Because when you’re intentionally negligent locally, create a distraction by pretending to be proactive globally:
Attorney General Eric Holder told an audience in Paris on Monday that he and President Barack Obama are committed to battling corruption as “one of the great struggles of our time.”
Holder, addressing the 35-nation Organisation for Economic Co-Operation and Development, said the World Bank estimates that more than $1 trillion in bribes are paid out each year.

“As I speak, a corrupt official somewhere is enjoying undeserved and illegal proceeds,” Holder said [::cough:: ... excuse me -- DP]. “He may be driving a brand-new luxury car [::Ahem:: ... sorry -- DP]. She may be filling her off-shore bank account with tainted cash. They may be traveling first-class on all-expenses-paid holidays.” [::sneeze:: ... dangit! I apologize, it's the pollen -- DP]
Maybe “going around the world to make sure no corruption is taking place” was one of the jobs the Obama administration had Bill Clinton offer Joe Sestak to drop out of the Pennsylvania Senate race — ya think?
In other Holder news, the Attorney General is en route to the Gulf in a heroic, last-ditch attempt to plug the oil leak with subpeonas. If he gets real desperate he can stuff the Arizona immigration law down there — he’s not reading it anyway.
