I filed today’s syndicated column on Turbaconducken before the final conference report was FINALLY posted on the House Rules Committee website late last night. Guess what’s back in the bill? Money for stadiums and museums. You’ll recall that GOP Sen. Tom Coburn’s amendment striking stimulus spending on things like Harry Reid’s Mob Museum passed. It said: “None of the amounts appropriated or otherwise made available by this Act may be used for any casino or other gambling establishment, aquarium, zoo, golf course, swimming pool, stadium, community park, museum, theater, art center, and highway beautification project.”

Well, the final Conference Report adopted by the conferees (led by, well, well, Sen. Reid) deletes much of the Senate-passed language. It now reads: “None of the funds appropriated or other-wise made available in this Act may be used by any State or local government, or any private entity for any casino or other gambling establishment, aquarium, zoo, golf course, or swimming pool.”

House GOP staff points out that the final bill still also “includes $150 million for the Economic Development Administration (EDA), some which now presumably can go to the ‘mob’ museum.”

CNS reports that Democrat Sen. Frank Lautenberg has admitted the obvious: “No, I don’t think anyone will have the chance to [read the entire bill].”

N.Y. Democrat Sen. Chuck Schumer took to the floor on Tuesday to sneer at public outrage over the trillion-dollar porkulus. “The American people really don’t care,” he said, about those “little tiny, yes, porky amendments.” He punctuated his derision by pinching his pointer finger and thumb together. Only the “chattering classes” worry about such trivial matters, Schumer scoffed.

Well, we are all “chattering classes” now. Congressional phones and fax lines have been ringing off the hooks with complaints from angry constituents across the country all week. And just two days after Sen. Schumer declared that no one cares, the taxpayer group Americans for Prosperity delivered 400,000 petitions to the Senate protesting the behemoth bill. Those petitions were signed before the latest details of the House-Senate conference report negotiations had been disclosed — and before any final legislative text had been made available to the general public.

If the stimulus plan were a Thanksgiving dinner entree, it would be a Turbaconducken — the heart attack-inducing dish of roasted chicken stuffed inside a duck stuffed inside a turkey, all wrapped in endless slabs of bacon. According to House Speaker Nancy Pelosi’s fantasy-land “fact sheet” released early Thursday afternoon, “There are no earmarks or pet projects” in the final package. Trust her no further than you could throw a pot-bellied pig. Despite the self-delusional declarations of Pelosi and President Obama that no pet projects exist, Hill staffers spilled the beans on several new set-asides tacked onto the bill.

Thanks to Michigan Democrat Sens. Debbie Stabenow and Carl Levin, General Motors will receive a special tax break worth an estimated $7 billion to cover liabilities incurred when it accepted its $13.4 billion bailout from the Bush administration. The failing automaker has lined up for an addition $4 billion in bailout funds — at which time, they’ll no doubt ask for another mega-tax liability waiver. The moochers’ cycle never ends.

Then there’s Senate Majority Leader Harry Reid’s Railway to Sin City. Appointing yourself a Senate conferee has its perks. Roughly $8 billion in perks. Reid, you see, needs to stimulate his re-election bid, so he haggled with President Obama to tuck in a teeny, tiny, yes, porky amendment for high-speed rail lines. Reid has his eyes — and paws — on a proposed Los Angeles-to-Las Vegas magnetic levitation train. He has already sunk $45 million in previous earmarks into his, yes, pet project. Wasn’t it earlier this week that President Obama was lecturing companies not to travel to Las Vegas on the taxpayers’ dime?

But I digress. Along with these not-earmarks, not-pet projects, there’s $2 billion for impeached Illinois Gov. Rod Blagojevich’s pet FutureGen near-zero emissions power plant project, $300 million for souped-up “green” golf carts for government workers, $30 million for “smart appliances,” and the $65 million for digital TV coupons. According to Hill Republicans, money for basic highways and bridges was cut by $1 billion from the House-passed level, but:

· $9 billion for school construction was added back in (originally cut by the Nelson-Collins “compromise”);

· $5 billion was added to the state fiscal stabilization fund (originally cut by Nelson-Collins), making it a grand total of $53.6 billion;

· $1 billion was added back for Prevention & Wellness Programs, including STD education; and

· $2 billion for neighborhood stabilization program.

As I’ve reported previously, that “neighborhood stabilization” slush fund money will end up in the pockets of left-wing shakedown artists such as ACORN and the Massachusetts-based Neighborhood Assistance Corporation of America (NACA), led by self-proclaimed “bank terrorist” Bruce Marks. There’s an additional $3.25 billion in HUD grants and Community Development Block Grants in the bill that will also inevitably find its way into the coffers of these housing entitlement lobbying groups.

Another egregious not-earmark earmark that survived untouched: $2 billion for the National Parks Service championed by House Democrat conferee and Appropriations Chairman Rep. David Obey. A report by the GOP minority on the House Oversight and Government Reform Committee revealed that Obey’s son, Craig, lobbied the panel and advocated for the stimulus plan on behalf of the National Parks Conservations Association.

All told — and safely assuming that the major spending provisions become permanently enshrined — the final price tag of this government hogzilla of all hogzilla over the next 10 years will be a whopping $3.27 trillion with a “T.”

Not, ahem, that you care.

We would need a BIG reaction to overcome the Census shenanigans. As far as Shumer of New York I guess he is safe but Dingy Harry may be vulnerable.

    But that high speed train from LA might be needed to import voters in 2010. LA has a bunch of illegals they could spare.

    Do it while we can! When this passes regardless of popular opinion, the next move will be “passing” the freedom of information act. Stop all dissenters. I think putting a bill before congress for it’s “passage” is nothing but a joke! Soon they will do away with that exercise.

    Most of the tax items here are tax credits which only really apply next april 15th. It also mostly goes to people who don’t pay taxes anyway so it becomes a handout. History has shown that tax credits or stimulus checks create a one time splash in the economy but very little else. Tax cuts create more spending because they are on going. In other words, based on history, most of these “tax cuts” will create a quick splash then disappear. The effective benefit for the middle class in this country is about enough to fill a quarter of a tank of gas each week.

    Richard and Bill are correct. This bill is exactly the kind of thing that the “change” we voted for was supposed to correct. I for one am getting close to the point of being ashamed to say that I voted for this guy. Whether it’s not being able to do something as simple as vetting a cabinet appointee or coming up with the proper means to slow the recession, it appears more and more each day that Obama is in over his head. He may be a nice guy but I’m starting to believe that I voted for a guy just not up to the job. It actually would have been better to do absolutely nothing than to pass this bill. Almost 90% of this bill is nothing more than pure pork aimed at pouring money into some congressman’s district. Just like the “$300 billion” bank bailout (remember how that was going to fix the banking crisis?) that is now over a trillion dollars with no end in sight, it won’t be long before we’re told that this bill didn’t go far enough and we will have to come up with another $700+ billion. As far as I can tell, there has been no change in Washington.

    Come on kthomas lighten up a little. This is all figured out “according to each his needs”. The $198,000,000 in there for Filipino WWII veterans will provide them with either $288 per week for those living in the US of A or $173 per week for those living in the Philippines. The need for them must be more demanding than the need for you or it just wouldn’t happen this way. Besides, Sen. Inouye says this will erase a black mark in America’s history. So, whatever black mark in America’s history that will be erased against you is just a little, bitty, tiny one ’cause it only costs $13 per week. That’s why these guys make the big bucks, they understand this division and allocation of resources. This injection of money into WWII Filipino veterans will create goodness knows how many good paying American jobs down the road. Furthermore, $13 per week can be a lot of money over time. If you save all those $13 for 255 years you could pay for a senator or congress person.
