Clinics typically ration the few they do see to a limited percent of clinic time per month. There could be 10 or 10,000 people calling, only 10 might be seen. Another chunk of reality here is payment to the clinics for Medicaid/SCHIP care hovers around 30 to 40 percent of regular fees. It frequently cost a clinic more to see one of these patients than just paying them $10 to go away. So adding millions of kids and adults to SCHIP may be good for politicians, but it's net effect is likely to be to increase the misery and backlog of people trying to get rationed red-tape ridden care. The PRESSSSident, if they were interested in the truth on this issue, ought to be making a few phone calls to clinics in their neighborhood to see how long it takes an SCHIP/Medicaid patient to get seen, if they are even seeing these patients. Then figure if that number is going to double or triple, figure it's going to be at least 2 or 3 times longer... If the politicians were interested in quality of care, they'd reduce the number on Medicaid, and increase reimbursements so there wouldn't be so much rationing of care going on. Actually, the best solution would be to just allow clinics to deduct the cost of unreimbursed charity care from income. Then you'd have clinics falling all over themselves to provide charity care. With reimbursements at 40% or less, being able to deduct charity care nets out about the same as current Medicaid payment schedules -- only there'd be no red tape and there would be incentives to provide care, rather than ration it. Many clinics might just opt for charity care over Medicaid or SCHIP. Apparently this sort of out of the box thinking is too complicated for the GOP to get a handle on -- go figure...
