The 1,900-page House health care bill: Get cracking!

By Michelle Malkin  •  October 29, 2009 10:54 AM

It’s arrived. Arising from the vapor, the House health care bill weighs in this morning at 1,900 pages.

Download it here and do the legislative reading most congressional representatives won’t do.

***

And the starting cost for what Nancy Pelosi is billing an “affordable health care plan for America?”

$894 billion — paid for, of course, on the generational theft installment plan.

    “Opt Out” is a sham

The Democrats’ all-new “opt out” idea for health care reform is the latest fig leaf for a total government takeover of the health care system.

Democrats tell us they’ve been trying to nationalize health care for 65 years, but the first anyone heard of the “opt out” provision was about a week ago. They keep changing the language so people can’t figure out what’s going on.

The most important fact about the “opt out” scheme allegedly allowing states to decline government health insurance is that a state can’t “opt out” of paying for it. All 50 states will pay for it. A state legislature can only opt out of allowing its own citizens to receive the benefits of a federal program they’re paying for.

It’s like a movie theater offering a “money back guarantee” and then explaining, you don’t get your money back, but you don’t have to stay and watch the movie if you don’t like it. That’s not what most people are thinking when they hear the words “opt out.” The term more likely to come to mind is “scam.”

Other than the imaginary and magic Obama funds from his stash, ’cause he is the Prez (as a Obammy fan in Chicago so famously stated), just where do they think they will find the funding to pay for this trillion dollar mistake? I know, they will cut back on military funding and raise taxes! The true cost will be the best healthcare in the world: priceless. Socialism, baby.

Just a reminder that our government is not a “Democracy”,
    it is a “Constitutional Republic”.

The only part of our government that the Constitution explicitly established as a representative Democracy is the House of Representatives. It is the only part of our government where you can’t be appointed to the position, and MUST be elected by the people. We’ve had Senators, and even one President (Ford) who were appointed, and not elected.

The rules of the house are that of a Democracy: majority rules. And we have seen what has happened ever since the Democratic Socialists won a majority in 2006 and Pelosi became Speaker. The abuses we have seen in the House reveal how easily a pure Democracy can be overtaken by a small majority and then driven into the ground.

Our Founders were brilliant (and I believe divinely inspired) to make Senators elected by the State legislatures and not the general populace. I think the 17th Amendment was a HUGE mistake, and should be repealed, just as the 18th Amendment was.

Our Founders were brilliant (and I believe divinely inspired) to make the President and Vice-President elected by the Electoral College and not the general populace. I think it is a huge mistake for the individual states to select Electoral College Electors by popular vote for a particular candidate pair.

The Democratic Socialists hate our Constitutional Republic. They seek every means possible to turn our Republic into a pure Democracy, because they know they can take more power, faster, if we ignore the Constitution and the “rule of law” and only head “the will of the voters” and allow “the rule of the majority” (a.k.a. “mob rule”) to dominate.

Which brings me to this 1,900 page “Health Care” bill. Republicans, alone, are powerless to stop this in the House, because the minority has no power in the House. It will only be with the help of “Blue Dog” Democrats that the Republicans will have any hope of gaining a majority of votes in the House to stop this bill there.

Assuming this passes in the House, we move to the Senate. Thank God our Senate is not a “Democracy”. But, of course, Harry Reid wants to use the “reconciliation” process to turn it into one! Which brings me to my final question… what would it take for Republican Senators to force that the entire bill be read out loud before it is voted upon? To the best of my knowledge, bills are supposed to be read out loud, and it is only by suspending the rules (which unfortunately is the norm, rather than the exception) that bills are voted upon without having been read out loud.

Final note: For those who criticize me when I link to one of my own blog posts, do you prefer a long comment like this, or a link to the same text on my own blog?

That isn’t the only thing they can’t manage. I work as an insurance biller for the Military in their 3rd party collection program. Right now we can not bill anything as they have not loaded up the new rates for fiscal year 2010 (which started the first of October). This is my first year on the job, but talking to other workers they have told me this is the norm. They told me that they usually do not see the new rates until sometime in December. In other words we probably will not send any bills out till December, a full two months after the new fiscal year started. Imagine if a private sector business tried that…they would be bankrupt in no time flat as they would loose all their clients.

    Exactly.

In addition to generating a blizzard of pages to daunt any attempt at reading the proposal, the donks will also thwart the efforts of those who try by constantly morphing and shifting the specifics until the last minute — all while adding more and more pages.

Here are the Cliff Notes for any donkey “health care” legislation: don’t read the paperwork, listen to their claims and read between the lines:

    - “We won’t cover illegal aliens” = Illegal aliens will be covered.

    - “This will reduce the deficit” = This is going to cost at least five times what they say it will.

    - “Only the rich will have to pay more” = If you own an alarm clock, then welcome to the ranks of “the rich” (and if you wake up to said alarm clock then you’re the “filthy rich”).

    - “Abortions won’t be paid for” = late term abortions will be covered.

    - “You’ll get to keep your existing plan if you want to” = Until they destroy the private insurance system, then you’ll have nowhere else to go.

    - “States can opt out” = Only if they can meet so many conditions as to make it impossible to opt out.

    - “We won’t cut Medicare” = A bald-faced lie.

    - “This will benefit all Americans” = Trial lawyers, the AARP, big pharma and labor unions are “all Americans.”

Trust me. These people are donks. You don’t need to read the manual to understand exactly how they work.

Then it goes on for two or three pages mandating programs, guidelines, compliance, training, reports, blah, blah, blah… to ensure this happens.

Now we can rest assured that that $400 billion dollars of waste, fraud and abuse (WFA) will be found. Says so right there. And to think everybody here had doubts about the Dems sincerity on this issue.

This is a disaster for all businesses, small and large. The government is dictating exactly what percentage of the premium must be paid by businesses (72% individual, 65% families) and stating that businesses may not reduce pay to make up the difference. This is a job killer, developed by people who have a passionate hatred for the citizens of this country.

I get the idea that Pelosi and friends want to pass “something” to show their supporters that they care. Much of this bbill appears redundant and a waste of paper and ink.

Also, many grants and “ideas” for improvment of health care, and prevention, which are already in place in this country (such as the WIC program for Women and Children). Much of this bill is regurgitation of what is already law.

How big is the bill? Even bigger than you think:

[Andy McCarthy] . . perform a word-search for such terms as “regulations.” Enabling statutes typically delegate regulatory power to executive branch officials (e.g., the Secretary of Health and Human Services), using such phrases as “in accordance with such regulations as the Secretary shall prescribe.” I’m betting that there are numerous such provisions in the bill. Thus a 2000-page bill, in reality, will be many thousands of pages longer because it will result in an explosion or regulation-writing in the Code of Federal Regulations. If we think it’s bad that we’re not going to be given time to digest what’s in the statute, what should we think about the zillions of regulations that haven’t been written yet?

So preferences are to be provided to “community organizations” in dealing with populations with limited English skills, and a “community setting” can be a “community organization” in the participant’s neighborhood.

Who certifies and oversees these “community organizations?” Not a word about that that I see. Call me paranoid or even racist, but it seems to me these provisions are just begging to be abused.

Sorry, I posted this on another thread, meant to do it on this one.. Was in too much of a hurry..

So check out this provision in Pelosi’s Bill.. I’ve been reading it for about 1 & a 1/2 hours. They are so concerned about “Health Care” that they put money from Penalties back in the “General Treasury” receipts (fund), so that they can use it for whatever they want.. Why not put it back into the “HealthCare” system they are touting? This is the Social Security/Medicare debacle/fraud redux.. Just a way to extort money & grow the Government.. Check out the part in Bold below..

Also, thank you, Tom B. This bill is boondoggle bureaucratic bullsh!++ at its finest, to confuse,to overwhelm, and to, as Alinsky recommends,
push a negative hard and deep enough, it will break through into its counterside. Afterall, we will be “racist” if we disagree.

Who, after all, wants to really read 1900 pages of Congressional legal-nese mumbojumbo? You got it, not the average citizen who has better things to do. I can only hope the GOP sees lots of errors and red flags, as this citizen does.

May God bless this great nation of ours, and give our true leaders the discernment to fight socialism, which is what this bill promotes.

After a quick skim thru the 1900 page monstrosity I have come to two conclusions. No one can understand this bill in it’s entirety. Never mind the hundreds or thousand of pages that they will likely try to tack on.

Secondly, it is not about health care. It as about complete government control over every aspect of your life. what you are allowed to eat, how you will get care and how much you can get based on funds and the persons risk, which they claim Big Insurance did.

In the software world (where I try to make a living in between being angry at the government) we call it “spaghetti code.” It refers to ancient code that no one really knows how it works anymore anyway, and anyone can change anything so everything is subject to unexpected behavior. Here’s my health care plan:

1 Save some money while you’re young and healthy. You can use it or not for health-related expenses whenever you wish, it earns interest when you don’t use it.

2 If you become sick before you have enough saved to pay for it, you can borrow against future payments to your account at no penalty to your credit rating.

3 Everyone pays a certain amount, based on ability to pay and known risk factors, into a general fund that disburses payments to any creditors under (2) who suffer a loss because the debtor is unable to pay because of death or complete disability.

4 The amount collected in (3) for any fiscal year may not exceed the total disbursments plus administrative expenses. Any excess is returned, pro-rated, to the payors. Any shortfalls are covered by short-term borrowing, preferably from accounts established under (1), to be repaid the following fiscal year in their entirety.

5 Anything you have left in your account established in (1) is part of your estate and passes to your heirs, after payment of any debts accumulated under (2).

    Imperfect, but not spaghetti code.

Starting on page 1428 is the definition of “Community Health Worker”.

NOTHING in this definition requires ANY level of education. In fact, a pre-schooler will qualify as a “Community Health Worker”. And ‘advocating for health care’ is also a desired attribute!

ACORN will now be called a Health Care Organization.

Just a reminder.. Coming up soon on Pelosi, Reid & the Obama Bot’s agenda is going to be unprecedented gun control measures.. They will need those to force things like this health care plan on us, & eventually enforce it by jailing people who won’t comply..

So, be sure to talk to people you know who may be on the fence about the necessity of the Second Amendment.. They need to know that this is no joke.

The people at Waco were nuts to be sure.. But do you remember how Reno & the Feds handled it? They slaughtered those people like they were cattle, & got four of their agents killed in the process..

Now people with the same mentality as Reno had back then, have more power than they did back then, & they are calling everyday Christians, anyone who doesn’t like what the feds are doing, & gun owners “Potential Domestic Terrorists”. I’m sure that I’m in some Federal law enforcement database as such, & probably Michelle Malkin too for that matter. I don’t really worry about it, because I trust God.. We need to fight back though, because there has never been a greater time of tyranny in this country than what we are seeing today..

P.S. I lost my job over my political views recently.. The Dems are desperate, & their tightening the screws on anyone who speaks ill of them.. I found out yesterday that the Founder of my former employer donated about $100,000 to the Dems in 2008 alone.. They were watching my political activities through my browsing at work no doubt.. I guess they figure if I have no money, I can’t do as much.. I have bad news for them.. God will provide a way.. ;)
