(Photoshop credit: Reader Chuck C.)

Harry Reid claims that “millionaire job creators” are like unicorns, the Tooth Fairy or factual statements from Debbie Wasserman Schultz: they don’t exist.

Here’s what Reid said:

Reid: “The Republicans say the richest of the rich in our country, even those who make millions every year, shouldn’t contribute more to get our economy back on track. They call our plan, time after time, a tax on job creators, and I say so-called “job creators.” Because I say that, Mr. President, every shred of evidence contradicts this red herring. For example, there have been many outlets, but I’ll concentrate on one. National Public Radio went looking for one of these fictitious millionaire job creators. A reporter reached out to the business groups and a tax lobby in the Republican Congress hoping to interview one of these millionaires. Days ticked by with no luck. Many of our job creators are like unicorns, they’re impossible to find and don’t exist. That’s because only a tiny fraction of people making more than a million dollars, probably less than one percent, are actually small business owners and only a tiny fraction of that tiny fraction is a traditional job creator.”

Yeah, come on, everybody knows that the people with the least amount of money are the ones who are the most likely to hire. It’s Harrynomics 101 folks. Keep in mind though that this is from a leader in a party that claims millionaires don’t create jobs, but unemployment checks do.

Besides, Harry Reid saying that job creators are tough to find is like a bull in a china shop complaining that there isn’t an unbroken tea service anywhere in sight.

If millionaires don’t create jobs, nearly half of Congress (Reid included) owes America an apology and even a resignation for pretending to be able to do just that.

According to President Obama’s friend in the Senate, it sounds like the White House strategy for the upcoming campaign will be a refreshing “accept responsibility” approach where the President will run on his record, not make excuses and maybe even admit that his “fixes” worsened the problems.

Did I have you there for a second? Didn’t think so. No, according to Harry Reid, no matter who the GOP nominates, one of President Obama’s main opponents and blame magnets will continue to be — you guessed it — George W. Bush:

After occupying the White House for three years, Democrats will try to blame everyone but themselves, including the Bush administration, for the sour economy and jobs crisis, Senate Minority Leader Mitch McConnell (R-Ky.) said Wednesday in a floor exchange with Majority Leader Harry Reid.

Reid, a Nevada Democrat and close ally of President Barack Obama, conceded that McConnell wasn’t completely off base.

“I do think the presidential election will be based on what took place in the Bush administration, how we tried to recover from that, how things have been exacerbated because of the tsunami and European debt crisis,” Reid said.

Who says the two parties can’t agree on anything?

If I had to name one thing I appreciate about Harry Reid, it’s his predictability.

Obama wanted a vote on the jobs bill NOW.

The Senate GOP minority moved for an immediate up-or-down vote tonight.

Harry Reid, knowing defeat was imminent and that some Senate Democrats were balking at the bill, jumped up and down like Rumpelstiltskin before Mitch McConnell moved to a procedural vote. The Reid bill included a new 5.6 percent surtax on “millionaires.”

The cloture vote just wrapped up: Two Dems — Jon Tester of Montana and Ben Nelson of Nebraska, both facing re-election next year — joined the GOP in blocking the bill.

The vote is being held open for NH Sen. Jeanne Shaheen, who is out of state, but expected to return to D.C. later tonight.

No matter. A majority opposes the underlining bill.

President Re-run’s on the ropes again.

Hey, President Obama? How about another press conference tomorrow to condemn those playing politics, putting partisanship over country, changing the rules, and playing games with your jobs bill? No, not Mitch McConnell and the Republicans.

Dirty Harry Reid and the Democrats.

Here’s a link round-up of all the shenanigans tonight. The GOP brought a knife to what they was a routine fight. Reid brought a bomb.

Via Fox News:

In a stunning turn of events Thursday night where tempers appeared to boil over on the floor, Senate Majority Leader Harry Reid and many Senate Democrats, through a complicated bit of legislative jiu-jitsu, managed to change the rules of the body, in a manner similar to the so-called “nuclear option.”

The vote centered around a procedural maneuver known as “a motion to suspend Senate rules.”

The tactic was an attempt by the minority to force what would have been a symbolic vote on President Obama’s jobs plan. It would have required 67 votes to pass, a target Senate Republicans were unlikely to meet.

However, upset by what he felt was an effort to filibuster by amendment a bill dealing with alleged currency manipulation by the Chinese that had passed a 60 vote threshold twice, Reid ruled the motion out of order. The chair, which is also controlled by Democrats, agreed. McConnell objected to that ruling and asked for a vote to decide the issue. That vote fell in Reid’s favor by a mostly party line vote of 51-48 (Ben Nelson, D-Nev., voted with the Republicans)

As a result of Thursday’s maneuvering, the minority will no longer be able to offer such motions after cloture has been invoked. In the past, the measure has been used by the minority to delay proceedings or force tough votes for the majority.

No motion to suspend has actually reached the 67 vote threshold since 1941.

Republicans were apoplectic that Reid brought a bazooka to a knife fight.

“You were going to win on this bill — you didn’t need to jam us,” said Minority Leader Mitch McConnell, R-Ky., “America doesn’t need less debate, it needs more debate.”

Via Business Insider:

After cloture was reached on the currency bill, McConnell called for multiple procedural “motions to suspend the rules,” which would have forced embarrassing votes on the issues — a tactic used occasionally to make a political point on controversial legislation.

In response, a frustrated Reid used a the rarely-used “tactical nuclear option” to change the Senate rules by a simple-majority vote to make it impossible for the minority party to call for such votes. He justified it saying it would allow un-ending motions and votes — serving as a second filibuster after the Senate has already voted to end debate.

“If I were in the minority, I wouldn’t do this, I think it’s dilatory and wrong,” he said.

“The Republican Senators have filed nine motions to suspend the rules to consider further amendments but the same logic that allows for nine such motions could lead to the consideration of 99 such amendments,” Reid said before moving to change the rules.

“This has to come to an end. This is not a way to legislate,” Reid said, warning of an “endless vote-a-rama,” without the change.

Reid’s move is different than the so-called ‘nuclear option’ — which was considered during the health care reform debate and as a way to clear a backlog of judicial appointments. Such a measure would rewrite Senate rules to eliminate the filibuster entirely.

McConnell was irate at the rules change, which sets a precedent for the majority party to amend the rules to block opposition motions — and may come back to bite Democrats if they lose the majority.

“Look, let’s don’t change this place,” McConnell said in an impassioned speech. “America doesn’t need less debate. It needs more debate…I think we made a big mistake tonight. And as soon as we all kind of cool off and think about it over the weekend, I hope we’ll undo what we did tonight because it’s not in the best interest of this institution or the American people.”

Yid with Lid boils it down:

Harry Reid invented a new Senate rule tonight, its called “Because I said so!”

Minority leader Mitch McConnell only wanted to do what the President asked, force a speedy vote on Obama’s Jobs bill. But Senate Majority Leader Harry Reid, a member of the President’s party would not allow it to happen and he created a new Senate rule to make it happen. Because he didn’t have enough votes for its passage, Reid delayed Senate action on Obama’s bill, Instead he scheduled debate and vote on a bill focusing on China’s currency manipulation.

The President however, has been ostracizing the Republicans for not passing his class warfare jobs bill even though he cannot get it through the branch of Congress his own party controls. In answer to the President’s demands for a vote, Minority McConnell made a “motion to suspend the rules,” to allow a vote on the amendments to the China currency bill, one of which was the Jobs bill. These motions require a two-thirds vote so they are almost always defeated. But the vote would have established for the the Country what was really going on, Obama’s charges about a GOP delay were nothing but a cynical political move made by a president who cares much more about his failing re-election effort than our failing economy.

…In one stroke Harry Reid was able to rewrite Senate rules making it even harder than it already is for the minority party to force votes on any amendments, or even discuss them. This is the Senate, Constitutionally designed to be a deliberative body, but in one fell swoop Harry Reid said no, because he said so. Should Republicans retake the Senate next year, it’s something that could come back to haunt Democrats in a major way.

The Hill:

In a shocking development Thursday evening, Senate Majority Leader Harry Reid (D-Nev.) triggered a rarely used procedural option informally called the “nuclear option” to change the Senate rules.

Reid and 50 members of his caucus voted to change Senate rules unilaterally to prevent Republicans from forcing votes on uncomfortable amendments after the chamber has voted to move to final passage of a bill.

Reid’s coup passed by a vote of 51-48, leaving Senate Republican Leader Mitch McConnell (R-Ky.) fuming.

The surprise move stunned Republicans, who did not expect Reid to bring heavy artillery to what had been a humdrum knife fight over amendments to China currency legislation.

The Democratic leader had become fed up with Republican demands for votes on motions to suspend the rules after the Senate had voted to limit debate earlier in the day.

McConnell had threatened such a motion to force a vote on the original version of President Obama’s jobs package, which many Democrats don’t like because it would limit tax deductions for families earning over $250,000. The jobs package would have been considered as an amendment.

McConnell wanted to embarrass the president by demonstrating how few Democrats are willing to support his jobs plan as first drafted. (Senate Democrats have since rewritten the jobs package to pay for its stimulus provisions with a 5.6 surtax on income over $1 million.)

Reid’s move strips the minority of the power of forcing politically-charged procedural votes after the Senate has voted to cut off a potential filibuster and move to a final vote, which the Senate did on the China measure Tuesday morning, 62-38.

The latest schedule: “The Senate will hold a pro-forma session tomorrow at noon, and then is out until Tuesday at 2:00 p.m.”

Senate Republicans gave play-by-play of the mud fight on the floor.

Sen. DeMint tweeted: “Reid & Dems just pulled the ‘nuclear option’ to stop minority from offering amendments.”

Sen. Cornyn had one word: “Tyranny.”

**Written by Doug Powers

In an email today, Barack Obama’s 2012 Campaign Manager wrote this: “But here’s something you can do: Find Republican members of Congress on Twitter, call them out, and demand they pass this bill.”

Obama’s supporters must have responded en masse, because at least one Senate Republican did exactly what they were demanding. Well, he tried to anyway:

In a lively spat on the Senate floor Tuesday, Minority Leader Mitch McConnell (R-Ky.) attempted call up President Obama’s jobs plan for an immediate vote in the upper chamber.

However, Senate Majority Leader Harry Reid (D-Nev.), who supports the legislation, blocked the vote.

Reid used a procedural maneuver called “filling the tree,” which allows the majority leader to say a piece of legislation has had all of its possibilities for amendments.

McConnell had tried to offer the president’s job package as an amendment to the China currency legislation, which was being debated in chamber. By “filling the tree,” Reid blocked that move.

“What I am trying to do here today by requesting this vote on the president’s jobs bill … is to honor the request of the president of the United States that we vote on it now,” McConnell said. “He has been asking us repeatedly over the last few weeks that we vote on it now.”

Reid, responding to McConnell’s assertion that Obama asked Congress to take up the Jobs Act “right away,” insisted that Obama didn’t mean right away right away:

“Right away is a relative term,” Reid said. “[I] sponsored it, I am the one who brought it to the floor. We need to move to this right away … I have said I will bring it to the floor this work period.”

Reid’s doing some heel dragging because he knows he doesn’t have the votes — or possibly the intentional delay is subtle payback for 20 minutes on hold.

Meanwhile, President Obama has given up on “pass this jobs bill now” and is settling for “pass it this month.” Next up: “Easter-ish would be good too…”

Everybody remembers this:

How much does Harry Reid heart Obama? Well, a lot… it’s just that he’s, you know, got other stuff to do right now:

Almost two weeks after President Obama spoke on jobs before a joint session of Congress, and demanded that Congress “pass this bill,” the Senate has done precious little to move forward on the president’s demand.

Senate Majority Leader Harry Reid, D-Nev., admitted Monday that the Senate floor was “pretty well jammed now,” suggesting that there may not be time to move on the bill until next month. The Senate has been working through the Trade Adjustment Assistance this week, as well as the Continuing Resolution and FEMA funding. Next week, the Senate has a planned recess for the Jewish new Year Rosh Hashanah. Reid has indicated the first item up after that is Chinese currency.

If Reid wanted to bring Obama’s jobs bill to the Senate floor for debate and a vote, of course he could, as Reid sets the Senate schedule. He has not done so yet, which is perhaps most telling about how he believes the Democratic caucus feels about the jobs bill.

Then the following week Reid has the cowboy poet cookout and then he’ll be introducing a resolution to make October “National Sock Drawer Re-Arranging Appreciation Month,” but at some point after that he’ll get on the jobs bill that can’t wait.

Bill Clinton didn’t exactly light a fire under Democrats yesterday to get them to move on the jobs bill, either. President Obama supposedly needs to impose the “Buffett Rule” to pay for the log jammed Porkulus II, and Clinton said now is not the time to raise taxes on the wealthy. A couple of days ago Clinton was less vehement. Read into that what you will.

At this time, I’d like to welcome a new sponsor on board:

Privately, DC Democrats like Harry Reid know they need and even depend on the rich, but publicly they reject them like red-heads at Danish sperm banks. That is unless they’re like Warren Buffett and play along in the “wink wink, nudge nudge” sense.

Reid spoke earlier about President Obama’s “jobs plan” and the tax increases for the wealthy contained therein. As someone who presided over the biggest spending Congress in history, Reid accepted his share of responsibility for the deep financial hole in which America finds itself. Just kidding — he blamed the debt on the rich not paying their fair share, which of course was Bush’s fault, and welcomed Obama’s plan to finally make the rich pay:

Senate Majority Leader Harry Reid (D-Nev.) on Monday said $3 trillion of the U.S. budget deficit was caused by tax cuts to the rich under the Bush administration.

Reid made the comment in floor remarks in which he welcomed President Obama’s plan to raise taxes on the wealthy to help reduce the deficit.

“More than anyone else, these millionaires and billionaires benefitted from Bush tax cuts and contributed $3 trillion to our deficit, to help plunge this nation into a financial hole,” Reid said on the Senate floor. “A balanced approach to reduce our deficit means those who have benefitted the most from policies that created our deficit should also help solve our deficit.”

Reid added that the plan is a “concrete strategy” that “calls on those who have benefitted from the tax policies that sunk this country deeper and deeper and deeper into debt to help get us out of this debt.”

Reading that you’d almost think Reid didn’t vote to extend the Bush cuts in 2010.

Every time you think you’ve heard the most ridiculous thing ever from Harry Reid, just wait another day and it’ll be topped.

President Obama has said “pass this bill” over a hundred times now, and I think the arm twisting is working. With that fire lit under him, Harry Reid took to the Senate floor this morning and said the following:

“Well, for most Americans, [bike paths] are absolutely important. It’s good for purposes of allowing people to travel, um, without burning all the fossil fuel on the highways. I got up this morning really early, and went out and did my exercise. I’m not exaggerating — scores! — at least 30 or 40 bikes — so scores may be a slight exaggeration — of people, not just for exercise, traveling to work. Backpacks on — they are going to work. That’s what bike paths are all about!”

Bike paths are all about people riding bikes on them? I yield the remainder of my time to the insightful Senator from Nevada:

Harry should start sprinkling Zoloft on his pomegranates if he actually still believes this:

The days of the Tea Party’s influence on American politics are numbered, Senate Majority Leader Harry Reid (D-Nev.) said this weekend.

The Senate’s top Democrat told a home state newspaper that he expects the conservative activist moment’s grasp on the GOP to diminish, a bold prediction given the influence that group showed Saturday in Ames, Iowa, where Rep. Michele Bachmann (R-Minn.), a Tea Party darling, won an influential presidential straw poll.

Reid also predicted that the Tea Party would lose a number of seats next year, and said that the Tea Party would go extinct when the economy turned around — something he also said in January.

I’ll repeat what I wrote back then about why a lousy economy did not directly cause the formation of the Tea Party, and what Harry can do to facilitate the movement’s demise — that is, if he’s really serious about it:

The health care takeover and all manner of shock & awe-style spending binges and pork shams Harry Reid was at the forefront in shoving down America’s throat was much of the reason the Tea Party came to fruition, and it’s now likely to stay motivated as long as politicians like Reid remain in office and committed to finishing the job. This means, somewhat ironically, that if Harry Reid wants to help fast-track a Tea Party breakup, the greatest single contribution he could make would be to resign his Senate seat.

John Kerry recently said that the media shouldn’t devote one bit of time to airing Tea Party opinions, so I’m skeptical about his willingness to work with Tea Party members — should any end up on the “super committee” that is:

Sen. Harry Reid has made his picks for the deficit super committee whose task it is to recommend with $1.5 trillion in federal spending cuts over 10 years — Senators John Kerry of Massachusetts, Patty Murray of Washington State and Max Baucus of Montana.

Several news outlets reported Tuesday afternoon that they learned the names from Democratic sources. The committee will have 12 members, three more named by Sen. Mitch McConnell, the Senate minority leader, and six named by House Republicans and Democrats.

Passing thought: Isn’t the term “super committee” an oxymoron, especially in this context?

In any case, good luck getting Patty Murray to budge on entitlements heading into 2012:

By choosing Murray, who chairs the Democratic Senatorial Campaign Committee that will be trying to defend the 23 Senate seats currently held by Democrats, Reid ensures that whatever recommendation his people agree to will be deeply informed by the Democrats’ desire to hold onto their slim majority.

Maybe the whole idea is to choose people who cannot or will not reach an agreement, because it’s becoming known that the automatic spending cut trigger that would supposedly kick in if a deal can’t be made may well only fire blanks.

Who will Mitch McConnell’s three Republican Senate picks be? If one of them is Scott Brown, I’m folding up the big tent and heading home already.

Meanwhile, Nancy Pelosi is calling for all Super Committee meetings to be open to the public, available for viewing online, and completely transparent. It seems like only yesterday the new Queen of Transparency was saying things like “we’ve got to pass it to find out what’s in it.” What’s she got up her sleeve?

Update: Mitch McConnell is reportedly very close to naming the Republican Senate members of the “super committee,” but it isn’t a good sign that he’s calling on them to be open to compromise before negotiations even start:

A shovel-ready claim

**Written by Doug Powers

During a floor speech on Tuesday, Harry Reid said eight million jobs were lost during Bush’s years in office.

Politifact rates Reid’s claim “liar, liar, pomegranates on fire”:

During Bush’s eight years in office — January 2001 to January 2009 — the nation actually gained a net 1.09 million jobs. (Because there were gains in government jobs, the private sector actually lost 653,000 jobs during that period.)

This isn’t remotely close to what Reid claimed. Reid’s office didn’t respond to our request for information, but we think we know what he was referring to.

From the economy’s peak to its low point, the nation lost 8.75 million jobs. Here’s the problem: The peak for jobs came in January 2008, while the low point for jobs came in February 2010.

This means the starting point for Reid’s measure came seven years into Bush’s eight-year tenure, and the low point occurred about a year into Barack Obama’s tenure.

In other words, Reid had a point in saying that there was a “loss of eight million jobs” — but it didn’t come “during the Bush eight years.” The loss of eight million jobs occurred during a roughly two-year period shared more or less equally between Bush and Obama.

But is any president to blame here? According to Jay Carney, the White House can’t create jobs. Too bad we didn’t know about that before the White House unloaded $830 billion to “save or create three to four million jobs.”

Nancy Pelosi violated a major tenet of comedy, which is “never open with your best joke”:

Washington, D.C. – Democratic Leader Nancy Pelosi released the following statement on proposals announced today to reduce the deficit and avoid default:

“It is clear we must enter an era of austerity; to reduce the deficit through shared sacrifice.

Did the biggest spending House speaker in history say that? I feel like a bottle of Stoli just offered to help me jump on the wagon, but I guess it’s a start.

Pelosi was of course referring to the Reid proposal that is said to contain no tax increases, would raise the debt ceiling $2.7 trillion and allegedly cut the same amount in spending, but somewhere around half of those “cuts” would be “money that won’t be spent as a result of winding down the wars in Iraq and Afghanistan.”

If that’s not enough to satisfy Republicans, Reid will propose an additional $150 billion in cuts that will be realized by not going to war against Liechtenstein in 2018.

(Scroll down for updates)

Two more debt plans are bouncing around Capitol Hill today — the Boehner and Reid plans (Obama just endorsed the Reid plan). As you read the summaries, note the trick Harry Reid employs to artificially bulk up his “cuts” in order to make them more attractive — kind of like sticking a balled-up tube sock down the front of the budget trousers.

From ABC News by way of Gateway Pundit:

Democrats

At 2:30 Monday, Senate Majority Leader Harry Reid will unveil his plan – increase debt ceiling until 2013, cut spending by $2.7 trillion including gimmicks that make the number look bigger than it really is. The biggest of these is factoring in savings from drawing down troops abroad as a spending cut. On Wednesday, there will be a key procedural vote in the U.S. Senate on this plan. It will need 60 votes, which means it must have at least seven Republicans.

If Reid’s plan passes, the final vote would likely come on Saturday (July 30). Democrats would then attempt to pressure the House to take up the Reid bill, the decision will be up to House Speaker John Boehner.

Republicans

At 2pm Monday, Boehner presents his plan – $1.2 trillion in spending cuts and an eight to ten month debt ceiling increase followed by more cuts and another vote next year – to the House Republican caucus. Assuming he gets a positive reception, he will then introduce the bill, setting up a House vote on Wednesday – the same day the Senate votes on Reid’s plan.

If the Boehner plan passes, Republicans would then attempt to pressure the Senate to bring up the Boehner bill, but the decision will be up to Harry Reid.

Over the weekend, Boehner, Reid and McConnell actually had an agreement, but when Reid took it to Obama, the president nixed the plan because it wouldn’t carry through 2012 and put off any further debt debate until after the election (who’s playing politics?). In the wake of that bit of congressional bipartisanship, today, Obama said this:

And he alluded to the difficulty of cutting a deal, saying “compromise is becoming a dirty word.”

In the White House it is, that’s for sure — but in Washington, DC they often use a different dictionary:

We’ll have more later as things develop — or more likely, totally fall apart again.

Update: Boehner’s reacting to the Reid plan pretty much as expected:

Update II: Obama and Boehner both spoke tonight — and now I’m wishing I’d have watched it live because the Tigers got spanked by the White Sox anyway.

Here’s what Obama and Boehner had to say as the “deadline” approaches (h/t Politico):

How Sad: Harry Reid Feeling Ignored in Debt Debate; Update: Senate votes down House CutCapBalance 51-46, Reid dances on grave

Aw, it sounds like ol’ Harry’s starting to feel left out:

Senate Majority Leader Harry Reid (D-Nev.) confronted White House budget director Jack Lew during a Thursday afternoon meeting about secret talks on a deficit-reduction deal between the president and Speaker John Boehner (R-Ohio).

“I’m the Senate majority leader — why don’t I know about this deal?” Reid demanded as soon as the budget director walked into the historic Mansfield Room for a meeting with Senate Democrats, according to a lawmaker who witnessed the exchange.

Lew shot back: “If there’s a deal, then the president doesn’t know about it, the vice president doesn’t know about it and I don’t know about it.”

A Senate Democratic aide confirmed the exchange took place.
[...]
“It was a heated session,” said a senior Democratic senator who attended the lunch. “There’s a basic lack of trust with the president.”

The lawmaker said the lack of trust stems from what they suspect are secret negotiations taking place between Obama and Boehner, without the input of Reid and House Democratic Leader Nancy Pelosi (Calif.).

“Harry’s not being included!” exclaimed the second senator.

Maybe Reid can rest easy — John Boehner called Rush Limbaugh Thursday and said there is no compromised deal with President Obama, publicly or privately (but Boehner’s mention of a “fallback plan” was troubling).

The Senate will vote on Cut, Cap and Balance sometime Friday morning. Reid said the bill is a waste of the Senate’s time (harsh words from somebody who once spent six minutes on the Senate floor talking about a football game) and “some of the worst legislation in the history of the country” — and this is from a guy who gave the green-light to Obamacare and the stimulus.

Side note: Reid had a much different opinion about a balanced budget amendment in the 1990′s.

Update: 10:57am Eastern…The Senate just voted down the House Cut Cap and Balance bill, 51-46. Reid danced on its grave, proclaiming it “over, dead, and done.” Back to the Democrat plan:

Nothing!

Update II (DP): Here’s Harry Reid’s plan:
