In the 3pm Eastern hour, debate continues on the floor. GOP raising earmarks issue. The Hill and GOP Rep Mike Pence reporting that Dems don’t have the votes. Stupak discussing executive order with pro-life groups. Press conference scheduled for 4pm, per Steven Ertelt.
In the 4pm hour, Stupak has caved for the phony baloney executive order.

Update 6:04pm Eastern Procedural vote now underway on rules for debate — known as the “previous question.” Will be a five minute vote.
Motion passes, 228-202. 15-minute recorded vote now underway, then general debate to follow.
Update 8:20pm Eastern: Debate turns ugly. Democrat Bill Pascrell accuses GOP of fear-mongering on floor. GOP demands retraction. Pascrell withdraws.
Update 10:00pm Eastern: Boehner makes closing statement. “I rise to tonight with a sad and heavy heart…We have failed to reflect the will of our constituents.”
Boehner’s vote rises as he asks whether Dems have read the full bill, manager’s amendment, reconciliation bill? Hell, no, you haven’t!”
Obey asks that reps remember the dignity of the House.
Totally appropriate snickers from the audience.
Boehner reminds Dems: This is the people’s house, and the moment a majority forgets it, they begin riding a path to minority status.
10:17pm Eastern Pelosi takes the floor. Makes obligatory nod to Obama. Tepid applause.
Pelosi: “This is an American proposal that honors the traditions of our country.”
Unreal: Pelosi talking about how Demcare will unleash “entrepreneurial spirit”…while med professionals get ready to bolt.
