Document drop: FBI charges anti-Semitic nutball with threats against GOP Rep. Cantor & family; “…you receive my bullets in your office, remember they will be placed in your heads.”
Just obtained this from the U.S. Attorney’s Office in Philadelphia:
Today, a two-count complaint and warrant was filed charging Norman Leboon with threatening to kill United States Congressman Eric Cantor and his family, and threatening to kill Congressman Eric Cantor, who is an official of the United States, announced United States Attorney Michael L. Levy and FBI Special Agent in Charge Jan Fedarcyk. As set forth in the affidavit to the complaint and warrant, in or about late March, 2010, Leboon created and then transmitted a YouTube video to Google over the internet, in which he threatened to kill Congressman Cantor and his family. No harm came to the Congressman or his family as a result of Leboon’s threats.
“The Department of Justice takes threats against government officials seriously, especially threats to kill or injure others,” said Levy. “Whether the reason for the threat is personal or political, threats are not protected by the First Amendment and are crimes.”
LeBoon is a 33-year-old Philadelphia resident, according to the USA press release.
The press release continues:
If convicted of all the charges, the defendant faces a maximum possible sentence of 15 years imprisonment, 3 years supervised release, a fine up to $500,000, and a $200 special assessment. The case was investigated by the Federal Bureau of Investigation and the Philadelphia Police Department, and is being prosecuted by Assistant United States Attorney Robert K. Reed.
A search for “Norman LeBoon” on YouTube yields some bizarro stuff — including this channel where a Norman LeBoon claims to be a Shia Muslim who is the 12th imam and this video where other Muslims angry at LeBoon refute his Mahdi claim.

It appears that this Norman LeBoon and the LeBoon referenced in the charging papers are one and the same. The affidavit (reprinted below) notes that LeBoon has admitted to making more than 2,000 videos with threats.

In on or about March, 2010, in Philadelphia, in the Eastern District of Pennsylvania, and elsewhere, defendant NORMAN LEBOON knowingly and willfully threatened to assault and to kill Eric Cantor, a Congressman and a United States official, with intent to impede, intimidate, interfere with, and retaliate against Congressman Eric [Cantor], while he was engaged in his official duties and on account of the performance of his official duties, in violation of Title 18 United States Code § 115(a)(1)(B).
COUNT TWO
In or about March, 2010, in Philadelphia, in the Eastern District of Pennsylvania, and elsewhere, defendant NORMAN LEBOON transmitted in interstate or foreign commerce a communication, that is, a YouTube video over the internet, containing a threat to injure and kill Congressman Eric Cantor and members of his family, in violation of Title 18 United States Code § 875(c).
The press release was accompanied by the following FBI affidavit:
AFFIDAVIT I, David E Carter, being duly sworn, deposes and states the following:
1. I am employed as a Special Agent of the Federal Bureau of Investigation (“FBI”) in Philadelphia, Pennsylvania, where I have been employed as a special agent since January of 2005. Prior to that, I was employed as a Maryland State Trooper from July 2000 until January 2005. I am presently assigned to the FBI’s Philadelphia Division’s Violent Crimes Task Force, which investigates kidnapings, Hobbs Act violations, such as armed robberies of commercial businesses and armored carriers, bank robberies, assaults of federal officers, convicted felons in possession of firearms, and fugitives.
2. I submit this affidavit in support of an application for a complaint and warrant to arrest NORMAN LEBOON (date of birth January 22, 1972) for the following violations:
(a) threatening to kill United States Congressman Eric Cantor and his family, in violation of Title 18, United States Code, Section 875(c), which states:
“Whoever transmits in interstate or foreign commerce any communication containing any threat to kidnap any person or any threat to injure the person of another, shall be fined under this title or imprisoned not more than five years, or both”; and
(b) threatening to kill Congressman Eric Cantor, who is an official of the United States, in violation of Title 18, United States Code Section
115(a)(1)(B), which reads in pertinent part: (a)(1) Whoever-

(B) threatens to assault, kidnap, or murder, a United States official1, .
Congressman Cantor is an official of the United States within the Legislative Branch of the federal government, as set forth in Title 18, United States Code, Section 1114, which states:
. ., or an official whose killing would be a crime under such section, with intent to impede, intimidate, or interfere with such official, . . . while engaged in the performance of official duties, or with intent to retaliate against such official, . . .on account of the performance of official duties, shall be punished as provided in subsection (b).3. This affidavit is based evidence obtained in the course of joint federal and state investigation into the activities of NORMAN LEBOON during the week of March 22, 2010, including, but not limited to, my personal knowledge, my review of documents, knowledge obtained from other law enforcement officials, and communications with others who have personal knowledge of the events and circumstances described below. This affidavit does not set forth each and every fact learned by me or other agents during the course of this investigation.
4. On March 26, 2010, the FBI, San Francisco Division, received a copy of a video that had been removed from the internet website YouTube. The video included images of a white male, later identified as NORMAN LEBOON, making threats against United States Congressman Eric Cantor, 7th Congressional District – Virginia. The video appeared to be homemade and was of good quality. The face of the white male can clearly be seen.

Whoever kills or attempts to kill any officer or employee of the United States or of any agency in any branch of the United States Government . . . while such officer or employee is engaged in or on account of the performance of official duties, or any person assisting such an officer or employee in the performance of such duties or on account of that assistance, shall be punished [as set forth in that statute.]

On March 27, 2010, an Emergency Disclosure Request was completed and faxed to Google Inc, the owner of YouTube. The request was for Google to provide the IP address(es) used by the user who posted the YouTube video described in paragraph 5, above. Google provided the IP address – 74.109.58.150 – that was used at various times by the user between March 24, 2010 4:48 p.m. PT and March 26, 2010 04:58 a.m. PT.
7. Subsequently, the IP address 74.109.58.150 was subsequently provided to Verizon Internet Services. Upon being served with an “Emergency Situation Disclosure Request By Law Enforcement” form, Verizon provided the subscriber information for the user assigned IP address 74.109.58.150 between March 24, 2010, 4:48 p.m. PT, and March 26, 2010, 04:58 a.m. PT. According to Verizon’s records, the subscriber to the IP address, at the specified time was: John Hopkins, 1653 Benner Street, Philadelphia, PA 19149.
8. Using a law enforcement database, an address check was conducted on 1653 Brenner Street, Philadelphia, PA, which revealed that there was a local active bench warrant for a NORMAN LEBOON (DOB 01/22/1972.) The warrant had been issued by the Commonwealth of Pennsylvania, Court of Common Pleas charging LEBOON with Terroristic Threats with intent to terrorize another, simple assault, and recklessly endangering another person. A recent arrest photograph of LEBOON (taken on 07/14/2009) was obtained. The arrest photo of LEBOON was compared to the male in the YouTube video described in paragraph 5, above, who made the threat against Congressman Cantor. After comparing the faces, I immediately recognized and concluded that LEBOON was the male speaking and making the threats in the YouTube video.
9. On March 27, 2010:
(a) Law enforcement officials went to 1653 Benner Street in Philadelphia, where LEBOON was arrested. LEBOON was transported to the FBI office, located at 600 Arch Street in Philadelphia, where he was read his Miranda warnings.

LEBOON waived his rights and agreed to make a statement.
(b) LEBOON stated that he had created the above-described video approximately three days before and submitted it to YouTube via the internet for posting. LEBOON created the video at his residence using the video camera on his cellular telephone. LEBOON then used his home computer to upload the video to YouTube. LEBOON stated he had made over 2,000 videos in which he made threats.
(c) LEBOON further stated that he is the “son of the god of Enoch” and that his father speaks through him. LEBOON stated that Eric Cantor is “pure evil”; will be dead; and that Cantor’s family is suffering because of his father’s wrath.10. Based on the foregoing, including NORMAN LEBOON’s admissions that he created the YouTube videotape threatening Congressman Cantor, his actions uploading the threatening videotape to his computer, then his decision to transmit that videotape through the internet to Google in an effort to post and publish the videotape, the threat was transmitted in interstate commerce.
WHEREFORE, based upon these facts, there is probable cause to support the issuance a complaint and warrant charging NORMAN LEBOON with threatening to kill Congressman Eric Cantor on or about March 26, 2010, in violation of Title 18, United States Code, Sections 1115(a)(1)(B) and 875(c).

There’s some confusion about whether the LeBoon in the videos is LeBoon “senior” or “junior” (or even whether a “Norman LeBoon Jr.” exists) and it’s not clear whether the “Norman LeBoon” of Philadelphia listed in the campaign finance disclosure database that JWF links is the same one charged by the FBI. But point about the double standards taken.

Admittedly I haven’t read every statement Cantor has made on the subject, but my clear impression from what I had heard was that this wasn’t the first incident.
I’ll take that as a concession (to the other posters, not to me). Also, I agree with your last statement:
chap: Don’t be so dismissive — where there is smoke, there is fire. This is just one nut among many — and others who are not yet nuts will take inspiration from the 15 minutes this loon got.
Cantor is today’s target, who knows who will be next?

Guys, give it up. Nothing any of us can say will change his firm opinion that Cantor is lying, and therefore nothing else signifies. I’ve been avoiding posting here all afternoon because I know the futility of the exercise.
But conveniently [?] absent from the quote Chap posted earlier, which he claims condemns Cantor with his own words, is the latter half of that sentence: “…and I have received threatening e-mails…” Watch the video to hear the entire thing.
So, perhaps Cantor didn’t know about the FBI investigation of this particular dirt-bag (LaBoon); that doesn’t alter the fact that he knew of other death threats made against him and his family. Plus when Cantor made that statement, he may not have known exactly where the bullet[s] hit (that knowledge depends on when the police report was made available to him).
And that still doesn’t alter the fact that the reason he made any statement at all about those threats is because the Dems were whining about alleged threats to them, and worse, were circulating fund-raising e-mails and letters based on those alleged threats.
I’m not looking to perpetuate this [non]-discussion; just wanted to fill in a few missing and pertinent details for those who may actually be interested.

That’s specific, you don’t need to go on a scavenger hunt to find something where you could possibly extrapolate something of meaning. What you cited is something that not even the Secret Service cared to check out.
But we do see the Obama campaign is trying to make amends by shifting the funds from this financial backer to an – ahem – “charity”. (What handle is ACORN going by these days, anyway?) Interesting that the Republicans don’t have that same problem, eh what? But it’s nice that Obama’s moving the money around. Too bad he won’t refuse the blood money altogether – eh, but what can ya do? It is the Obama-Chicago way afterall.
On the plus side, with the guy being both an Obama-backer and a psychotically violent Muslim we don’t have to be worried that Obama’s Atty General will question him unreasonably (keep it well under 50 min, if even that), nor will he ever be under-lawyered. So it all works out well for all the guilty parties concerned.
Yeah…promises of severe punishment isn’t threatening at all. He merely meant to take away Obama’s teddy bear and withhold allowance for a week. Takes a WHOLE lot of extrapolation there.

You actually made my point exceedingly well there, Chap. It could be about Teddy Bears and allowance, it could be anything a person feels it might – since it’s completely undefined. Think back to your Contract Law class: there’s opinion and material fact. One of those two and a few bucks will get you a McMuffin.
If I were to place a gypsy curse on you – yea, even unto the seventh generation, you would have a hard time getting me arrested. OTOH, if I were to threaten you in specific with specific physical harm it’d be a whole another thing.
You see, what I cited was – as MM cited – very specific death threats against specific persons. What you cited was of the garden variety global, coverall voodoo curse BS. I suspect we’ve all known people who complain about whoever/whatever and who wishes them ill. The whole “You will all rot in hell!” routine. If everyone who spouted off in that vein were tossed in prison the streets would be mighty empty.
Well, if they did, they must be 100% in sync with what I’ve said here, Chap, since they didn’t bother to take him into custody, much less charge him!
As it happens, Fox is still reporting that the bullet hit Cantor’s office:

What’s also interesting is that the video by Leboon, which occasioned his arrest, was from the latest March 26, 2010: that, according to NPR (of all places)-
