How about Congress gives every taxpayer a voucher for the purchase of a new American made car as &lt;strong&gt;our&lt;/strong&gt; bailout? 

Make that the way that the automakers get their bailout money ... one car at a time ... money to be paid by the  government to the automakers when they  submit the vouchers back to Congress for payment.</description>
