		<description>The government encouragement of health insurance via the employer has drastically distorted the market.

I&#039;m afraid the transition to an alternative system has to recognize and correct that terrible litany of government intrusion into the marketplace.

Simply throwing open the market to interstate competition is not enough.  Absolutely, it&#039;s the starting point, but it&#039;s not enough.

We need a one-time &quot;reset&quot; of the market.  One that gives people with pre-existing conditions a chance to get affordable insurance.

I don&#039;t think we should hide the cost of this in overall insurance premiums, or give people some kind of &quot;enduring&quot; right to insurance without underwriting.  

Whether the government acts as reinsurer or pays a subsidy equal to the actuarial value of the pre-existing condition, we must reset the marketplace.

Such intrusion stinks, but sometimes it&#039;s the only way to put markets back on the right track after decades of horrendous government sponsored distortions.</description>
