Scroll for updates…9:50pm Eastern…GOP Rep. Eric Cantor making final remarks before final vote…Obama reportedly will make statement in East Room after vote, per FNC’s Major Garrett…10:05pm Eastern…Boehner blasts Dems…calls for individual votes to be announced one by one…Dems duck the request…final roll call on Senate bill – 219-212….here are the 34 Dems who voted against…final roll call vote on reconciliation bill – 220-211

Bart Stupak: Going down with the ship. (Reader Robert e-mails: “‘Going down with the ship’ implies honor. Stupak didn’t go down with the ship. He was even too stupid to hop on the first lifeboat. He’s the moron who believes the ship isn’t sinking.”)

The House has just voted 228-195 to proceed on the Wreckonciliation votes. This could go on until midnight. Stay tuned for updates and check my Twitter feed for all breaking developments.

In the 3pm Eastern hour, debate continues on the floor. GOP raising earmarks issue. The Hill and GOP Rep Mike Pence reporting that Dems don’t have the votes. Stupak discussing executive order with pro-life groups. Press conference scheduled for 4pm, per Steven Ertelt.

In the 4pm hour, Stupak has caved for the phony baloney executive order.

It’s over — and it’s only just begun.

***

Here’s the empty piece of paper.

***

Betrayal:

“This deal to pass the largest expansion of abortion since Roe v. Wade is a tragedy for America. We believe that Mr. Stupak’s choice to succumb to the intense pressure of the last week has resulted in his endorsement of a charade that does not even begin to address the anti-life provisions in this legislation. The American people do not support taxpayer funding of abortion and Speaker Pelosi and the President have undermined representative democracy by working to pass this legislation with this unprecedented contortion of the legislative process.”

- Dr. Charmaine Yoest, President & CEO of Americans United for Life Action

***

Jim Hoft has video of Stupak’s deception.

“If everything I want [is] in the final bill, I like everything in the bill except you have public funding for abortion, and we had a chance to run our amendment and we lost. OK, I voted my conscience, stayed true to my principles, stayed true to the beliefs of this district, could I vote for healthcare? Yes I still could.”

***

Meet Dan Benishek, Stupak’s GOP challenger in Michigan’s 1st congressional district. His campaign slogan: “You deserve better.”

Another challenger: Linda Goldthorpe.

Update 6:04pm Eastern Procedural vote now underway on rules for debate — known as the “previous question.” Will be a five minute vote.

Motion passes, 228-202. 15-minute recorded vote now underway, then general debate to follow.

Update 8:20pm Eastern: Debate turns ugly. Democrat Bill Pascrell accuses GOP of fear-mongering on floor. GOP demands retraction. Pascrell withdraws.

Update 10:00pm Eastern: Boehner makes closing statement. “I rise to tonight with a sad and heavy heart…We have failed to reflect the will of our constituents.”

Boehner’s vote rises as he asks whether Dems have read the full bill, manager’s amendment, reconciliation bill? Hell, no, you haven’t!”

Obey asks that reps remember the dignity of the House.

Totally appropriate snickers from the audience.

Boehner reminds Dems: This is the people’s house, and the moment a majority forgets it, they begin riding a path to minority status.

10:17pm Eastern Pelosi takes the floor. Makes obligatory nod to Obama. Tepid applause.

Pelosi: “This is an American proposal that honors the traditions of our country.”

Unreal: Pelosi talking about how Demcare will unleash “entrepreneurial spirit”…while med professionals get ready to bolt.

Bogus statistic alert: Pelosi recycling death-by-uninsurance numbers.

Pelosi invokes Teddy Kennedy.

The moment of transformation: Pelosi – “Health care is a right and not a privilege.”

Update: First of three big votes. 219-212 on Senate bill, HR3590.

Stupak took to the floor to argue against separate vote on his own abortion funding language.

Update: Here’s the final roll call on reconciliation bill, 219-212.

GOP’s effort to stop the momentum through motion to recommit fails.

Vote on reconciliation bill “fix” is cast: 220-211. Pelosi announces.

There came to be a problem that HR had to address: People who required a minor hospital procedure were contriving to enter through the Emergency Room and spend an unnecessary night. They did this because it evaded — at tremendous cost to the company — a very small deductible that otherwise had to be paid to receive the procedure as an outpatient. We are talking twenty bucks or so.

Yeah, we’d be better off with those Assistant Democrats in power. What are you drinking? You can’t really believe that THIS Republican party will overturn the bill after November!
