked by the unrealistic promises of change that are going to make them all independently wealthy with no need to ever work another day in their lives
4. All those that believe The One is going to see to it they have a house, a car, food, clothing, utilities, cable-satellite TV, 70″ HDTVs and not a care in the world
5. All those that believe The One will bring peace to the world by “talking” to terrorists
That’s just for starters … the list grows daily it seems …
A healthy dose of WTF is coming …
PS – I should make it clearer that my comment above is about Change.gov, and not Blago – I just find his statement telling and useful for all of Obama’s cronies.
AlohaGuy …
Yep … Clintonesque “parsing” ahead of time as I see it …
And so it begins. The administration that will promulgate more rules and control over our lives than any since FDR has declared itself above the rules and beyond control.
I’m teaching chemistry in high school right now, and this is my last year. I can’t take it anymore.
I gave a test yesterday on balancing formulae where the students were supposed (but not expected) to add oxidation numbers. You know, +1, -3, etc. They all wanted calculators (provided by the state, of course). Every single one of them an Obama fan.
I taught in LA for five years. I can’t tell you how scared I am for the future.
Call me crazy if you want, but we are a nation that will soon have a majority of adults that are functionally illiterate.
Note the waiver request which refers to Obama as the “President-Elect” was dated November 4. Granted, it could have been written very late in the evening, but it stills comes off as pretty presumptuous to me. If you’re gonna date something with the same date as the election, at least refer to him as Senator Obama.
People! This is The One. You can’t expect him to adhere to regulations. That’s for common folk.
Tacky, tacky, tacky. This guy has no class whatsoever.
I’m waiting for the Michelle and Barak Barbie and Ken dolls (collectors items)next. (Of course, the Obamachine will take part of the profit.) I am astounded at the pure, unadulterated commercialism and chuptza of this guy and his supporters.
Today I noticed people with their overpriced “Obama Change” jackets and sweatshirts in the grocery store. Every item sold, takes money from the gullible and puts it in the coffers of the Obamachine. Next we’ll have Obama yoyos and bobble-head dolls and we’ll see the family on ceral boxes. This is Orwellan and just plain weird.
Ycky!
My Choc-O-Bama Krispies were delicious this morning! It’s neat cereal, since it turns the top of the milk an appealing shade of brown. Not too dark, though!
…because it’s good for the government? (It depends on what the meaning of ‘government’ is.) One person decided this? Well, of course…isn’t this the way of change?
Experts say…this or that cannot be done, legally, but ONE person on-board with the “change” mantra can issue a waiver! Brilliant!
We can all see what’s coming, right? Congress, the courts, a majority of voters, opt to DO or NOT to do something, but now, the Administration of HopeN’Change can waive a wand, and make any decision conform to it’s wishes!
Isn’t government for, of, and by the people grand?
Not directly related to the original subject of our thread but the Reverend Joseph Lowery is going to be giving the major benediction at the Obama inauguration. Although the NY Times and Washington Post will not mention it, Lowery was the recipient of a free trip to Lybia courtesy of Muamar Qadafi and Lowery took the trip at a time when Qadafi was openly calling for attacks on America. Lowery’s junket was courtesy of the Lybian dicator who ordered the bombing of a disco in West Germany where American GIs hung out. An African-American was murdered due to Qadafi’s terrorism. And Lowery did not make a peep of protest. I can’t help but wonder why the NY Times won’t touch the issue of Lowery getting a nice goodybag from Qadafi. And Lowery’s comments about Israel and essentially about American Jews are vile. He is like Reverend Wright, albeit with a braver personal life story. But Lowery needs to be exposed for what he is.
Don’t worry. They won’t stop when GWB leaves the White House.
The next administration’s numerous felonies and violations of international law will start coming our way in 31 days.
And we can count on you to point them out when they do, right?
I think that has been the plan since the 60’s – dumb down America. The only way to get it done is to start with the children as early as possible. Look what took place in class rooms all over the country. Sick. We will not have free thinkers before long. Look at some of the people who post here. If they did not have their talking points in front of them, they would not be able to post at all. When we elect the POTUS without even thinking about who our enemies want, we are doomed.
At east we have Dancing with the Stars! /sarc
Soap,
I think everyone, especially parents, should visit a nearby public school and witness the intellect of today’s egotistical, self-absorbed, vapid teenager. I lay the blame at the feet of all these adults that want to instill self-esteem into the kids who have no accomplishments to warrant it.
What’s scarier than the kids are the adults that run schools. My department head told me yesterday that I needed to take time over the holiday (not Christmas, that’s culturally biased) to warm my heart, as I’m the children’s father when they are at school. I simply think I am there to teach the subject and hold them to a standard. You know, responsibility and all the outdated, antiquated stuff. Apparently not. I’m there to make sure they are cocky little entitled punks that feel they can skate by on as little an effort as possible.
With a school system like this, we are doomed to fail as a population.
I have been seeing it trend that way for a long time. My sister and her husband were teachers for awhile. As murdering select students was not allowed by district policy they left public school teaching.
They now have a decent business of tutoring/teaching math, literature and grammar. There are parents who indeed recognize the problem and seek a solution-but…….in our last school board election we had less than a 3% turn out.
If we are doomed I do not know-I certainly hope not. But preparations must be made.
Thank you Lance and Michelle for exposing this corruption.
Now, what can be done to prosecute this corruption?
Murdering select students would go a long way toward helping evolution, which is the holy grail of liberal religion.
Yet, they won’t allow it.
I thought eugenics wasn’t frowned upon by them.
So then the presidential transition would fail without the change.gov domain? How weak is that???
Scam.
Many folks dont belive them rules apply to them, so what’s new?
I’m still impressed that they predicted the outcome of the election well in advance. Or, perhaps they were going to use the website anyway, during a McCain-Palin administration? Sleazy of them.
The ONE is a product of the “Rules Don’t Apply to Me Capital of the World”.
Another example of what we can expect for the next four years. What happens if the Messiah, like Hugo decedes he wants to stay on for ever? I guess we will put our tails between our legs and bow to the east.
Yes, although it was a 501 (C) (4) which means that donations are not tax deductible. A few weeks ago the reference to the 501 C had been removed, but the C notice remained. Change, change, change.
I’ve been asking for awhile now how a government website can be a 501 (C)(4) organization.
And then there’s this curiosity:
Also note that the fund being used to accept donations for the inauguration does not have to disclose it’s donors but the Obama campaign said it would out of disclosure wishes only.
Usually this is funded via a new fund under FEC control, but so many of the big bucks donors are near their total donation caps that they went this route to get around the FEC limitations.
Also a MAJOR point is that the campaign has already gone on record that this fund will stay in place after the inauguration.
It will then be a perfect ’slush fund’ to supplement the message of the White House to fund advertisements and whatever purpose their supporters not directly connected to the White House staff wish to dream up.
It will have to be kept at an arm’s length, but the people in place already have plans for it and donors then will not be disclosed.
Thank you for calling their hand on this. It will take much effort to keep The Truth alive during these next four years.
It’s interesting to flashback to this Newsweek story dated June 24, 2880, where they speculate about the future of Blue State Digital who run the change.gov website.
And the name Change.gov was registered on November 21, 2007. Quite sure of themselves, aren’t they?
We also learn:
And:
I can’t wait.
Let us pray, work and hope that Michelle Malkin and others CAN continue for the next four years. Listening to Senator Chuck Schumer-(D) NY, Dick Durbin (D) Illinois, and Diane Feinstein (D) Kalifornia I do believe they will use the fairness doctrine to not only shut down Talk Radio but the Blogs, Conservative newsletters and magazines.
And we will have Federal Employees and “Community Organizers” deciding what is fair and balanced. Michelle Malkin, Rush Limbaugh and Ann Coulter would not do well-Al Franken, Barbra WaWa and Katic Colic would do well.
I guess what surprises me is that they are able to change the rules of the internet before they even take office.
As for how to apply a ‘fairness’ doctrine to the internet, think bandwidth. All they need to do is decide that they must control the bandwidth to all political sites in the interest of fairness.
That way, they can simply say that no-one edited or limited in any way what appeared on a site like, say this one. It would just be that only a few would be able to see it.
Translation of waiver request into plain Obama-speak: Don’t make me send the GAO, a gaggle of attorneys, and Rahm-bo down there after I’m sworn it
At least Coleman has a sense of humor. Her memo says Olsen agrees to observe all policies related to the domain! What a great joke.
Eagelhaslanded:
Do you really expect me to believe Obama is going to be better??
Come back in a year and read just how toxic he will be politically, if he actually gets what he wants.
Corruption.gov
This is so cool! Unless I am reading this wrong, I now have precedent to submit my own waivers to the Federal Government for whatever I want and the GSA will approve it!!
I wonder if Homeland Security and the EPA are in on this too?
Get used to crap like this. Or I should say, get used to how things were in the Clinton Administration…all over again.
It’s amazing how you have to drag, kicking and screaming, the most basic of information out of liberals like Obama, Kerry, Clinton, etc. (birth certificates, medical examination results, military documents, college transcripts) and yet when a repub like Dick Cheney has a closed-door meeting with a few oil execs eight years ago, the libs go on a two-term impeachment rampage.
We will be needing alot of FOIA requests over the next 4 years because there are going to be a lot of changes and they ain’t going to be pretty.
Saddle up ladies and gents the opposition is just getting started….and lets have some fun out there :-0
YUP. Sure do.
When you have a new “FDR” coming into office, with the support of congress and the liberal judiciary system, I suppose he can do pretty much what he wants. With all the appointments he’ll make, that will only solidify his power. Be prepared to see a movement to abolish the 22nd amendment.
