Rumor has it that Joe Biden is personally working on scheduling the ticker-tape parade through Wilmington:

Delaware officials are celebrating the state’s first health insurance exchange enrollee.

Department of Health and Social Service officials have declared 59-year-old Janice Baker of Selbyville the first confirmed resident to enroll in the marketplace. It opened Oct. 1 as part of the roll-out of the Affordable Care Act.

Baker said Tuesday that she started looking on Oct. 1 and, like many people, made several frustrated attempts to signup online and spent hours on the phone. But Baker says she had success once she cleared the browsing history, cookies and other temporary data on her computer.

Persistence!

As for enrollment through the federal site, Ed Morrissey at Hot Air mentioned the “success rate” of the disaster that is the launch of HealthCare.gov, known colloquially as 404-Care:

If any commercial web portal only ended up with a 0.384% success rate in its first week of operation followed by an 88% plunge in traffic, the project team would find itself out on the street.

Not only are they not out in the street, but they’ve obviously been deemed “essential” because they’re still working during the shutdown.
