It's one of those locations that you can really tell they dragged out of mothballs and haphazardly recommissioned for use by DHS. Given this and the disparate nature of the agencies, spread out as they are, all over the District, it's understandable to want a centralized location. But what is the point of a centralized location and "oneness" when you can't even define your overall goals and processes? Until DHS defines what it wants to do and how it wants to do it, billions of dollars for a new headquarters building isn't going to fix what has been broken since Day One. Will they stop the viruses from entering the country? Don't count on it!
