    Obama Proposes Saving $17 Billion by Cutting Programs (Update1)

    By Roger Runningen and Brian Faler

    May 7 (Bloomberg) — President Barack Obama is seeking $81 billion more in
    spending on domestic initiatives in his record $3.55 trillion budget plan while
    calling on Congress to trim $17 billion worth of programs, including raising
    more tax revenue from the oil and gas industries.

    In a 1,360-page document released this morning, Obama proposes abolishing
    preferential tax treatment for the two industries as part of a package of 121
    federal programs the administration wants to eliminate. Doing so would generate
    about $26 billion over the next decade.

    The plan fills in some of the details of the budget blueprint the administration
    released in February that has already been adopted by Congress. The new items
    are mainly areas where Obama is seeking cuts, which some lawmakers said weren’t
    enough to begin whittling down a deficit projected to reach $1.38 trillion in
    fiscal 2010.

    “These savings, large and small, add up,” Obama said in remarks after the
    release of the budget documents. “And this is just one aspect of the budget
    reforms and savings we are seeking.”

    Unlike past years, the administration won’t release until May 11 its “analytical
    perspectives” or “historic tables” that help explain its spending decisions and
    put them in context. Obama repeated his pledge to cut the deficit in half by the
    end of his term in 2012.

    Meeting Resistance

    Even with the proposed cuts amounting to only about one- half of 1 percent of
    the total budget, Obama is confronting resistance in Congress and from interest
    groups seeking to keep alive favored programs. In 2008, then-President George W.
    Bush, working with a Democratic Congress, proposed ending or reducing 141
    federal programs. Of those, 29 were terminated or trimmed for a savings of about
    $1.6 billion.

    “Every government program — no matter how wasteful — will be defended by its
    recipients and congressional champions,” said Brian Riedl, a budget expert at
    the Heritage Foundation, a Washington-based research group. “Unless Obama puts
    the weight of the White House behind his spending cuts, Congress will ignore
    them.”

    Senator Kent Conrad, the Democratic chairman of the Budget Committee, said in a
    statement that Obama’s program cuts were good as far as they go but “we
    shouldn’t lose sight of the far larger threat” to the U.S. budget from the
    soaring costs of health care, which is rising about 8 percent a year, according
    to the Congressional Budget Office.

    `Massive’ Spending

    “They are adding back in massive amounts of spending” compared with the $17
    billion in reductions, said Republican Senator Judd Gregg of New Hampshire.
    “You’re taking a little teaspoonful of water out of the ocean while you’re
    dumping a whole river in.”

    Though the White House is trying to focus public attention on cuts, federal
    spending is on the rise. The blueprint Congress adopted last week provides for a
    9 percent increase in domestic discretionary spending and a 4 percent defense
    increase.

    Under the oil and gas program, Obama said he would “cut unjustified tax
    loopholes” by repealing various preferences covering marginal wells, drilling
    costs manufacturing deductions, among other benefits.

    If approved by Congress, the industry would be placed on the same tax footing as
    other companies. The repeal would take effect Jan. 1, 2011.

    Half the savings come from defense programs, and half from areas outside the
    Pentagon. Some program cuts or terminations have been announced earlier.

    Yucca Mountain

    The administration is proposing saving $91 million by eliminating funding for
    plans to store nuclear waste at Yucca Mountain in Nevada.

    “How the nation deals with the dangerous byproduct of nuclear reactors is a
    critical question that has yet to be resolved,” the request says. “The nation
    needs a better solution that the proposed Yucca Mountain repository.” The budget
    plan requests $197 million to explore other options for disposing of the
    material.

    The administration also proposes to pare a terrorism risk insurance program
    created in the wake of the Sept. 11 attacks. The budget request calls for
    reducing the “excessive federal subsidy” to private insurers beginning in 2011,
    generating $21 million in savings that year and a total of $263 million by 2014.

    “As of 2008, the property and casualty insurance market has improved its ability
    to absorb losses from a terrorist attack,” the request says. “By reducing an
    insurance market subsidy, the proposal encourages the private sector to mitigate
    terrorism risk through other means such as building safer buildings.”

    `Positive Step’

    Representative Dennis Cardoza, a California Democrat, yesterday called the
    administration’s plan a “positive step” to try to “bring this whole thing into
    some kind of fiscal balance.”

    “I am not going to agree with all of it,” said Cardoza, a member of his party’s
    fiscally conservative Blue Dog coalition. “I certainly applaud their looking at
    government waste and trying to eliminate” unnecessary spending.

    Lawmakers on April 29 adopted a $3.55 trillion outline for the 2010 budget that
    embraces Obama’s top agenda items, including a health-care overhaul, a push for
    renewable, clean- energy sources and changes in education funding.

    Obama has simply taken this game of one-upsmanship to a new level. I submit his reasons are different from those of his predecessors in the presidency. However the hoped for result is the same.

    Well what if we don’t work harder? Wha if we say, “spend it”. Our kids and grandkids can work two or three jobs for the Chinese if they have too or they can take a day off. Or just line up for welfare. Who would care? Don’t worry about going hungry, just go to a government shcool and share a free lunch with your kids.

    Obama has promised he will take care of us. Well do it.

    Look at your elected officials and tell them, “I WANT MINE AND I WANT IT NOW”

    Go to your local social security office and file for benefits. As many as you can get. Isn’t this what a large portion of our society already does? Just get in line. Make a picnic out if it.

    The government has promised they will take care of us. So do it.

    We know they can’t and the truth is they know it too. It is time we called their bluff.

    They do pay SS and medicare, but not income taxes. It will be a while before I can search for the info to link.

    It’s now 2009, 32 YEARS LATER, and the budget for this “necessary” department is $24.2 billion a year!!! The DOE has 16,000 federal employees, and approximately 100,000 ‘contract’ employees.

    LOOK AT THE JOB THEY HAVE DONE! Change we could believe in, and a mission completed, no?

    Once again, the Democrat Party is in charge, and NOW they are boldly taking over the banking system and the auto industry with the unions and progressive elitists at their sides.

    Hasn’t it been the liberal left that’s been whining about “Big Brother” all these years? Who knew?

    I have two dollars so I can buy a candy bar and a pack of gum.

    I’m on my way to the register and I decide to trim one program so I put the candy bar back on the shelf.

    Now, when I walk out of the store with the gum, did I actually save one dollar, or did I just not spend one dollar? Are the two really the same?

    I didn’t spend so I didn’t get. But, is that actually saving?
