In bad times there is an incentive to maintain and repair equipment, not to buy it, and since the cycles are long, no stimulus will make a significant impact in the near-term. The pres is like a high school kid who thinks he knows everything and has the world by the jewels, but does not. Caterpillar manufactures long-lived equipment and operates in a cyclical industry, and the cycles are protracted.
