I didn't get the punchline, but this page explains it:

In a time when many Jewish comedians sought to cleanse their personas of overt Jewishness, the Stooges defiantly chose otherwise. They liberally threw Yiddishisms into their shtick (in the aforementioned "You Nazty Spy!," Curly lets loose with the insult "Huck mir nisht a chynick, and I don't mean efsher!" which means "Don't bother me, and I don't mean maybe!") They went on to make two more savagely anti-Hitler short films, both replete with inside jokes for Jews.

Went to the Tax Foundation website and found this small backgrounder useful:

Plenty of "sin taxes" have been proposed this past year: an 18 percent tax on non-diet soda (NY), a 7 percent poured drink tax (Pittsburgh), a 5 cent bottled water tax (Chicago), an 1800% hike in beer taxes from $1.30/keg to $24.80/keg (OR), a $5 charge on entries into strip clubs (TX), etc.

Young adults shoulder the burden. Good old Uncle Sam, and all his brothers, often just become a bunch of sly old devils.
