Document drop: Porkulus One is a failure, so let’s do it again!

As you all have heard, Laura D’Andrea Tyson, the Clinton economic adviser now on Team Obama, has floated a second stimulus plan. Democrat Sen. Sheldon Whitehouse of Rhode Island has echoed the call. Other Democrats are open to it.
Only 10 percent of Porkulus One has been spent, misspent, or gone untracked, but who’s counting?
I’ve uploaded two documents for your perusal this morning: The first is a GAO report on stimulus spending by states and localities, which will be released this morning at a House oversight hearing.

Bottom line: The funds are not being spent on what they’re supposed to be spent on. States made up their own criteria for spending. School and transportation bureaucrats preserved their own jobs instead of “stimulating” others.
The second document is a GOP memo dissecting the failures of Porkulus One.

According the U.S. Bureau of Labor Statistics, the number of long-term unemployed American workers increased by 433,000 to 4.4 million in June. 1 The U.S. unemployment rate stands at 9.5%. 2 However, in a paper published by the head of President Obama’s Council of Economic Advisers, Christina Romer, the Administration’s $787 billion economic stimulus plan was projected to keep U.S.
unemployment below 8%. 3 Figure 1 depicts the Administration’s original estimates along with actual unemployment. When asked to explain the discrepancy between what the Administration claimed would be the effects of its stimulus on unemployment and reality, Vice President Joseph Biden acknowledged that the Administration “misread how bad the economy was.” 4Vice President Biden’s comments raise serious questions about the Administration’s credibility on its employment estimates. Despite the Administration’s demonstrated inability to accurately estimate the effect of its stimulus package on actual unemployment, it continues to assert that the plan will “save and
create more than 3.5 million jobs over the next two years.” 6 For example, in the press release accompanying his first quarterly report on stimulus spending, Vice President Biden claimed that stimulus
spending had “created or saved” 150,000 jobs. 7 However, the actual report made no such claims, making it unclear where exactly the Vice President derived his claim. 8 President Obama asserted on June 8 that stimulus spending would save or create 600,000 jobs over the subsequent 100 days. 9 The Administration has essentially “rigged the game” of reporting the tangible effects of its stimulus program by creating an immeasurable metric – “jobs created or saved” – that no one can disprove.
And on the “counting heads” approach to measuring stimulus effectiveness:
Simply counting the number of people paid with Recovery Act funds ignores a challenging but essential element of understanding the Act’s effects on unemployment: what each employee would have been doing in the absence of Recovery Act funds. For example, if the employee was previously unemployed, and was able to find work as a result of Recovery Act funds, that employee should be counted as a job created. However, if the employee was employed elsewhere and likely to maintain that
employment, but changed jobs as a result of the Recovery Act, unemployment was not reduced as a result of the expenditure. Instead, the Act merely shifted resources from one sector, industry, or business in the economy to another sector, industry, or business. Even under the discredited and outdated Keynesian economic theory adopted and advanced by the Administration and the Democrats in Congress to justify the Recovery Act, this shift in resources would have very little, if any, stimulative effect.As the Committee Democrats rightly noted in their briefing memorandum, “job creation must be tracked efficiently to ensure that the key purpose of the Recovery Act is being fulfilled: putting the unemployed back to work.” 13 OMB’s guidance is seriously deficient, as it ignores the crucial challenge of understanding whether people employed with Recovery Act funds were (or would have been) unemployed in the absence of the Act, or whether they simply would have been employed elsewhere. Thus, the guidance will likely lead to inflated job reports from stimulus recipients.
OMB’s guidance includes a telling example of this principle being ignored. The guidance includes a reference to faculty members at educational institutions:
Therefore, for purposes of ARRA reporting of jobs created or retained, colleges and university [sic] may count, proportionately, the percentage of effort directly charged to ARRA awards as an FTE [full-time equivalent] equivalent [sic]. For example – A [sic] faculty member charging 50% effort on an ARRA award will be counted as .5 FTE. 14
The guidance thus assumes that every tenured professor receiving stimulus funds for research would have been out on the street if not for the Recovery Act.
In addition, OMB’s guidance includes a loophole that would allow prime recipients of Recovery Act
funds to use statistical estimates to report aggregated project-level job numbers:However, in limited circumstances, the prime recipient can employ an approved statistical methodology to generate estimates of job impact, thereby collecting data from a smaller subset of sub-recipients and vendors in order to extrapolate an estimate of job impacts to all applicable sub- recipients and vendors. 15
This job reporting method is available when the recipient deems the project-level requirements to be “overly costly or burdensome.” 16 Given that every recipient has an incentive both to minimize the costs of reporting as well as to maximize the number of reported jobs “created or saved” (so as to be more likely to receive future Recovery Act funds), this loophole could lead to many recipients simply estimating job numbers in a way that is not auditable, much as the Administration has done so far with its macroeconomic job claims.
But never mind all that.
Let’s rob future generations again! Because one massive, misguided earmark-stuffed government behemoth rammed through the legislative process just isn’t enough.

You know, if they make it really simple, they might actually read it.
I propose $1,070B (just over a trillion). Here’s the wording:
“This bill provides every member of congress, both House and Senate, with $2B of Pork to spread however they please. Since this is all they would do with it anyway, why not just call it what it is.
The only thing this will stimulate is their iron-grip on their incumbency.”
How can 535 people be SO out of touch with the other 300 million of us?
I propose they distribute this money to every American, directly.
So will the liberals come out and demand that Biden and Obama be impeached due to “faulty intelligence” the way they did over Bush and Iraq?
I do not believe they are “out of touch.” I believe the want power and control and are right on track to getting it. If you think these lawmakers are there to serve the populus and want to represent them, what else do you need to show you otherwise?
I propse they use the money to move all the Liberals to one half of the US, the Conservatives to the other half of the US and build a wall between the two.
After ten years we will see which US is still standing.
To think that with what they have spent already, we could have completely done away with taxes for what? two or three years? and actually gotten the existing money back into circulation without the added burdens of administrative fees and other bureaucratic BS?

That is a very excellent question and one that should be put on bumperstickers and protest signs. It is the reason we have the tea parties, as it explains why we cry, “Taxation without representation”! I haven’t heard anyone in the media mention that, and it is an excellent point. We could have been well on our way out of this recession, if they had just done something like that. I do think, however, that we would have had the same mess we are in now under a McCain Presidency. Same Congress. It is those fools we need to get rid of. Obama is just a PR Front Man. Over his head, and the others are pulling his strings.

While many Christian Conservatives may make this assumption, rest assured that not all do. I am firm in my faith and as such, do feel compelled to share it with anyone who will listen. If someone shares no common ground there is no basis for a conversation and only an argument will ensue assuring both parties that they are right and the other is wrong … in other words … an exercise in futility.
Perhaps what differentiates you from the stereotypical atheist is the moral basis on which your beliefs stand. The idea never was to make this a Christian Nation but a nation where religious freedom could prevail. Freedom OF religion, not a freedom from religion or even religious symbolism. What was written by our founding fathers clearly exposed their Christian “bias” (for lack of a better word) but even those who were not such devout followers of God clearly admitted that there had to be some moral basis for the laws to be established upon. Without any moral foundation, the laws are reduced to arbitrary enforcement and examples of the power of the government and not the people.
The decline or disappearance of any moral compass does seem to be largely responsible for the ills facing our great nation today … no matter what direction that moral compass may point in for the holder.
Not arguing, just saying … but I will take this up in an article I suppose as it is too long and not all relevant here.
Government doesn’t solve problems – it subsidizes them!
This was never more evident than yesterday when he was forced to speak without a teleprompter and directly to Putin. The man was clearly overmatched, historically ignorant (probably dying to apologize), and may as well have been wearing a “Kick Me” sign. The world laughs at him and sees America as incredibly weak right now.
This will cost us at some point if 2010 doesn’t elicit a “correction” from the electorate… As much as I hate to put it in their hands, it’s all we can do because Congress has turned their hearing aid off.
I already do! Can’t wait until Obama is selected for retirement below-the-zone after his first term and is turned out to pasture.

I would wholeheartedly occur. I would gladly agree to a VAT if it would do away with the bloated and inefficient Internal Revenue DisService that outsources our private information to others and is completely unchecked in its efforts to force us to give our money to someone other than the federal government itself for the common good. Unfortunately, our bloated bureaucrats want to add these taxes ON TOP OF the already out of control IRS and increase their power while diminishing our rights. I am certainly open to solutions if there are any available though.

If immigration was allowed between the two entities, I would imagine that it would mostly be from the L.U.S. to the C.U.S. (seems that migration is primarily from the blue states to the red states). Any new immigrants would need to be reprogrammed, however.
Back on topic, I can recall shortly after his inauguration that President Obama (gad, it hurts to have to type that two word combination) indicated that the economy was so bad that only the government could rescue it. Those had to be some of the most frightening words I have ever heard.
A history teacher friend of mine who I otherwise admire greatly holds FDR in high esteem because his administration was constantly trying to implement programs in battling the Great Depression. I believe that too many people have that mindset, and in spite of what good intentions that these programs may have, they just do not achieve the desired result. Until the viewpoint becomes more prevalent that FDR’s policies actually hindered economic recovery, we appear doomed to repeat that part of history again.

the next stimulus will be made to bail out the pork laden state budgets, so they can continue living beyond their means also. meanwhile california is issuing iou’s and the legislature is discussing the definition of honey, the percent of pomegranite juice needed in a container if you say it’s 100% pomegranite juice. and the people of california elected these bozos. you deserve it for not marching on sacramento with pichforks and stakes.
My belief is that one year from now, Obama will be viewed as a lame duck, one-and-done President, the ‘10 elections will be a rout against the incumbents. I also hope we make it that far.

Funny thing is, I’d support massive spending bills if they were directed toward some meaningful projects:
- How about updating and increasing the capacity of our power grid, and hardening it against an electro-magnetic pulse attack?
- How about doubling the capacity of our strategic petroleum reserve?
- How about a Manhattan Project-style effort to develop commercially practical fusion power? Heck, the original Manhattan Project cost only $25 billion when adjusted for inflation, that’s peanuts when we’re tossing trillions of dollars around.
- How about improving our port security?
- How about building a WALL (not a fence) along the Mexican border? How about tripling or quadrupling the number of border patrol agents to man that wall?
- How about rebuilding our navy and air force? The former is down to fewer than 300 ships and is still shrinking, and the latter is still flying a lot of 30+ year-old airframes that are beginning to fall apart in mid-air.
- How about telling the Russians and the Chinese what they can go do with themselves, and building a REAL missile defense (i.e., with them specifically in mind and not just punks like Iran or North Korea)?
- How about funding a school voucher program?
There’s lots more they could do that I’d actually get behind, even if a donk proposed it. I know, I know, “These and other fantasies brought to you by…”

You make an excellent point. Without principles every decision is completely arbitrary and you end up adrift, like our current President.
My own moral compass was installed primarily by two sources: the founding documents of this country and (you’re gonna laugh) the comics I read while I was growing up. The Founders were mostly Christain, the producers of comics mostly Jews, and in both cases it showed in their work.
Which means, really, that my values are Judeo-Christain even though my beliefs aren’t. And I really, really wish more athiests were able to admit that.
This is how I view this current “brilliant” idea from team Obama:
You get fired from your job, which has been outsourced. You think, in your heart, that if you only had a new, expensive car, you could find a new job that would put you in the money, once again.
So, you order the car, putting the expense on a credit card.
After 6 months, your car hasn’t arrived. You call the dealership, inquiring about the car you ordered. They can’t, or won’t tell you anything.
You complain that the money you have paid them for the car has been taken out of your credit card account, and you want to know what it was spent on, and demand to know where your new car is. They don’t know what to tell you, but “they’ll look into it.”
So…since you don’t have that new car, and don’t have that new job, you decide to use another credit card to buy another car.
You order another new car through the same dealership, but expect different results.
They tell you “This time it will be different!”
You believe them, even though you know better, and wait for your second ordered car to arrive.
This is the mentality of the Democrat Party, not just with the stimulus, but with every wasted dollar they spend.

How many politicians would be willing to drive their grandfather’s car to work every day, knowing it had been driven hard since it came off the showroom floor?
VAT or Fair Tax is a great idea (if it is a complete replacement for federal taxes), but it doesn’t account for your money that has already been taxed, but you have not spent yet. The responsible people that have saved money over the years would then get hit double on all those savings, as well as any equity or hard assests that you have that are not liquid. That to me is a huge issue with the idea, and until it is addressed with a truely solid solution, I support Flat Tax that is just enough to cover basic operating and military expenses on the federal level.

I agree completely. A flat tax on income and perhaps a flat federal sales tax. Savings, estates and investments should not be taxed. And if that means the feds have less money to
spendpiss away, well, so be it.A flat tax would have another benefit too, in that it would force the 50% (or more) of the people who don’t pay income tax to see what it’s like. It might make them think twice about clamoring for raised taxes and more spending when it’s not just the other guy who has to pay it.

I had in mind aircraft like the F-16 and the F-15, though, because they’re the airframes that, given the high-g maneuvers they’re expected to perform, are much more likely to literally fly apart in mid-flight even though they’re not as old as the venerable BUFF.
Regulus: Having pulled 9-G’s in a Viper (F-16) I can attest they are pretty tough.
However, the stress and strain combined with the composites that go into newer, stealthier aircraft means they are breaking. Designers built to the limits, knowing they would get pushed there.
The venerable BUFF was made when we didn’t know as much about stresses and strains, so aircraft parts were often forged and not fibers glued together with some wonder-cement.
On top of that, the men flying them had nerves of STEEL.
The men (and now the women) flying our BUFFs and fighters today still have nerves of STEEL.

It’s precisely those stresses from 9-G maneuvers that make a quarter-century old F-16 or F-15 more apt to break up than a half-century old bomber. We need a lot more F-22s to replace all the F-15Cs, and a lot of F-35s to replace the F-16s and F15Es, or one day soon our fighter pilots will be restricted to low-g maneuvers in combat.
I’d gladly commit to hundreds of billions for a new fleet of fighters and fighter-bombers, even if it spiked the national debt. That’s my fundamental point.
