		<description>How is a vote of 217 to 212 or whatever a vote to pass?  Don&#039;t they need a hard 218 votes (majority of 435) to have a valid &quot;win&quot; vote for something?  I didn&#039;t realize that the House could pass things with a simple majority of those present and voting.   Can someone explain how 217 votes carried this?</description>
