Under Paygo, all tax cuts had to be “paid for” by spending cuts. Cutting taxes while raising spending — – that’s an unfunded tax cut. Clinton stopped Congressional Republicans from doing this. Bush encouraged it. That’s how Clinton got a balanced budget.

The team aims to gather data to complement satellite and submarine observations to measure the sea ice and plot how fast it is disappearing. Global warming is believed to be the main culprit in the rapidly melting north polar ice cap that is freeing up new sea routes and untapped mineral resources on the ocean bottom.

The only question in my mind is how stupid could they be to tempt the wrath of the "Gore Effect"? You know that if they had gone there to hunt seal they'd be enjoying days in the 20's and light winds. It almost makes me want to hope that they ... naaa, forget it! ... the schadenfreude index would be too much to take at my age.
