		<description>There are actually 2 distinct items here.

The &#039;cap&#039; component is the actual tax side of this legislature and will stifle US manufacturing.  It will also be used as a means to prohibit new US competition to those existing businesses that are &#039;buying&#039; their &#039;cap space&#039;.

The &#039;trade&#039; component is the more manipulative part that is designed to send money to &#039;special&#039; individuals.  This part will provide billions to corrupt politically connected companies and will be managed in a fraudulent manner from day one.  From the outset, there is a major question as to what even substantiates a &#039;tradeable&#039; unit.  As well as who decides what the ultimate supply of the tradeable resources can be.  Most fascinating are the people that want to pretend that plants like trees somehow are relevant.  While plants do store carbon, they do not store it forever, they just rent it until they die and rot or burn!  Unless they are buried for many millions of years under large rocks.

Look for the congressional supporters that vote the trade component in to ALL PROFIT, in major ways, from it!</description>
