Why is the State Department getting an UndyBomber pass?
As I mentioned yesterday, my syndicated column today spotlights the abysmally lax visa issuance policies at Hillary Clinton’s State Department — a problem that festered before 9/11 under GOP and Democrat administrations alike and continues now (hello, James Riady).
Take a look again at what the White House 6-page summary report says about Foggy Bottom’s foul-up:

The focus on visa revocation completely (and deliberately) misses the point about who bears responsibility for approving the visa in the first place. And that responsibility rests entirely with U.S. consular officials gambling on our national security. I asked the State Department for more information about the Crotch Bomber’s visa application and approval. The first thing I got back was chapter and verse citing federal law prohibiting disclosure of info on who, if anyone, interviewed Abdulmutallab; why he was approved for the full, two-year, multiple-entry visa instead of a limited, two-week visa to cover his trip to the shady Al Maghrib Institute in Houston, Texas; and how the State Department bureaucrats ignored the law, the red flags, and common sense to open the front door for Abdulmuttalab.

Forget about no-fly lists, full-body scanners, and air marshals. All the loud recriminations about who should have done what to stop the UndyBomber from boarding a plane to Detroit on Christmas Day miss a more fundamental point: Young, single, rootless foreign Muslim Umar Farouk Abdulmutallab should never, ever have received a temporary visa into our country in the first place. No visa, no plane ticket. No ticket, no passage to airline jihad.
Even absent the intelligence we had on this al Qaeda-trained operative before his fateful trip, Hillary Clinton’s State Department (and Condi Rice’s before her) was required to know better than to issue a coveted entrance pass to a globe-trotting, Nigerian-born nomad. Under federal law (section 214[b] of the U.S. Immigration and Nationality Act to be precise), State Department consular officials must determine that foreigners applying for temporary visas (students, tourists, and businessmen) will in fact return to their home countries as required and will not abuse their visa privileges.
This means making sure that the temporary visa applicant has strong ties to his native land. It’s supposed to be a tough burden to overcome. Yet, Abdulmutallab showed no such propensities at the time he applied for his temporary visa at the U.S. Embassy in London in June 2008. He was a twenty-something student who had flitted from Nigeria to Yemen to Togo to England without a family or job. He was, in other words, a textbook itinerant waving more red flags than a bullfighter.
Question: How much due diligence did the State Department consular official on the front line who interviewed Abdulmutallab actually show? Reports say it took just four days for his visa to be approved. Barely two months later, Abdulmutallab turned up in Houston for a two-week seminar at Al Maghrib Institute, a Muslim Brotherhood-tied Islamic education center that has been dubbed “Jihad U” by veteran terrorism analysts.
Now, I’m presuming that a consular official did in fact interview Abdulmutallab before rubber-stamping his visa. Before the September 11 attacks, countless visa applicants – including 15 of the 19 9/11 hijackers – skipped personal appearance requirements and bypassed the interview process as a convenience provided by Foggy Bottom panderers. This was supposed to change.
I asked the State Department Thursday for more information about the presumed consular office interview and hasty approval of Abdulmutallab’s visa. Spokeswoman Megan Mattson invoked confidentiality rules protecting his visa form. But there is an overriding public interest in what his application might reveal about our atrociously lax consulate practices. The General Accounting Office obtained and released the 9/11 hijackers’ temporary visa forms, which showed that basic information about where they were headed (two hijackers wrote “Wasantwn”) and what business they claimed to be doing (one wrote “teater” as his occupation) was suspiciously shoddy.
Like Abulmutallab, not a single one of the unmarried, rootless, Muslim male nomads who secured student and business visas to commit mass murder on American soil should have ever obtained a temporary visa in the first place.
But the reckless customer-service mentality prevails under Secretary of State Hillary Clinton. The department continues to operate the dangerous “Diversity Visa Lottery” program – handing out permanent residency visas (green cards) randomly to some 50,000 foreigners from “underrepresented” regions. The bipartisan visa lottery was championed by the late Democrat Sen. Ted Kennedy and signed into law by Republican President George H. W. Bush in 1990. Although originally intended to give a leg up to Irish immigrants, most of the winners are now from non-Western countries – including several terrorist-sponsoring and terrorist-friendly nations such as Saudi Arabia, Egypt, Syria, Sudan, Libya, Nigeria, and Yemen.
State Department flacks are busy pointing fingers at other homeland security bureaucracies, namely the National Counterrerrorism Center, for failing to revoke the UndyBomber’s visa. Foggy Bottom held a press conference earlier this week to boast that it had finally taken responsibility and stripped Abdulmutallab of his golden entrance ticket. But where does the buck stop for granting the visa in the first place?
Ominously, State Department spokesman P.J. Crowley revealed that other suspected jihadi visas have been revoked. “It’s more than one,” he said. “But I don’t think it’s fruitful to get into a scoreboard.” Of course not. Keeping score would mean accountability for negligent consular officials and their bosses. This administration would rather let sleeping bureaucrats lie.

Hillary’s experience in foreign policy started and ended with her taking “sniper fire” at the Bosnian picnic she went to with Chelsea, as a prop.

The system “worked”; those working it failed to act.
The physical system is not broke and sharing was not a problem. All means all and the State Department had all these things: a specific warning about Abdulmuttalab; full access to the intelligence databases; analysts who could have accessed the data; the responsibility to review the data against the warning; and a duty to act within their lane based upon what was in the database. Someone or more than one at State failed to do their job, to revoke Abdulmuttalab’s visa; that is what the review is hiding.
The smoking gun is the word “initially.” Only “initially” did a misspelling of Abdulmuttalab mislead State into believing there was no visa to revoke. One or more at State learned sufficiently in advance of his showing up at Schiphol Airport, had all the tools and data needed, and knew a two-year visa had been issued to him that would not expire until well into 2010.

I have questions, too -
Is everyone on the visa list cross checked against everyone on the no-fly list, and the terrorist watch list?
Is there follow-up to ensure that the visas are being used as intended?
How many visas have expired and are those individuals still in the US? Are they being sought after and deported?
We can begin to better protect the country by following and enforcing existing laws, rules and regulations.

It was rather odd that Hillary didn’t join the others explaining what went wrong yesterday. But then, the announcement was only for show. Bho has just his speeches to combat anything. His administration is headed for an implosion.
Not entirely accurate, IMHO. He has a rich father. That personal issue of shunning his own family would never have been known to the adjudicating officer at the time of his visa interview. Panty bomber would have shown incredible banking reciepts as proof of his ties that wold compel him to return back to his home.
But here’s the rub: his father (and the money, ie the tie) actually went to the embassy and requested an audience to clear the record and obviously no one listened or passed the information down the line.

I respectfully request that you corroborate this statement. How long did his visa process take? When did he submit his application?
All of this discourse about how he obtainded his visa is assinine in view of the fact that we have over 12 million indiviuals that merely walked into this country without a visa. My Filipina wife, Christian, virgin, no drugs, no violence, no history of being involved with any questionable activity, was grilled for 45 minutes during her visa interview (i was present, we were both intimidated) after a 9 month processing time. If we allow foreigners of any nationality to just walk across our boarders, then close down the interview process and just open the friggin’ door.

Here is my take on the Undy-bomber getting a Visa easy.
First, He comes from a welathy father and may have even played the do you kow who my father is card. To some at State, just knowning the child of someone who is well to do in the world can give you prestige.
Second, He is a Muslim and we all know that you better think twice before denying a Muslim anything in this day and age or else there will be cries of profiling and racicsm in the drop of a dime.

Good column Michelle. The answer to the question you asked is that the State Department gets a pass because the corrupt media has decided to do so. This is why a corrupt media is also a threat to our national security. There is a saying that “a fool and his money are soon parted”. I would change that a little and say that a fool and the ability to use common sense to protect our Country are soon parted. We are asking for more attacks because we are deliberately doing everything we can NOT to protect ourselves. From this insane VISA lottery, to lax procedures on granting VISA’s, to failure to use profiling etc etc etc., the list goes on. Terrorists must laugh at how stupid we are. Blind adhereence to ideology is what will get us killed one massacre at a time.

It would normally fun to watch Obambi and Billary fight it out. The problem is that it means to many people are hurt unnecessarily.

That effort is abysmally understaffed and is nary a second thought in the overall process. Far too little is done to ensure visas are actually used as intended.
I used to know that approximate number but it seems to escape me at the moment. But… consider that of the total official number of illegal aliens in the US – about 12 (realistically, probably more like 18 or 20) million, of those, about 40%-45% are visa overstays and other abusers. Accordingly, a good basic entry estimate would something like 3 million. ….Scary, eh?
This is a big problem with follow up and enforcement side of things. Just as I mentioned above, the Federal government just does not do enough to stop the chronic abuses for those once they get here. At that point, basically, ‘anything goes’. Really, the only way any these abusers ever find themselves into the deportation pipeline is to commit a fairly serious crime and show themselves onto the ‘radar’ of law enforcement and then receive an ICE hold. But, this is woefully too little too late – if you ask me.

Overall, I won’t parrot the old line ‘the system is broken and needs [fixing/reform/overhaul/etc]‘ but I will say that enforcement has to be built into every aspect of the system. Without it, there is no way to ensure real security for the US and her citizens — and — such thing would put the rest of the world on notice that we will not voluntarily submit ourselves as the laughingstock that we have traditionally played with regard to immigration and border security.

I agree 100% about the state department not doing their job. Of course I’ve been saying for months that if we just stopped handing visas out to people who have traveled to Pakistan and Afghanistan, we could leave the Af/Pak region militarily and still be safe from the AQ training camps that will inevitably always be there.

Exactly jangar – what kind of “proof” are we looking for? We truly can sit back and crack jokes (like I do when I feel hopeless about a problem), or we can complain on a blog (though I’m glad we can). Our enemies are closer than we think and they are people we would never believe could be our enemies.
As with seemingly everything that dangerous socialist fools dream up; laws, regulations, waiting periods, permits, background checks, etc, etc, etc,…essentially do nothing more than inconvenience the already law-abiding; while doing nothing to deter the criminal(s) and the enemy(ies).
There should be some regulation, documentation, and checking, of course; but not the clumsy, disorganized, ineffective, suffocating weight of governement and bureaucracy that we now have throttling us.
And when the inevitable problems and breakdown of the system occur, what is the obligatory, predictable answer that the dangerous socialist fools have?
Why, more regulation and laws, of course.
They have an opposite world view.
They feel that a perfect, foolproof system should; and, even more stupidly, can be designed, that will prevent all – all – problems.
They do not believe in the responsibility that individuals should have, or that actions should have consequences.
There are far too many of these dangerous socialist fools, especially in positions of authority and power.
They are trying to kill us, and they seem to be getting closer to their goal.
I’ve been amazed watching Hillary skirt her responsibility for this mess. Thanks for placing the blame where it belongs.

This is absolutely the case. That’s likely what happened to the CIA in Afghanistan. The guy who was supposed to do the initial pat down was likely paid off to not do it. Who would know? Find a time when a guy who might be sympathetic to AQ is doing the main checking at the CIA headquarters there and bribe him.
Our problem is we want to fight a war by enlisting people from other nationalities. We aren’t the french foreign legion. We should only use AMERICAN soldiers to fight AMERICAN wars.
We should be more unilateral, we should be more imperialistic. If we are going to spend our money and our men, we should be getting something out of it like a colony or resources. How much of Iraq’s oil are we going to get for free now that we ‘won’ the war?
We are the dumbest superpower in history. Our enemies don’t respect political correctness. Our enemies respect strength. They might not like it, but if we showed a willingness to detonate a nuclear bomb somewhere, we’d have less terrorism to worry about. The bomb doesn’t even have to kill anyone. Just one nuke in Iran’s desert televised around the world that kills nobody would do more to stop Iran’s nuke program than any amount of sanctions/negotiations.
Which should mean that when we go to war, we knock the snot out of them, leave a smoking hole, and come home. Period.
Oh…and send them the bill.
The president can launch a nuke at any time he wants. Here’s how I’d make America safe. I’d go on TV just before the nuke exploded in Iran. I’d say, ‘We hear Iran wants a nuclear weapon. Well we are going to give it to them’.
Then after it went off on TV, I would say and we are going to bring up the location on a map where it was detonated. It would show it in the middle of the unpopulated desert. Then I would say, ‘dang we missed’.
And I’d say, ‘well I suppose that should count as an Iranian nuclear test explosion. Would anyone like to negotiate?’

HI CICEROKID–#19. Good post–my ex-Mexican (now American Citizen) wife and I had similar experiences when she LEGALLY IMMIGRATED to the U.S.A. after we were married 40 years ago. Months waiting after we were married–yearly residence reporting, special tax rules, etc.

And later–when she had learned English well and we had studied and she had memorized the 100 citizenship questions and answers she would be tested on. She was asked 10 of them–in English–and only English answers were accepted. The irate examining official passed her and one other person–another 25 failed the exam. Most Americans now couldn’t correctly answer more than a few of these questions in our society.

As long as we continue to look for potential weapons instead of potential murderers/terrorists/shady air travelers, we will continue to make one foolish move after another that will result in the death of innocent people, and political fodder for idiots.
I have personal knowledge of this, including one case where a person from an Indian Ocean island was invited to visit my family on a tourist visa. The person is a relative of my wife. No problem getting the visa…took only a few days. When the visa expiration date approached, the visitor decide not to leave. I was stressed out about this because I thought I would be harassed by ICE when their computers indicated that the person hadn’t departed before the visa expiration date. My home address was listed on the visa application, and I had signed a paper indicating that I invited the person to stay in my home for the duration of the visit and accepted financial responsibility, etc. Now, two years later, I am still waiting for the hammer to fall….there hasn’t been a single inquiry from ICE. The visitor is doing odd jobs, paid under the table. Visits my wife, but stays the hell away from me and my home. I know of several other similar cases in my area, and have learned from inquires about this that every community is filled with visa jumpers who have no intention of leaving….ever. We are in serious trouble folks.

The “diversity visa” law passed thanks to Ted Kennedy was responsible for the deaths of three people at the El Al terminal in LA on July 4, 2002. An Egyptian man had previously been told to get out of the US by various immigration judges. He refused to leave and blithly ignored immigration judges knowing that he could stay in the US pending review by the leftist US Court of Appeals for the 9th circuit. When he was finally out of options, the Egyptian jihadist was the lucky spouse of an Egypian woman who won the diversity lottery. That meant that not only could she live the rest of her life in the US, her jihadist husband was also free to remain in the US for the rest of his life AND he was also allowed to buy firearms like any American citizen. And the guy never hid his wild antiSemitic views or his hate for America. On July 4, 2002, he merrily went to LAX with the firearms he had purchased as an American and started killing people at the El Al terminal, including a ticket agent who was a week from her wedding.
No challenges can be made to the visa diversity lottery because CAIR and the ACLU insist that it is racist to do or say anything. Sadly, I think I am the only person who ever raises what happened on July 4, 2002.

I worked with a technician who worked in Saudi Arabia for 5 years. One day he and his wife walked to the local Suq–outdoor market–to buy vegetables. A soldier ordered them to go to the square near the Mosque to witness the King’s punishment of lawbreakers.

Sometimes the old ways of justice and punishment make a lot of sense. If the BVD bomber is found guilty the King’s approach should be used. A stick of dynamite up the rear end, tie him to a pole in the square, and light ‘em up. No need to worry about him being freed and returning to his Jihadi ways.

The Obama Administration could resolve the whole question about terrorist attacks pretty easily.
The A380 is the largest passenger aircraft in the world and can carry approximately 850 passengers.
All Obama needs to do is declare that terrorist incidents must cause more than 850 fatalities or it is a “man-caused disaster” and not a “terrorist incident.” Bingo, problem solved. No more terrorism…
I am sure they have people working on this right now. In the meantime, prepare to check your BVDs at the boarding gate.
Of course, another option is to require all passengers on airliners to be stripped and anesthetized for the duration of the the flight. I guess you would need a doctor or two aboard each flight but that would solve the problem of crotch bombers. Sometimes you have to think outside the box…
Errah the problem is the doc would be a government employee and probably need a H1B Visa to work for what they’ll pay.
But then you could get reimbursements from your medical flex spending plan for flights!
This is a win/win scenario!
Hillary is simply lying low, desperately trying to minimize her real and perceived connections to this one-term presidency, so that in 2012 she can challenge Hope-a-Dope as the only person who can save the donkey party from the thrashing it deserves.

Do you really think Hillary will try again in 2012? I think she hurt herself with several gaffes already and her negatives are still high even though Obama’s negatives are likely to be higher in 2012.

1. There’s no other plausible explanation for why Hillary is hiding the way that she is. If she thought that being part of this disaster of an administration was really a springboard to 2016, she wouldn’t be hiding.
2. Yes, Hillary has her own negatives, but:
(a) she’ll look good by comparison to Hope-a-Dope, running on a “We should’ve nominated her in 2008 to begin with” platform; and
(b) 2012 will still be recent enough from 2008 for her to still dredge up the bogeyman of “The Return of George Bush.” It won’t fly in the general election, but it will be very effective on donks panicked by the prospect of losing the White House to the only enemy they recognize.
I think the Dems are tired/scared of the Clintons and I expect her fund raising will be even more difficult in 2012. Of course, that doesn’t mean she won’t run.

I was listening to NPR on way into work today and of course the “pundits” were talking about the panty bomber. In their dialog when it came to the intelligence agency the terms used were concrete/definite. According to the NPR pundits intelligence community messed up. No doubt about it.
Then came the State Department. The terms used were, “it appears that maybe…”, “perhaps…”, “it isn’t as clear as with the intelligence community…”, etc.
The contrast in words and phraases was stark!
Well, at least one part of the government, DoD, is still fighting this war, despite the efforts of so many to the contrary (e.g. DoS, DoT, DHS, CIA, NSC, POTUS…) I saw a bumper sticker today that sums it up for me: “We Volunteer to Fight That Which You Fear”. What is a political football, a fun little game for pundits and politicians alike, is real life for many others. I wish the American people would help make its leaders and politicians understand this, but then again, when have any political body in history understood this?
