Will Snowe fall again? Updated: Yes; 2:54pm Eastern Senate Finance Cmte vote is 14-9
Scroll down for updates…10:45am – Snowe wanted reassurance from CBO and Baucus that scoring “integrity” will be preserved as conceptual language becomes legislative language…1:04pm Eastern…Snowe will vote YES on government health care takeover…2:54pm Eastern Senate Finance Cmte vote is 14-9

Sen. Olympia Snowe was one of the three members of the Senate GOP Turncoat Caucus who voted for the trillion-dollar Generational Theft Act.
This morning, the Senate Finance Committee votes on the tax-and-spend government health care takeover and “all eyes are on Snowe.” The Dems have a 13-10 majority, so passage is a fait accompli. The Beltway Obamacare-pushers are just waiting to find out if they can claim “bipartisanship.”
Via NYT:
The committee, which plans to convene at 10 a.m., will let senators quiz the director of the Congressional Budget Office, Douglas W. Elmendorf, and the chief of staff of the Joint Committee on Taxation, Thomas A. Barthold, on their cost analysis of the bill.
That Q-and-A session may be wonky, but senators will try to elicit answers to help build their case, for or against the legislation, with the American public.
The economics of the bill have become even more contentious in the last 36 hours, after the insurance industry released an analysis on Sunday evening concluding that the legislation would raise many people’s insurance premiums more in coming years than they would rise if Congress did nothing at all. Democrats have angrily disputed that report, and an analysis by an M.I.T. health economist has called it deeply flawed.
For many observers, the big question about Tuesday’s vote is which way Senator Olympia J. Snowe, Republican of Maine, will finally lean.
Ms. Snowe, the only Republican who has expressed willingness to support the bill, has not yet offered any clues on whether she will vote for or against. Even Washington’s most seasoned political bookmakers are not venturing a guess.
The broad gauge of G.O.P. thinking, though, will probably be the committee’s top Republican, Senator Charles E. Grassley of Iowa, whose comments could provide insight into some of his party’s most serious reservations about the bill. And any remarks by Senator Jon Kyl of Arizona, the voice of the Republican leadership on the committee, could provide a preview of the floor fight that lies ahead.
Seems to me she’s better off voting no now. Doing so lets her vote yes later if she can secure sufficient changes to make the bill to her liking. She also gets loyalty credit from her Republican colleagues.
If, however, she votes yes now, she angers the Republicans and makes the Democrats happy, but it makes it almost impossible for her to jump ship and vote no on the floor later. The Republicans would still be mad about the Committee vote, and the Dems and their allies wouldn’t forgive the switch.
And The Hill:
Snowe represents the biggest wildcard for the GOP at Tuesday’s Finance vote. If she supports the bill, Democrats can claim a bipartisan product heading into the floor debate.
Her vote would diminish the threat of two Democrats who have strongly criticized Baucus’s legislation and whose votes are by no means guaranteed.
A spokesman for Snowe did not respond to a request for comment for this article.Snowe’s policy concerns include weighing how the bill, which imposes a heavy tax on high-cost insurance plans, would affect her home state, where healthcare coverage ranks among the most expensive in the country.
She also has to determine whether the bill does enough to subsidize the healthcare costs of Americans who would be required under the bill to buy insurance, a concern she has repeatedly raised.

10:57am Eastern. Senate Finance Cmte grilling CBO’s Doug Elmendorf on scoring. Snowe wants the “integrity” preserved. Baucus says he’ll guarantee “transparency” and “openness.”
Jon Kyl points out that changes made in committee haven’t been incorporated by CBO. Cost estimate is incorrect: “We can’t pass the legislation as it is and know that CBO score reflects the policy we’re voting on.”
Baucus objects and calls the changes “clarifications.” Baucus asks Elmendorf to back him up. Elmendorf declines. “I’m not in a position to judge.”
Did you assume inflation indexing all along? Elmendorf demurs.
The language of the mark does not include indexing. Elmendorf assumed it. It was not in legislation voted on by Committee.
Kyl: Indexing is not a minor matter.
The issues also include defining exemptions from the fines for not complying with individual insurance mandate.
Sen. Kerry interrupts for a demagogic industry-bashing rant.
1:04pm Eastern. Snowe is going to vote with the Democrats. Surprise.
2:54pm Eastern Senate Finance Cmte vote is 14-9.
Now, in a sign of how bass-ackwards Washington is, they’ll start actually writing up the legislative language to fill out the shell they all just voted for.

In a word?
Yes.
Global Warming Ends, Snowe Falls in Washington D C.
is the sky blue?
I hate her. Absolutely hate her. As a Maine voter, I’ve called her office incessantly over the past year, but it does no good.
And, I’ve been trying to get through over the past 8 days, and her office staff has either taken the phone off the hook, or they’re being bombarded with calls.
She needs to be removed.
If the sun comes up in the east so shall Snowe fall in Washington DC.
One RINO does not make bi-partisanship.
What’s the significance of one GOP vote from a liberal Senator? WHOOOPIE DOO
The RNC has never actively challenged her or Collins out of fear that they would end up losing the seats.
So we have what we have. No one has any basis for complaining about Snowe. She is a known entity. we are paying for our timidity.
Fox may help. This morning, it’s highlighting a SFC statement stating that both the CBO and JCT have acknowledged that employers will likely change their plans to avoid the excise taxes. So much for the promise of “if you like your plan, you can keep your plan.” Also, Fox is hammering home the need for tort reform. It’s also pointing out that those with insurance will get hammered by premium increases because the younger people subject to a mandate will pay the much lower penalty and simply buy insurance only AFTER they have a medical problem–but insurers won’t be allowed to deny enrollment.
Vote as you wish, Olympia, but don’t be an idiot.
I’m predicting a socialist blizzard from Snowe.
I’m also preparing for the massive wave of reports declaring “bipartisanship” from all the anti-American socialist media outlets.
To use again: Ya think?
As a friend of mine conflated two well known rejoinders ~35+ years ago…: Does the Pope $-!* on wild bears?
I’m from Maine, and Snowe has continued to fall short. Trying to contact her is a complete joke, btw… I wrote her a couple of weeks back regarding the delta smelt and the lack of water in CA for farmers (she voted to keep the water off). The response I got back talked about me supporting cap and trade (I DO NOT, and didn’t say ANYTHING about that in my letter) and how we need to reduce greenhouse gas(??) I had written her another time about health care reform, asking a few questions and talking about my concerns. The response back addressed none of my concerns whatsoever, and only talked about how we NEED to reform healthcare NOW and work with Obama with haste. I’ve given up on being heard in my state. It’s a complete joke.
P.S.:
No disrespect directed to His Holiness of our Sister Church.
It seems to me that Snowe and Collins seats are lost anyways, so why should the RNC worry? Everytime it counts, they fold just like the laundry. Steele and Co. should give them the boot.
I heard the Judge on Fox this morning and he said if this gosh horrible thing passes, he would expect massive amounts of lawsuits to be filed. It is NOT constitutional! That doesn’t seem to stop bho, team, and the dc bunch though.
L
She’ll fold.
And when it happens, conservative/republican/blue dog lawmakers had better have some good phrases to counter any use of the word “bipartisanship”.
“Watch out where those huskies go…”
The Republican Party is split along conservative and progressive lines. Snowe is clearly a big government progressive and is almost certainly more comfortable with the Democrats. The term “RINO” has been applied to people like Snowe who claim to be fiscally conservative but are in fact neither fiscally conservative or socially conservative.
Unless average Americans see the danger the progressive movement brings with its statist objectives and power hungry politicians, the USA will continue down the destructive road to socialism or worse.
I’m in Maine. Can you believe that 70 percent of the welfare state citizens of Maine voted for this RINO. It just amazes me but having lived here I do under it given the welfare culture here. This women never met a big spending bill she didn’t like.
She’ll go with the Democrats as she is the Queen of the RINOS.
Rhetorical question, I’m sure.
THEY.ALL.MUST.GO!
Snowe = Graham = McCain = Specter!
THEY.ALL.MUST.GO!
Save America. Vote out an incumbent!
Maybe the RNC should change strategy.
Stop supporting S & C. Maybe challengers honest(?) enough to call themselves democrats could surface. If the newbies win, damage done by democrats can be attributed to democrats.
Why should the RNC waste money (and an already poor Republican reputation) on those two fakes anyway.
I am convinced that some of the RINO’s in Congress are liberals who ran as Republicans so they could get in and stack the deck in favor of the dems. Snowe, Collins, McCain, Graham, etc. come to mind. Next time they are up for re-election, contribute to their opponents and fight against them in any way you can. They all need to be retired!
There has never been a serious, detailed, and public analysis of the American healthcare system. Few people understand the current business models and convoluted schemes of intrastate government regulations. To my knowledge, none of the people who actually navigate this government-created crap swamp have ever been consulted as to their views and suggestions.
All of this “reform” has been concocted by left-wing ivory tower brahmins who have no idea how a health care system should work, not to mention how it currently operates in a toxic governmental and legal environment.
To date, nothing has ever been discussed or analyzed in a rational and logical way but here we are waiting for a swing vote amateur to make up her mind about her vote. This is as astounding as it is wrong.
The problem is the GOP doesn’t see a problem with their “strategery!” Losing seats is just fine. “Reaching out” to help the Dems implement socialism is just fine.
The problem is the GOP!
Save America. Retire an incumbent!
Shut down the Congress for ten years and this country would be better off than it is today.
The real shocker would be if Snowe voted against the bill.
Why is the goon Reid standing next to Snowe in the photo? I thought they traditionally stand next to their own party members. Never mind.
Trick or Treat!
I know it’s a long shot, but citizens of Maine, please vote her out and her little pal Collins too.
Uh, yeah. It started at the end of the civil rights battles. A whole bunch of the Democrats got mad because they couldn’t keep the black kids out of their public schools any more, so they left their party and wandered around the political landscape until they finally ended up in the GOP. They’ve changed so many aspects of the party that even pointing out the policy changes just in the past 30 years usually ends in heated accusations of hating America.
I actually think they brought that name-calling technique with them.
(Gasp!!!) I just got through to her office! I can’t believe it! I’ve been trying for days…
He’s her pimp.
I have little faith in Snowe and less for the RNC/GOP leadership to renounce and repudiate these RINO’s.
Snowe is speaking now, if anyone cares.
of course she will vote for the obamacare, and the cap and tax, and the card check bill. why that moron michael steele doesn’t bar her from campaign funding is another whole story. she is a democrat with republican financing. track the money to her and shine the light there.
Will someone check if there’s some pork barrels rolling in or targeted for Maine? It’s business as usual for Snowe, play hard to get and she’ll get more dole outs for Maine from the BHO camp and come election time she’ll boast that she brought home the bacon for her welfare state.
In answer to the rehetorical question, “you betcha”.
Isn’t it amazing how we need to act quickly when it comes to spending taxpayer dollars on ridiculous things like Porkulus, Obamacare, and Cap-n-Tax, but we need to take our time to come to the right decision on things like keeping our troops from getting killed in Afghanistan and supporting Iranian dissidents?
Come on. How long has health care been debated and discussed? Since day one of this admin. Since the very first debate in last year’s election. Since every single election since 1992.
Honestly, what else needs to be said? Whose mind at this point is going to be changed?
I used to vacation yearly in Maine. A beautiful state, friendly people, never struck me as liberal leaning (one look in the gun room of the Kittery Trading Post should affirm that). I can only surmise that the influx of rowdy, unclean Bostonians during the 80′s has resulted in the election of clowns like Snowe. Bostonians haven’t done enough for this country electing the likes of the Kennedys, Kerry, Patrick, etc in their home state?
Me thinks we are going to need a large supply of THIS
Boy have I seen this before. I have written dozens of letters and emails and called frequently to the “transparent president”. All I have ever gotten in reply was an email saying that they had shut down the white house email system and I should resubmit my thoughts via the new and improved web site that leads (I think) directly to the trash can.
Erin, then please do all you can to make sure she is removed. PLEASE!
All the more reason for the Dems to go back to the drawing board and perhaps consider market driven reform. Lets not forget that the Dems were all for rushing this through before the August recess, thereby forestalling any debate.
The GOP should keep its stand on social issues, but not insist on them as a litmus test. Litmus tests, however, should be applied in all other areas: public spending, healthcare, energy, environment. You name it.
And every GOP candidate should be required to pass a rigorous test on conservative taxation policy and economics.
Then why is there a need to act quickly on exactly this bill? What happens if we don’t agree to this bill that has serious problems associated with it? Why not try to find the actual cause to the problems instead of the politically expedient ones?
My point was that our troops’ morale is low and they are in a position where the death toll can only rise because of a lack of leadership. How about focusing on something that saves American lives instead of something that furthers an agenda.
Debate? Hardly. A lot of rhetorical bit@@ing and moaning but precious little debate and even less professional and public analysis. This crap was cobbled together very quickly by liberal special interests behind closed doors for the benefit of political power mongers. Whoever did this clearly did not consult front line professionals in the industry. And by professionals I don’t mean insurance “fatcats”. We’re also not even mentioning tort reform here. I personally know qualified, highly competent people who can’t get an audience with the least peon in this administration to make their ideas known. This is truly a rigged exercise.
Because I am sick of hearing about it.
Are Dems going to change their fundamental position? No. Are Republicans? No. So freaking vote on it and move on. But lets not pretend that “more debate is necessary” when what one is really trying to do is forestall the undesirable outcome.
In the context of lowering actual medical costs tort reform is virtually worthless. Look at any state that has put caps on noneconomic damages (like Texas and California) and tell me if insurance premium costs have not kept pace with the rest of the country.
Med mal reform may be a good thing for other reasons, but it will not have an appreciable impact on overall medical costs.
Shes a Democrat in Republican clothing.
Explain again how it is bi partisan when 40 some odd Republicans vote against and 2 or 3 Republicans vote for it?
How dumb are Americans?
Looks like another Snowe job from Mt. Olympia
I can’t remember the guys name, but some left-leaning economist recently crunched the numbers and said tort reform would save an estimated $52/3B in health care costs.
That makes absolutely no sense.
Sure it does.
It may lower malpractice premiums, which one can consider in and of itself a good thing. The problem is that malpractice premiums are such a small percentage of overall medical costs that its effects are negligible.
In Texas, after they passed the caps, malpractice premiums did not go down at all until the legislature stepped in again and threatened the insurers. At that point, premiums dropped about 15%. It made zero difference in medical costs. But one could argue that regardless, it is good because doctors should not have to pay so much and victims should not receive that much.
I’m not saying for a second that more debate is necessary. Both the House and Senate versions are bad bills that serve no purpose other than to increase government control over the economy and the populace.
There are more than a few options that would lower costs and increase coverage that don’t involve bigger government and loss of control on the part of the citizens. The problem is that special interest groups want to protect their turf and politicians want access to their wallets.
Med mal premiums make up something like 1 or 2 percent of overall care. And we are not talking about eliminating that altogether.
The industry itself admits that non-economic damages (which is what would be capped) make up a very small percentage of overall damages that have to be paid in med mal cases. And we are not talking about eliminating them altogether, just capping.
Chap, passing this gawd-awful bill is an undesirable outcome. And RedDog is right. Nothing is really being debated. It’s just lip service and show.
The producers (oops, I mean the income tax producers) in this country are about to get screwed but good.
American Government is Not Responsive to the Citizens.
What saddens me is how many Americans support these anti-freedom, anti-American liberals and RINOs.
First of all this health care thing is not over yet. Secondly, what did any expect from Snowe? Its more amazing to me that a few other RINO’s haven’t joined her.
At least Arlene Specter had the balls to just up and change parties.
One more nail in liberty’s coffin.
“Shall I vote for what my constituents want – or for the lobbyists who will make me rich?”
The end of the private insurance industry is becoming clearer, and the only answer will be a public option. Here is how it will happen.
The Dems will keep the fines for not getting health insurance low. At the same time they will require an insurance company to provide instant access at a pre-determined cost for anyone wanting insurance regardless of their condition. Young adults will pay the fine until they get sick or injured, and then they will sign on for insurance to cover health related costs. Once they are well again, they will drop the insurance. The result is that private insurance costs will go through the roof and the citizenry will clamor for the fairness of a public option.
It is no wonder that the insurance companies in a desperate last minute attempt to stop the obvious issued their report. Unfortunately, the country is now completely in the hands of ruthless and power hungry socialists — and the includes Madam Mao (Snowe).
Kick her out of the RNC NOW! Maybe Collins and Graham will follow her in protest.
What a surprise, Snowe voting with the Democrats! Shocking!! /sarc off
If they raise taxes on medical insurance companies to cover the uninsured/poor, it just means an indirect tax on everyone who already has insurance, because the insurance companies aren’t a charity, and will be forced to raise rates. It is socialism with a capitalist face.
Snowe is one of the ones that needs to dangle from a rope if it ever gets that far. (I hope it doesn’t, but I’m not certain). She is worse than just a Democrat. She is a Democrat mole in the GOP caucus, and works tirelessly as a spy and saboteur against the GOP and this country.
She isn’t like McCain or Voino or even Graham. They are centrist squishes. She is a hard leftie that always lines up with the Dems on close votes and important matters.
I’ll settle for her losing her seat. It would absolutely be no worse if a declared Democrat wins her seat. Even if it meant having the majority or not, because, if it came to it, she would probably Jeffords to the Dems if that is what it took to put the Demonrats back in the majority in the Senate.
publiuswarmac9999
There’s even more. Companies, eager to protect their bottom line, will dump their insurance benefits which costs them money, and force their workforce onto the public option.
Anyone who thinks they’ll be able to keep their current policy is very sadly mistaken.
Hey, RNC, you want to gain some credibility? Then it’s time to sack up and expel this hag!! She’s a frigging lib, and will NEVER stand up for any conservative principle. What a disgrace.
It does in Donkeyland, which happens to be the place where we’re all living at the moment.
Donks know that the most persuasive lies are the ones that contain a kernel of truth. With a RINO now safely aboard their “Ride This Train” legislation, they can feel safe that the only people who matter to them — their own base and their media front organizations — will all do their part to dutifully swallow and regurgitate the “bi-partisan” meme.
She should have been expelled from the caucus, along with Arlene Spectre and Collins when they voted for Porkulus. She is absolutely a Demonrat mole.
Tar…..check
Feathers……check
Marshmallows…..check
High malpractice costs keep doctors from practicing, drives more out of business every year, and deters new folks from entering the business; fewer doctors, less supply; less supply while demand increases results in higher prices, longer waits, and people dying.
That dems are unwilling to address this part of the equation tells you how interested they are in fixing the problem.
Lastly, since you brought up Texas as proof tort reform doesn’t work, I’ll bring up Massachusetts as evidence that Obamacare doesn’t work.
Sadly, that’s the point of Obamacare. They know it won’t work, and will eventually encourage folks to embrace a government-run health care system, which, of course, is the goal.
a lot of people are going to suffer and die because of this…too bad its not just going to be the libs…
stick a fork in US we’re done.
Just another non conservative republican. But at least she is not a dem, so we have to vote for her. Sigh!
Of course. The final goal of the leftists is to achieve government control over every aspect of our lives.
Government is the religion of leftists.
If this is true, why hasn’t tort reform made any appreciable impact in California or Texas, or anywhere else for that matter? A number of states have caps already. Why hasn’t it made any difference at all?
And why does the largest Med Mal insurer, GE Protective admit that
Note, that is not 1% savings on medical costs. That is one percent savings on their losses they have to pay out. How much of that will translate into savings on premiums and how much of the savings on premiums translate into savings on medical costs when med mal insurance premiums make up a whopping 1-2% of all medical costs?
Do the math. Tort reform is a canard whose only useful role in real reform is as a bargaining chip with the right.
The whole nanny state thing is evil just by definition and should be opposed on that merit alone, but I will refuse to take part in any “health care” reform that Congress does not also have to be a part of; no wavering, no loop holes. None. If I’m going to die due to poor health care, then so are they, and hopefully their excesses will kill them first.
Don’t let these fools fool you; this can never be in our best interest.
This is exactly why I refuse to donate to the GOP. I’m afraid that some of my hard earned dollars would go to the campaigns of digusting RINOs such as Snowe, Collins, etc. If Steele would come out and say the Republican Party would no longer financially support RINOs such as Snowe, et. al., he would get a lot more donations, especially from me.
I completely agree with cntryjoe. Completely.
I won’t donate to the GOP until they make this wench switch parties. I’ve been making targeted donations to individuals I believe in, like Joe Wilson.
Hmmm. For some strange reason, I still can’t get through to ANY of her stupid offices.
I agree but I think it will Snowe in Hades before Steele comes out with that statement. He’s one of the RINOs IMHO.
This is why I am independent. What we need is a Conservative Party.
C’mon! Any third party ensures a permanent democrat reign. We just need to clean out the GOP and we’ll be off to a good start.
So when do all those who are NOT represented stop paying taxes??? well, when all of them ,lose their jobs ….won’t make much difference by then .
Snowe isn’t a RINO, she is a Democrat spy and saboteur.
Bay Buchanon..column 10-6-09-Human events….
“
Throw the whole bunch of Rhino BUMS like McCain OUT!
Conundrum, too may RINOs and outright traitors in the GOP, but third party candidates will mean conservative candidates will split votes with center-right candidates, and since there are no center-left Dems left (closest is Libermann, the “Blue Dogs are closeted Marxists from moderate districts), the hard left America hating communist POS, aka, the Democrats, will keep winning elections.
Obviously, Michael Steele was a mis-step, and the Treason Trio should have been expelled after Porkulus. (Spectre did leave on his own).
I don’t demand perfection, I can accept a somewhat squishy candidate from the Northeast where real Republicans can’t win, but Collins and Snowe are beyond squish, and are Democrats.
Believe me, she doesn’t care.
I have called and written and emailed over and over and over again.
I have reminded her that the takeover of health care and the direct tax on people is un-Constitutional.
She doesn’t care.
She doesn’t respond.
She had no open townhalls.
She considers herself as having a successful year as a Senator if she manages to get the fed to send Maine more taxpayer money than last year.
We are just about all sick of her.
We are sick of Collins too.
The RNC, the RNCC and the ME Republican Party insist on backing these two RINOS.
If you want to have real impact on Snowe and Collins call and write to the RNC and tell them to stop supporting tax and spend liberal RINOS or you will not give one red cent to them any more.
I have been spending the last hour trying to get though to the Democrat members of the Senate Finance Committee and nobody is answering–the mail boxes are full!! Tried the Republicans as well and they are all busy. Can’t believe Olympia Snowe!!I have been listening to C-Span3 and they are so freaking stupid. They have been grilling the guy from the CBO and even though he was straight about the costs and lack of services. The fools just passed it along party lines except for Snowe voted “YES” 14-9 final vote. Glad they were listening to their constituents!! What a joke!! What part of unconstitutional do they NOT understand?????
I refuse to comply with their mandate. Come and get me. I’m armed.
Watch out for the yellow Snowe!
Snowe is one of the prime reasons I refuse to give money to the RNC. As for this bill passing, one more reason to stock up on ammo.
Why not? At least there’s some intellectual consistency here vis-a-vis handing Hope-a-Dope a box of Cracker-Jacks with a Nobel Prize inside, based on nothing more than the hope that he’ll somehow validate it in the future.
for some reason, all those numbers are busy…..
she needs to go ahead and switch parties. she’s as much a Republican as Ear Leader is.
Is it against the law to send Senators food in the mail?
I’d like to send Olympia Snow some toast.
Why? Because in the next election she’ll be toast. Twit!
Send her some packing boxes.
Snowe is up for reelection in 2012.
Maine only has 2 Congressional Districts. So whoever runs for Congress will become known by half the state of Maine.
We need to make sure there are top notch conservative candidates running for Congress in 2010, as a practice run to be ready to challenge Snowe in 2012.
Then somebody needs to be ready to challenge Collins in 2014.
To our friends in Maine: Who are the Conservative candidates in Maine and how can we support them?
The planning needs to start NOW!
Isn’t preserving “integrity” in this House something akin to preserving “purity” in a house of ill repute?
