But he forgot to mention that when asked (by the Bush administration, I believe) to stop doing so, it (and Citibank, which was also issuing them to illegals) flatly refused!</description>

It becomes habitual. I&#039;m sure they agreed to begin with to avoid a shakedown, and once they were shown to be susceptible to shakedowns, the shakedowns just kept coming. the response became reflexive. BoA finally sees someone standing up to the shakedowns and making it stick and they start thinking &quot;hey, why do I have to take it in the arse from these b@stards?
