I blogged about Michelle Obama’s role in creating a patient-dumping scheme for the University of Chicago Medical Center back in March. With her husband and the Democrats unleashing health care horror story anecdotes to gin up public fear and build support for the beleaguered Obamacare plan, my syndicated column today revisits the kind of “reform” the Obamas and their Chicago cronies champion — and who benefits.

Here’s a challenge to the ABC News Obamacare infomercial producers. I dare you to ask President Obama this question: What have you done for Dontae Adams, lately?

The White House, Democrats, and MoveOn liberals are spreading health care sob stories to sell a government takeover. But there’s one health care policy nightmare you won’t hear the Obamas hyping. It’s a tale of poor, minority patient-dumping in Chicago — with First Lady Michelle Obama’s fingerprints all over it.

Both Republican Sen. Charles Grassley of Iowa and Democrat Rep. Bobby Rush of Chicago have raised red flags about the outsourcing program, run by the University of Chicago Medical Center. The hospital has non-profit status and receives lucrative tax breaks in exchange for providing charity care. Yet, it spent a measly $10 million on charity care for the poor in fiscal 2007 when Mrs. Obama was employed there—1.3 percent of its total hospital expenses, according to an analysis performed for The Washington Post by the non-partisan Center for Tax and Budget Accountability. The figure is below the 2.1 percent average for nonprofit hospitals in surrounding Cook County.

Rep. Rush called for a House investigation last week in response to months of patient-dumping complaints, noting: “Congress has a duty to expend its power to mitigate and prevent this despicable practice from continuing in centers that receive federal funds.”

Don’t expect the president to support a probe. While a top executive at the hospital, Mrs. Obama helped engineer the plan to offload low-income patients with non-urgent health needs. Under the Orwellian banner of an “Urban Health Initiative,” Mrs. Obama sold the scheme to outsource low-income care to other facilities as a way to “dramatically improve health care for thousands of South Side residents.” The program guaranteed “free” shuttle rides to and from the outside clinics.

In truth, it was old-fashioned cost-cutting and favor-trading repackaged as minority aid. Clearing out the poor freed up room for insured (i.e., more lucrative) patients. If a Republican had proposed the very same program and recruited black civic leaders to front it, Michelle Obama and her grievance-mongering friends would be screaming “RAAAAAAAAACISM!” at the top of their lungs.

Joe Stephens of the Washington Post wrote: “To ensure community support, Michelle Obama and others in late 2006 recommended that the hospital hire the firm of David Axelrod, who a few months later became the chief strategist for Barack Obama’s presidential campaign. Axelrod’s firm recommended an aggressive promotional effort modeled on a political campaign—appoint a campaign manager, conduct focus groups, target messages to specific constituencies, then recruit religious leaders and other third-party ‘validators.’ They, in turn, would write and submit opinion pieces to Chicago publications.”

Some health care experts saw through Mrs. Obama and her public relations man, David Axelrod—yes, the same David Axelrod who is now Mr. Obama’s senior adviser at the White House. The University of Chicago Medical Center hired Axelrod’s public relations firm, ASK Public Strategies, to promote Mrs. Obama’s Urban Health Initiative. Axelrod had the blessing of Chicago political guru Valerie Jarrett – now White House senior adviser.

Axelrod’s great contribution: Re-branding! His firm recommended re-naming the initiative after “[i]nternal and external respondents expressed the opinion that the word ‘urban’ is code for ‘black’ or ‘black and poor’….Based on the research, consideration should be given to re-branding the initiative.” Axelrod and the Obama campaign refused to disclose how much his firm received for its genius re-branding services.

In February 2009, outrage in the Obamas’ community exploded after a young boy covered by Medicaid was turned away from the University of Chicago Medical Center. Dontae Adams’ mother, Angela, had sought emergency treatment for him after a pit bull tore off his upper lip. Mrs. Obama’s hospital gave the boy a tetanus shot, antibiotics, and Tylenol and shoved him out the door. The mother and son took an hour-long bus ride to another hospital for surgery.

I’ll guarantee you this: You’ll never see the Adams family featured at an Obama policy summit or seated next to the First Lady at a joint session of Congress to illustrate the failures of the health care system.

Following the Adams incident, the American College of Emergency Physicians (ACEP) blasted Mrs. Obama and Mr. Axelrod’s grand plan. The group released a statement expressing “grave concerns that the University of Chicago’s policy toward emergency patients is dangerously close to ‘patient dumping,’ a practice made illegal by the Emergency Medical Labor and Treatment Act (EMTALA)” – signed by President Reagan, by the way – “and reflected an effort to ‘cherry pick’ wealthy patients over poor.”

Rewarding political cronies at the expense of the poor while posing as guardians of the downtrodden? Welcome to Obamacare.

    My my, Miss Michelle Hussein might not be as perfect as Tom Brokaw and the spin factory would have us believe. I an glad the American College of Emergency Physicians (ACEP) blasted Mrs. Obama and Mr. Axelrod’s grand plan-but with the media firmly in the Hussein Obma/Alexrod/Rahm Emanuel camp just how many people will hear about it?

    Patient-dumping is illegal, why didn’t the Bush administration investigate? But Obama care is about much more: be a pain the the butt to the Democrats, register as a Republican or such and watch their rationing committee deny you care. One they digitize our medical records privacy is toast.

    Keep in mind that one of the few smart things John McCain DID do was co-sponsor legislation to re-tighten home lending regulations in 2005-06…but when he beheld THE ONE he, like BushII, found that doing the right thing (and use this info plus Obama’s own intransigence against the needed reform) was not worthy of the utter glory of putting in the FIRST BLACK PRESIDENT regardless of qualification into the white house…

    Another way to gauge liberals like the Obama’s is to check their charitable giving. I would suggest that since it is a pittance of their overall income, their “giving” to the poor with taxpayer dollars will be a pittance also. Most of the money from whatever source will end up in their pockets or the pockets of their cronies. Profit or non-profit.

    And don’t forget, Michele Obama’s salary went up considerably when Obama was elected to the Senate – what magic. The hospital had to pay her somehow. Can’t squander it on the truly poor.

The relative was from Toronto. He was suffering from seizures, but couldn’t get medicine for them until a CAT scan. The earliest he could get the CAT scan was Oct. 2008. He flew to Texas the next day, saw my doctor, got a CAT scan in the afternoon, had a seizure in the process but was placed on medicine, and went home to Toronto the day after. You want that care for yourself and your family?

    But the real problem is when they compare our system to other systems. The Canadian system covers 1/10th of our population. The UK system is similarly small.

    Also, when you look at America in comparison with the other countries, our diversity causes our health care costs as a whole to go up. ie diseases that are common among on ethnic group are not included in Universal health programs of other countries.

    Include our sedentary lifestyle and obesity epidemic that other nations don’t have and we can’t compare our situation in America to any other country that has a universal plan.

    Again, this is very involved, very intricate. . . and it won’t work if the government gets involved. Thanks for your good work MM. Keep up the pressure and we’ll stop this boondoggle from killing the system that most Americans are satisfied with.

    EMTALA Law should have prevented Dontae Adams from such a long wait for surgery. Actually, pure compassion by health care workers, and a mission to help the sick and injured, should have been enough.

    This is a shocking story of medical neglect for this little boy. He was screened but not treated for the wound at U of C Med Center.

    It does not appear that Obama Care will benefit the poor or the insured (he did have Medicaid, so he was not uninsured). This was a severe injury. What kind of emergencies do they treat?

    I read a fascinating excerpt from a Krugman piece written in 2002 wherein he called for a HOUSING BUBBLE. He used the term. He explicitly called on Greenspan to kick open the money supply.

    I do not believe in conspiracy theories. I do believe in cause and effect, and that statists have common goals toward which they work inexorably. Distort the market, then blame the market for its “failure”.

    From you 1/3 of a million dollar per year (over the table) sinecure, devise a plan to kick poor people out of your ER, take tax breaks as a charity, then point to the awful failure of our health-care system to deliver flawless care to poor Americans.

    Back here in the states, my dad had a heart attack and was in surgery the next day. That was 1991. He’s doing pretty good these days, for a guy in his 80′s. The reason he’s with us is that we DID NOT have socialized medicine at the time. Had he been put in a Canadian style line, I fear he would not be with us today and would never have been able to share his stories of being in the Marine Corps in WWII and so many other stories, with his grandchildren.

    ObamaCare can never see the light of day…. its a matter of survival.

    As a genealogist, I know for a fact that the census information in the past consisted of names, ages, occupations, address, race and number of people living in the household. I don’t know if any laws have been passed in the last 20 years or so that have changed the rules. I’m with Michele Backmann…I will not answer any questions but those basic ones. They may claim to have valid reasons for those questions, but they don’t.

    Yes, indeed. That fact plays into the mix here in a direct and measurable way.

    If you read the Census Bureau’s own assessment of their methodology, they all but admit they undercount with respect to the illegal portion of the ‘population’. There’s almost no way the 12 million estimate is accurate.

    Most Americans I’ve spoken to aren’t privy to it, but are surprised to learn that the ‘US’ Population (adding the quotes to differentiate bodies vs. citizens/legal residents, etc. and problems in counting methodology) grows by about 2.5 million per year lately. While a 1.0%-1.5% absolute growth rate might not sound like a lot, most people would probably agree that 3 million persons IS (the addition of the state of
    Iowa each year). ..And that, of course, is the *official* estimate.

    Many also are unaware that the current US population is…(drum roll….):
    306,700,000+ …and growing faster – not slowing, as most other industrial ‘advanced’ countries.

    …And all that pitched against a backdrop of a faltering economy and near-historic job losses… Hmmmm.
