The Senate quietly snipped that bit out of its version.
Is anyone surprised by this? The notion that actual U.S. citizens have any special claim on the federal government&#039;s attention, is long gone. Ours is a government of the whole world. For it to privilege U.S. citizens in any way would be nativist. (Everybody jump up on nearest chair, clutch skirts, and shriek.)&lt;/blockquote&gt;
