Big Surprise: Obamacare’s Pre-Existing Condition Plan Costing Twice as Much Per Enrollee as Originally Estimated
**Written by Doug Powers
Here’s the latest “it’s costing twice as much as we thought” revelation from the people who are working 24/7 to make health care more affordable:
Medical costs for enrollees in the health-care law’s high-risk insurance pools are expected to more than double initial predictions, the Obama administration said Thursday in a report on the new program.
The health-care law set aside $5 billion for a Pre-Existing Condition Insurance Plan, meant to provide health insurance to those who had been declined coverage by private carriers. Since its launch last summer, nearly 50,000 Americans have enrolled in the program.
The PCIP program will phase out in 2014, when insurers will be required to accept all applicants regardless of their health-care status.
Those who have enrolled in the program are projected to have significantly higher medical costs than the government initially expected. Each participant is expected to average $28,994 in medical costs in 2012, according to the report, more than double what government-contracted actuaries predicted in November 2010. Then, the analysts expected that the program would cost $13,026 per enrollee.
Don’t worry though, I’m sure their other cost estimates will be right on target.
Has anybody heard about anything in the Obamacare bill costing less than expected?
Obligatory reminder — take it away, Nancy:

With those cost increases people are going to have to get a second job just to cover their helath care costs. Of course that is assuming they have a first job and can find a second job in the first place.
O/T…Just got back from seeing Act of Valor with my wife and four boys.
All I can say is it is a must see movie. The action is unbelievable (not to mention authentic), the story is great and the end will hit you hard.
Well, Nancy, now we know.
And I don’t think we like it.
BTW, who came up with the estimates on the cost?? C’mon, this insurance for people with pre-existing conditions is for people that couldn’t get coverage–because the insurance companies KNOW that these folks will cost way more, on average, to care for.
Apparently, several somebodies are THAT STUPID…
that was unexpected, no wait, that was predictied. they cooked the books to get it passed, now that the real price will come in much higher, we will sell off our enitre millitary, and all of our national parks to pay for it. then next year, where do we get the money? greece is here!
Repeal Baby Repeal !!!
Both Obumblears and his prize legislation.
I’m expecting my waiver in the mail any day now. Hopefully it will get here by 2013 or so.
Obowmao’s administration should be called IdiotsRUS.
Wish I knew how to type the R backwards. Doesn’t matter, he’s still an idiot.
One of the questions I have been asking at work(I am a DoD Civilian employee), but have not been able to get a clear answer is this. Most of the unions are getting waivers, but the Federal employee workforce at DoD is not all unionized like many thing. The Union is voluntary (so many of us do not join). The union has a separate health insurance policy for their members than the non-union Federal employee has. So far I have not been able to get a straight answer if only the union health insurance policies will get the waiver or if both union and non-union will get the waiver. The fact that they cannot give me a straight answer tells me that it is most likely only going to be the union workers policies that get the waiver which they will use as a way to try to “convince” more people to join the federal employee union.
Note to GOP Candidates: It’s ObamaCare, Stupid!
Failing to anticipate the obvious consequences of a decision is not just incompetence, of which there is plenty to go around in this administration. It is a mortal sin in politics if the opposition is thereby handed an opportunity to concretize pernicious abstractions. Objectionable principle can now be framed in a practical context and get the proverbial light bulb to reach incandescence, making it possible to see clearly what was hitherto deliberately hidden by legalese fog.
I’m talking about, of course, ObamaCare, seen by the citizenry at large as a long and complicated laundry list of stipulations and caveats buried in fine print — something or other about mandating heath insurance coverage allegedly for the good of all. I daresay most Americans haven’t read this monster, including Nancy Pelosi, judging by her infamous comment that “we have to pass the bill so that you can find out what is in it.”
The pernicious abstraction that is now front and center in a new light thanks to the ineptitude of Sebelius and Jarrett is that the administration, in cahoots with a Democrat-controlled Congress, acted on a phony, potentially unconstitutional right when it passed a sweeping law regulating the behavior of citizens in the marketplace.

Wow, didn’t see THAT coming!/
It’s so unexpected……..
Anybody else see an aluminum siding salesman in this thing?
Or yeah, really I thought that I could get ya alternator for $300 but ya know how prices have gone, now it’s $650.
How about the one where a guy name Barry came up with a grand plan for health insurance and some ditzy woman said I’m not really sure what’s in this plan but I know it’s gonna be great.
*Don’t think they won’t cut them off at 13K and tell ‘em to go home and die; That’s basically what they do in Canada with the single payer system.
*It’s going to be quite difficult to reconnect the patient to the doctor, as it should be, if Obamacare isn’t completely blown out in 2013; We will have to hold the RINO rat bastard footies to the fire to make it happen.
*I continue to hope and pray the SCOTUS will toss the entire law this year, the best outcome possible to at least slow the fiscal death spiral.
True but it will be paid in future inflated dollars. We are already well on our way to a Weimar global economy. I owe you a gazillion dollars? Ppppppt! Here. Take two gazillion. I can print more.
There’s a simple solution for this. Cut the reimbursement amount for amputations in half.
/Obamabot
Obamacare was rammed down our throats unconstitutionally and will be shot down by the Supreme Court. If it is not, then our justice system is toast and so are we. There is nothing about this bill that is as was presented to us. NOTHING. They know it. That is why it had to be rammed down our throats. Everyone connected with this criminal activity will pay dearly one day…soon. They will go down hard. And they will get no sympathy from the American People, only scorn and contempt. I hope they will like what the last end of their lives will be like because it’s gonna suck to be them.
“What does it profit a man if he gains the world and loses his own soul?”
Here you go TigerLady. Found it in the Insert/Symbol function in my old MSWord. It’s from the Cyrillic extended characters.
It made a post here worthwhile cuz there’s just nothin’ else to say about this utter and supreme disaster known as Obamascare–Obamaguerre, Obamadespair, Obamaerred, Obama’simpaired.
are they still cutting feet off?
Is there a conservative in the United States that is surprised at this? C’mon. The people that are “surprised” are lying lib pols feigning surprise, and drooling idiots (known as dem voters) who have the brain pans of ants. No offense ants.
The government should throttle back and let private enterprise handle health care.
The more rules, the more expensive.
They could cost overrun a glass of water.
does anybody remember how they couldn’t even run a brothel?
We spend approx $10,000/yr on an extremely healthy kiddo with diabetes–that is costs without insurance. Who in the world was figuring this out?
How much is an AIDs patient? Or unhealthy diabetic? A kiddo born with major birth defects and requiring multiple heart surgeries etc… We are extremely lucky that our costs are so low. $13,000/yr isn’t even close to realistic for this pop.
“Has anybody heard about anything in the Obamacare bill costing less than expected?”
The better question is, has anybody heard of anyone in this administration that can do simple math?

HI HAPPY_SCRAPPER–#15. From your keyboard to God’s Inbox. However, I don’t have a good feeling about the upcoming SCOTUS decision on Obama”Care”. They are doing 5 to 4 decisions on cases that should be 9 to 0 picks if they were really doing their Constitutional duty.
***
Mark Levin has a lot to say about the politicization of the SCOTUS over the last 100 years. And the resulting damage to our liberty and country. This is the same court that decided that the Black slave Dred Scott could be owned by another man–kindov like a cow, not like a human with God given rights. The same court that approved the detention of loyal Japanese Americans during WW2 and FDR’s paranoia. Or his need to cover up his failed judgement in not doing a better job as Commander in Chief in the month prior to the Pearl Harbor attack.
***
Recently we’ve seen the Kelo decision that approved using eminent domain powers to take away modest people’s homes so a big rich resort could be built on their land by a private company. We’ve seen the courts trash valid state constitution changes on “gay” marriage. Our Second Amendment rights hang by a 5 to 4 margin now.
***
We’ve gotten the “Wise” (aka biased) Latina and the Kagan clown put on the court so far. If one of the 4 conservative Justices or the middle of the road Justice Stevens retires or dies it will be a 5 to 4 approval of any of Comrade Obama’s liberal / socialist / statist / marxist / communist dreams. And an open superhighway to His dreams of the new United Socialistic States of Amerikka.
***
Pray for the health and safety of these 5 Justices. Our Constitution, liberty, and country are toast if The Good Comrade gets another pick.

In Demworld this is a savings right – because it could have (and will) cost even more?
Are any of you familiar with the Potlach? Practiced by several tribes including the Kwakiutl (Canada). A Chief will try and shame or one up another by deliberately destroying lives and property. Sometimes burn their own houses down, and you were supposed to sit there stone-faced, or be shamed. This is Obama’s Potlach. He’s burning the place down to show us who’s boss. And if he doesn’t outdo his good friend Chavez, he will be shamed.
This means it is more like four or five times original “estimates”.
I still don’t blame our government. Government is just an institutional tool. I blame the Socialists who now run it, who are bound and determined to convert us into a centrally planned command-and-control society.
We don’t need to attack our government we need to attack the people who are exploiting and destroying it.
Obama’s BIGGGEST lie, the one he tells us over and over with a straight face is…
“This will save the taxpayer millions, and generate millions of new jobs.”
How many times has he said that? Between that and the “We all have to do our fair share” speech, I don’t know which is more disgusting.
All I know for sure is, he was the biggest mistake this Country ever made, and I just hope we survive it!!
No collection of people on the planet would tolerate leadership or management as incompetent and destructive as these creatures are. They would have been fired, jailed, or worse long before things got this bad.
Whatever happened to that group we elected in 2010?
Weren’t they supposed to send an ObumerCare repeal bill every month?
Yep, politician typical lip service.
I still never would have believed in a million years that a President could or would do this kind of damage to his own country. And with the collusion of so many others. I was dead wrong.
Pfffft, yeah right. I was surprised when the sun came up this morning too.
One thing about the Sock Puppet is always true:
Any American or Americans that are killed in Afghanistan will be met with a swift boot licking apology to The Reigning President of that country.
It has to do with will and leadership. There are at least 18 major pieces of House legislation stalled in the House coutesy of Harry Reid.
Every week if Boehner and McConnell had a pair they would have a joint press conference and highlight these under, “The Will of the American People Held Hostage, Day xx.”
But you nailed it; “political lip service.” If it was important, they would fight for it.
Costing twice as much , using dollars worth half as much…… great way to bring expenses down! It was all meant as a bait and switch program, gov style.
The only thing that surprises me is that it cost only twice as much as estimated. I would have guessed at least four times but it’s still early in the game so I’m pretty sure Dems will meet exceed my expectations as usual.
Given this latest fiasco, I think it is safe to say birth control bills (oops, make that womyns basic health care) that used to cost $20 a month will soon be costing the insurance companies hundreds of dollars monthly. But that’s OK because it will be free, just like manna from heaven.
Re: The new healthcare regulations…
1. There are a lot of people that depend and count on others to pay (in labor or dollars) for their health care.
2. Preventive services cost more in dollars than treating diseases. (you can easily speculate as to why on many fronts)
3. Ask any non public sector physician if the new healthcare laws will save money. There will be no surprise in the answer. Ask a public secotor physician (university or public health/public hospital supported physician) if it will save money…
3. If someone else pays for it, then there are’t any personal reasons to control costs.
4. There isnt any provision of personal responsibility for getting health care services. There is only government mandated responsibility with regulation and physician mandated responsibility. (Essentially physicians are held responsible for your behavoir and financially punished for your actions.)
4. Most physicians are torn between compassion for those needy who need services and the knowledge that government supported medicine will destroy healthcare, and financially bankrupt medicine and the government.
5. Physicians do have compassion for the truely needy but dislike medical scam artists and sleezy medical vendors (Especially ones that promise free equipment if your insurance/medicare covers it. You have seen the ads on TV…) They scam people in requesting equipment they dont need and flood physician offices with phone calls and faxes demanding prescriptions, despite refusals.
$16 muffins, anyone? They did not report what bottles of water sold for at that government conference.
We have a shortage of doctors and nurses in this country. Supply and demand will send them to the best opportunities.
Now note all of the advertisements on TV trying to entice health workers to have careers with the VA. Speaks volumes about the profession’s view of a career in government managed healthcare.
Incredible. Failure is success. The facts indicate the the incompetence, lies, and phony assumptions that Obamacare is based on and we’re to believe that this is somehow a sign of the intelligence and skill of the people that put it together. Sadly, at least half the country will believe this BS if they can pull themselves away from American Idol and Entertainment tonight long enough to be are aware of it. We really are entering an Orwellian atmosphere in this country.
We pray for those guys at our table every night. Can’t imagine what it’s like to serve under a CinC who doesn’t even know who the enemy is – or why we’re fighting.
Has there ever been a government project that truly came in under budget?
yes, all the cancelled projects. oh wait, we wasted money on those too, so we paid money to research things we didn’t do. so the answer would need to be nope, never happened!

My feeling is the same. There were not enough of them to overcome the ineffective complicit relationship of entrenched leadership and senior members with those on “the other side”. Those freshly elected in 2010 were pressured to conform with the status quo or be ignored.
.
Yup. All of them.
Yeah Weepy, I’m looking at you!! You’re first on the list.
Don’t think that won’t be our future if these shameless thieves manage to entrench themselves in power, permanently.
Taking the USA down several pegs to the status of a third world cesspool nations run by our leftists as dictators is what they have in mind for us.
We’ve already entered that atmosphere. We’ve been in a gradually escalating Orwellian environment even before Dear Leader was sworn in.
Funny how Obama’s absolute’s… those “it’s a fact” statements, regarding anything that flies out of his
a$$mouth, conveniently evolve into a guiltless error in judgement, or an “underestimation” by White House Staff, OMB, CBO, and other hirsute intellectuals. This is yet one more piece of evidence to prove my accusation that “everything a liberal says, the exact opposite is always the truth.”
I want to see how his latest “prediction” plays out…you know, the one about algae displacing fossil fuels. By this genius’s estimation, a theoretical idea, one where there is zero evidence that what he claims is even possible, it is essential to keep pouring tax dollars into it’s research… because it’s…POSSIBLE?
By golly, I believe this man-child would spend tax money promoting unicorn farts as “green” energy, if he thought the public would fall for it!
Hail to the
ChiefThief!…Der wunderkind of Chicago, via Hawaii, Indonesia, California, and Ha-a-vard. (I wonder what all those “places of ideological influence” have in common, hmm?)He’s thrashing Indonesia too? Oh, you meant the US, but his formative years were in Indonesia, and he seems to hate US …
Hmm, Illinois is trying to make ammunition too expensive to purchase. Fast and Furious was part of a plan to pressure the 2nd Amendment. I wonder why? My government loves me and will take care of me from cradle to grave – they wouldn’t have ill intentions would they?
FIFY.
I am sorry this woman is not our POTUS!! And yes, I have passed it on!! Excellent! This needs to go viral and somehow, the current POTUS should be forced to watch it!
Even scarier… Ms Malkin just tweeted, from Detroit: “This is what America’s job creators & wealth producers look like!”
Yes, she said she’s in Detroit…
Home of Gov’t Motors, union-central, et al.
(talk about Orwellian…)
“Hey – some of these people are sick!”
Actually, you buy buy some old classic houses in Detroit for about $1, give or take a dollar. Jack ‘em up and truck them to someplace livable…
RINO Romney (aka Obama-Lite) finally said during the debate that he’d repeal ObastardCare. Since the RepublicRAT establishment is hell-bent on Willard (from the RAT movie of the same name), we had better get a whole lot more TEA-backed (R) senators elected to keep this LIBERAL in line, or this country, plain and simple, is just screwed!?! Thre will simply NOT be enough money floating around to cover this bill!?!
The “pre-existing condition” section of Obamacare is the proof that the government and liberals in general have not even the most basic understanding of the concept of “insurance”.
Insurance is a socially-sanctioned gambling process. It’s an individual saying “I think I’m going to have more than X amount of medical costs over the course of the year” and another party saying “I think you’ll have less”. They reach an agreement on the wager and strike a deal.
A pre-existing condition makes the odds of the former being right 100% of the time, and Obamacare requires the second party to make the deal even though they know they are going to lose.
Would liberals be so willing to bet their wonderful cash cow of state-run Lottery if they knew that it was required to pay out more than it took in?
That’s why the much-derided “nose holding” is so important. I’m not voting for the President this election. I’m voting for the Supreme Court he will nominate (2 or 3 justices). Even RINOs can nominate good justices.
If Obummer wins, it’s curtains for liberty with a stacked court.
WELL ON OUR WAY TO “FUNDAMENTALLY CHANGING” THE USA TO THE SOCIALIST STATE OF AMERICA!?!
Here here. Tru dat brah.
ya know what? Fine, if these nitwits want to legislate a pre-existing condition program for people who have been denied “insurance” becasue they were already sick…
go ahead and sign it into law (youdid) just…
DON’T CALL IT INSURANCE!
Because if you try to buy a policy for flood insurance AFTER your damn hosue floats away then it aint NOT INSURANCE!
dang.
