I wonder.  As long as the MSM keeps fawning over him, it will continue. While I may be missing something, I do not personally recall Bush bypassing the bid process. All of the Halliburton contracts in Iraq were bid according to the rule of law. However, Clinton did actually bypass the bidding process and award certain contracts to Halliburton.
