AIG president Edward Liddy has started his testimony before the House Financial Service subcommittee. Here’s his WaPo op-ed if you haven’t seen it.

He just noted that he has asked employees to give back half the bonuses and some will return 100 percent.

Question: Will any of the fist-pounders move beyond the retention bonus issue and ask him about the $60 billion to foreign banks?

11:41am. First q: Why not return the bonuses earlier?

Liddy: We “blindly follow[ed] legal advice.”

Q: Why wasn’t committee informed of retention bonus return plan? Why not make payments on Saturday night?

Liddy: No intent to deceive. We had been discussing this with Hill staff.

Q: But not my staff?…and not Treasury Secy.

Liddy: No. Not with Treasury. Only Federal Reserve.

Q: Are you aware of TARP funds about to run out?

Liddy: Well aware.

Liddy: I talked to Treas. Secy last week and he said the first he’d heard about [bonus issue] was a week ago.

12:00pm Eastern. Frank demands names of execs who didn’t return bonuses. Will subpoena them. Liddy wants confidentiality. Frank refuses.

Liddy reads death threats against execs and their families. Frank flippantly says everyone gets those threats.

The execs are NOT public figures.

Frank dismisses threats as not specific.

Kanjorkski: Chastising Code Pinkos. “You’ve tried my patience…remove the signs or do you want to leave the room. If I see any more signs on camera, you are going to be physically removed from this room!”

Barney Frank echoes reprimand of Code Pink for suggesting Liddy was a crook.

Yeah, the crook signs should be pasted on the congressional enablers.

One sign I agree with: FIRE GEITHNER.

12:00pm. Frank demands names of execs who aren’t returning bonuses. Will subpoena them. Liddy wants confidentiality to protect their safety. Frank refuses. “I am not persuaded.”

Liddy reads threats. Frank says “Everyone here gets these threats.”

The execs are not public officials.

Frank dismisses threats as non-specific. Insists on subpoenas. Witch hunt continues…

12:10pm Eastern. Rep. Gary Ackerman says he will play teacher to Liddy. Pay the $165 million back. Not worth the angst. Give that back. Cut your losses, in financial terms. Just ain’t worth it.

Imagine how much better we’d better off if this was how Congress dealt with failing businesses.

Do as they say, not as they do.

12:19pm Eastern. Liddy: “There was great angst over bonuses during meetings with NY Federal Reserve.”

Ackerman: Will you cooperate with Cuomo’s subpoena of names of execs who didn’t return bonuses?

Liddy: We’ll do the right thing. Our intent is to comply with the subpoena.

Q: The NY Federal Reserve should be called to account. Congressman pushing receivership idea. Wants chart of future compensation plans. Wants all docs given to NYFed Reserve.

12:40pm Eastern. Democrat Rep. Capuano says he’s not against bonuses, just against bonuses for people who created the problem.

Well then, I’m sure he will return his automatic pay increases this year!

12:50pm Eastern. Finally some clarity from Jeb Hensarling. Corrects Liddy on describing desire to save AIG from failure. Hensarling says it is already a failure by definition.

Calls failure a failure. AIG bailout is “a conduit for counter-party transfers of taxpayer money.”

Four tranches of taxpayer money plus bonuses. If AIG employees have so much confidence in changes for success, go ahead and double the bonuses.

1:01pm Eastern. Democrat Mass. Stephen Lynch demagogues bonus contracts written in 2007 — before Liddy was at AIG. Yelling at the top of his lungs. Lynch. Appropriate name.

1:20pm Eastern. Recess. Can’t take anymore.

    1) voted on the bill without reading it; and
    2) signed the bill without reading it; and
    3) Crap sando 1.0 (signed by congress under George W “killer of the free market” Bush) gave unlimited power to Sec of Treasury to give out this money at HIS discretion with no oversight.

    They can cry over their microphones all they want…this is on our reps and Obama. AIG has been notoriously unscrupulous as a company for years…and they gave them money. Well, what did they really expect? And this protection of bonuses even AFTER their $500k junket? Cry me a river folks!!!!

    I have not heard any evidence the people who received these bonuses violated any laws. They had contracts with AIG that entitled them to these bonuses. No provision of the bailout contradicted these contracts. Why should their personal information be given to Congress? Why should they be asked to return AN of the bonus? (I make nothing compared to these bonuses, but that is my problem, not theirs.)

    Frank is an ass and this Congress is despicable. The Rule of Law has lost out to the Rule of the Mob.

    Ya! Head unit in London Products unit. They uncovered this in March of last year when they fired Joseph Cassano, the head of the unit who walked away with over $3.4 million in bonuses.

    Im sure they didnt bother to check his resume, that he was part of the Junk Bonds scandle in the 80’s…but whatever.

    I agree with you, jjmurphy. I am curious as to the terms of the subpoena which requests information when no crime has been committed.

    The deception seems to be to create an image in the American public’s mind that a bunch of cigar-smoking, fat cats sat around a large conference table and said: “Hey, the government is giving us money… we should give ourselves bonuses.”

    Retention payments are really more like deferred salary. Congress may not like the recruitment practice, but they’re a bit late to the game in complaining about it. It’s a shame that the ex post facto law only applies to criminal laws and not civil ones as they seek to punish these executives.

    If they get rid of these payments, does that mean we can ignore balloon payments on loans as well?

    What options does Liddy have in refusing to disclose these names? The Code Pink idiots are example enough that these individuals will be threatened by an ignorant public which does not understand what really happened here.

    The key is to follow the Kabuki Play. This committee is most interesting when Barney Frank is actually presiding. You can see him steering events by cutting off certain speakers or re-phrasing what they said or even answering some of the questions directed at those appearing before it. Today’s testimony is only remarkable for the outrageous hypocrisy on display.

    Even Liddy is being cute at moments. One minute, he claims to be trying to save AIG then later describes what he is doing as “disaggregation”. In other words, he is just trying to salvage enough value in the company so as to sell the company in pieces later. The hope is that there will be enough money generated to pay back the taxpayers in full. That is not “saving” the company. But it is a sensible strategy.

    The problem is that he did not adequately answer Hensarling’s question about why it wouldn’t have been better to simply do the same thing via bankruptcy.

    My sentiments exactly! Just listening for a few minute, which is all my blood pressure could take, I heard so many lies and distortions coming from the “committee”, I couldn’t believe my ears!     These options would vest over a five year period, and expire in 10 years, or, if they leave the company, within 90 days. That way, they would have to at least quadruple the value of the stock on their watch, and if they were to leave before the stock recovers, they would get zippo.

    That’s the way stock options work for most employees of big firms now.

    Schumer gets up in Congress and threatens to write a tax law to punish American citizens who have broken absolutely no laws. Since when does a Senator have the right to use tax law to punish individuals that ‘offend him’. He’s an offense to this country and to the liberties that our Constitution guarantees. I believe anyone in Congress that endorses using legislation targeted at individuals is guilty of abuse of power and should be impeached.

    It is incredible that a body such as Congress with so many damn lawyers doesn’t have anyone who actually understands the Constitution.

    What a sham. It’s time we took back our country and threw these people out. Term limits is beginning to look pretty good these days.

    Is it legal to write a law demanding that Congress return the American public it’s money??? Maybe a lawsuit?

    I’ve never been more ashamed of our government.
