Operation Scapegoat Search is about to begin:

Recognizing that deeper problems may lurk behind the botched rollout of the health care website, President Obama’s top health official Wednesday called for an investigation into management and contracting decisions.

Health and Human Services Secretary Kathleen Sebelius said in a blog post early Wednesday that she is asking the department’s inspector general to investigate the contracting process, management, performance and payment issues that may have contributed to the flawed launch of HealthCare.gov.

The IG will document what went wrong, and then report those findings directly to the person who was part of the problem. Now that’s accountability!

Naturally, Sebelius has already concluded that one way to make sure this big government debacle doesn’t happen again is to make government even bigger, as evidenced by her blog post this morning:

Second, I have asked CMS Administrator Marilyn Tavenner to create a new position and appoint a CMS Chief Risk Officer, who will focus on mitigating risk across CMS’s programs. This will be a full time, permanent position. The Chief Risk Officer will work across CMS to asses risk management practices associated with major agency initiatives. This individual will lead efforts to prepare mitigation strategies to minimize those risks, and will develop metrics to measure the effectiveness of those strategies.

Instead of heads rolling over the train wreck, they’re adding heads. I believe the title of the new position will be “Director of Directing the Director of Health & Human Services.”

Eh, “whatever.”
