Or take an old, unused ship and anchor it a few miles off shore. Disable the engine, and have helicopters and boats patrol around it.

That kind of describes what used to be known as the ‘Penalty Box’ in the Persian Gulf. Ships would get busted for smuggling (or other inconsistencies) and they would be made to anchor there. And then the crew would sit on the ships(dhows) into eternity.

The dhows were rust-buckets, and they could always get a new Bangledeshi crew at 3 cents an hour wages, so the owners didnt care about them or about saving the crew.

So guess who got to deliver food and medical supplies to those crews into eternity also?
